1 European Parliament Delegation to the EU-Turkey Joint Parliamentary Committee D-TR_PV(2018)0704 MINUTES of the meeting of 4 July 2018, Strasbourg The meeting opened at on Wednesday, 4 July 2018, with Manolis Kefalogiannis (Chair) presiding. Opening remarks Mr Manolis KEFALOGIANNIS (EPP, Greece) welcomed invited guests and informed all participants that interpretation to/from English, German, French and Greek languages was available. He announced as well that the meeting was recorded and that it was permitted to publish and transmit audio and audio-visual recordings of delegation meetings. 1. Adoption of the draft agenda The draft agenda was approved. 2. Adoption of the minutes of D-TR meeting of 12 April 2018 The Chair reminded that following the new procedure, EP delegations were asked to provide minutes from their meetings and publish them on the recently launched delegation websites with the aim of increasing transparency and raising public awareness about delegations' work. Rather than being verbatim reports, these minutes aim at summarising the main content of the discussions and the decisions taken during the meeting. As no comments were received, minutes of both meetings were adopted. 3. Exchange of views on the early presidential and parliamentary elections of 24 June 2018 Mr KEFALOGIANNIS explained that the aim of this meeting is an exchange of views on the early parliamentary and presidential elections that took place in Turkey on 24 June These elections were called by the parliament on 20 April and took place during an ongoing state of emergency, which was enacted and renewed 7 times following a failed coup attempt PV\ docx PE v01-00 United in diversity

2 in July He informed that as soon as the Grand National Assembly of Turkey constituted its parliamentary body, the JPC would get in touch with them to fix the date of the meeting in Turkey but most probably it would be late November or December The Chair invited Members to pass directly to the next agenda point, the exchange of views, and reminded that every speaker would have 10 minutes and then they would give the floor for discussion. Mr Vladimir MISEV, Election Adviser and desk officer for Turkey, OSCE Office for Democratic Institutions and Human Rights (ODIHR), informed that he could just present preliminary assessment and that the final report would be finished in around two months after the meeting. He underlined that ODIHR sees elections as a process, not a one-day event this is why they spent in Turkey seven weeks to see the broader picture and bigger context. Great importance was attributed to these elections, as an important step to complete the transformation of Turkey into a presidential republic. 24 June early presidential and parliamentary elections were called by the parliament on 20 April and took place during an ongoing state of emergency. This shaped the political context characterized by a polarized political environment and confrontational rhetoric, restrictions of fundamental rights of assembly and expression, judicial nature of election administration. Since the last 2014 presidential and 2015 parliamentary elections, the legal framework had undergone several rounds of significant amendments with the latest adopted after the calling of elections. Notwithstanding the number and extent of changes, most of previous ODIHR recommendations remained unaddressed, including on removing restrictions on active and passive suffrage rights, enhancing regulations on the campaign and campaign finance, removing restrictive provisions on the media. Number of irregularities were observed on the election day unauthorized persons present in the polling stations, over-crowding, counting and tabulation. ODIHR stated, however, that these irregularities did not have a significant impact on the results. Ms Kati PIRI, AFET Rapporteur on Turkey, underlined that Turkish elections and environment during elections could not be labelled as fair because of the state of emergency, objectivity of media as well as many cases of electoral frauds. Nevertheless, she noted that the opposition accepted the results. She was surprised, however, to see that the MHP received ~11,5% of votes (much higher than predicted), especially in the South-East areas, where, incidentally, most allegations of fraud came from. She referred to the latest EP Turkey report calling for a formal suspension of accession negotiations with Turkey should the constitutional reform package be implemented unchanged, and warned that the next EP report should not be seen as surprise. While further integration of Turkey is off the table for the coming years, the rapporteur underlined that we should not isolate Turkey and its democratic forces. Economy could be EU s last leverage. Mr Bernard BRUNET, Head of Unit Turkey, DG NEAR, European Commission, welcomed the work and preliminary conclusions of ODIHR and discussed the consequences of these elections: weakening of checks and balances of the democratic system, no clear indications whether the state of emergency would be lifted, major uncertainty in the public PE v /7 PV\ docx

He referred to the Council s conclusions of 26 June 2018 and predicted that relations with Turkey would remain tense with the accession process and the upgrade of the Customs Union on hold. The Commission will focus on key areas of common interest migration, anti-terrorism, energy, transport, environment, people-to-people programmes. The EU has interest in a stable Turkey, therefore, urgent measures to fix the building-up economic problems are needed. Mr Burnet welcomed, in the name of the Commission, the adoption of the Draft amending budget 3/2018 extending the Facility for Refugees in Turkey. Mr Javier NINO PEREZ, Head of Unit Turkey, European External Action Service, shared the views of previous speakers and added several points: he underlined that nearly 50% of voters did not vote for President Erdoğan; stressed that the Turkish government should go back to the negotiating table in the South East, and reminded of the need for the solution of the Cyprus issue. Debate After listening to all the speakers, the Chair invited all Members of the delegation to join the debate and open the floor. Members deliberated about the criteria allowing to state that elections were "not fair", but "free" or about irregularities not altering the overall results. Economy was once again underlined as the only leverage remaining for the EU on Turkey and the need not to shut the door reiterated. 5. Any other business None. 6.
