1 EUROPEAN PARLIAMT Delegation to the Euro-Latin American Parliamentary Assembly DLAT_PV(2014)1126_1 MINUTES of the meeting of 26 November 2014, from to Strasbourg The meeting opened at on Wednesday, 26 November 2014, with Ramón Jáuregui Atondo, Chair, in the chair. 1. Adoption of draft agenda PE v01-00 The agenda was adopted as shown in these minutes. 2. Approval of minutes of meeting of 22 October 2014 PE v01-00 The minutes of that meeting were approved as they stood. 3. Chair s announcements The Chair announced that he had informed Co-Chair Búcaro and the Latin American component, in an official letter, of the delegation's proposal that the meetings of the Standing Committees of the EuroLat Assembly be held in Panama from 17 to 20 March Those dates had also been included in the programme of activities for the first half of 2015 for adoption by the Conference of Delegation Chairs. It was also proposed in the programme that the Ordinary Plenary Session be held from 4 to 6 June 2015 in Brussels, following the 2 nd EU-CELAC Summit, to be held on 10 and 11 June 2015, also in Brussels. The Chair informed members that, in the meeting file, they could find a letter from His Excellency Mr Juan José Gómez Camacho, Ambassador of Mexico to the EU, concerning the progress made in the investigation into the disappearance of students in Iguala (State of Guerrero, Mexico) and the steps taken by the Mexican authorities. 2 The Chair announced that the meeting of the EP Delegation to the EU-Mexico Joint Parliamentary Committee would be held on the following day (Thursday, 27 November 2014) from 9.00 to 10.15, with the participation of the Ambassador of Mexico to the EU. Members were welcome to attend. Lastly, the Chair informed the members of the delegation that he intended to participate in the Iberoamerican Summit to be held on 8 and 9 December 2014 in Veracruz (Mexico). 4. Presentation on Latin America by Mr Eduardo López Moreno, Director of UN-Habitat (United Nations Human Settlements Programme), followed by an exchange of views Mr Eduardo López Moreno, Director of Research and Capacity Development at UN-Habitat, presented his report entitled 'Construcción de ciudades más equitativas: políticas públicas para la inclusión en América Latina' (Building fairer cities: public policies to promote inclusion in Latin America). The report contained statistics on inequality in 320 towns and cities in Latin America and the Caribbean and compared the changes that had taken place over the two previous decades ( ). It found that poverty had dropped considerably in Latin America and the Caribbean over the previous 20 years, but that inequality had risen. In fact, the highest levels of inequality in the world were still to be found in cities in Latin America, but the gap was slowly narrowing. The study made it clear, however, that purely nationalistic macroeconomic policies were incapable of identifying the causes of, or solutions to, the problems of inequality in cities; rather, intense local involvement would be needed. At that time, one third of inhabitants in Latin America and the Caribbean were living in towns and cities where inequality was on the rise. The remaining two thirds were living in towns and cities where inequality was slowly decreasing. There was no statistical relationship between economic growth and declining inequality, however. Specific policies were required to ensure that economic growth would help to reduce inequality. Mr López Moreno concluded with recommendations for public policies that could be implemented by local authorities and at other levels of government with a view to making cities more equitable. 5. Exchange of views with Professor Carlos Malamud, Senior Analyst for Latin America in the Elcano Royal Institute for International and Strategic Studies, on the state of play of EU-LAC relations Professor Carlos Malamud gave his opinion on the state of play of EU-LAC relations. The EU and European citizens in general still did not pay much attention to Latin America or to relations with the region. Europe did not know what it wanted from Latin America, and neither did Latin America know what it expected from Europe. Rather than being one politically homogenous region, Latin America and the Caribbean were divided on many issues, even in spite of the recent establishment of the Community of Latin American and Caribbean States (CELAC). For example, three Latin American countries were members of the G-20, but they disagreed on every issue. Such fragmentation was having an effect on the Latin American PE v /7 PV\ doc

3 integration process, which, for a number of reasons, was undergoing a crisis. The fact that opinion was divided as to which body countries should integrate into (CELAC vs UNASUR (Union of South American Nations)), and that relations between Mexico and Brazil were strained, was proof of this. Professor Malamud also spoke about the possible repercussions of the Transatlantic Trade and Investment Partnership (TTIP) between the EU and the US. It would have a serious impact on all LAC countries, in particular those that did not have free-trade agreements with the US, such as the countries of the Bolivarian Alliance for the Peoples of Our America (ALBA) and of Mercosur. This would not be the case for the countries of the Pacific Alliance, however, as they already had agreements with both the EU and the US and so would benefit greatly from TTIP. The change in the economic cycle experienced over the previous two years as a result of the drop in the price of raw materials would undoubtedly have a significant impact on LAC countries, in particular Venezuela and Argentina. A growing number of Chinese companies were investing in, and trading with, LAC countries. Professor Malamud briefly outlined the changes to voting patterns in Latin America, highlighting the fact that ruling parties tended to win elections and that a change of party was difficult to achieve, but that it was also increasingly difficult to predict the winner, which was a new development. The number of countries where indefinite re-election was possible had also increased. Other business Mr Agustín Díaz de Mera, as Co-Chair of the Working Group on Migration in EU- LAC relations, proposed that the Italian and Costa Rican Co-Chairs of the High-Level Group on Asylum and Migration be invited to a future meeting in order to discuss their work. The Delegation Chair invited the political groups to appoint their respective members to the Assembly Working Group as soon as possible. The following spoke: Agustín Díaz de Mera, Ramón Jáuregui. 7.
