Adoption of draft agenda AP v02-00 Two members of the European contingent thought it inappropriate for a representative of the José Alvear Restrepo lawyers association to take part under Item 7, State of play in the peace process in Colombia. The members pointed out that the lawyers association in question was thought to be close to the Revolutionary Armed Forces of Colombia (FARC) and th us could not legitimately speak at the same level as the representative of the Colombian Government, Ambassador Rodrigo Rivera. A number of members, including the two co-chairs, expressed surprise at the invitation of the representative of the José Alvear Restrepo lawyers association as mentioned in the draft agenda of the Political Affairs Committee, which had nevertheless been distributed at the preparatory meetings (in Riga on 15 May 2015 and in Strasbourg on 20 May 2015). It was proposed that the agenda item concerned be changed. Mr Pabriks (Co -chair) put to the vote the proposal to change Item 7 on the draft agenda for the above reason. It was decided by a majority (16 votes in favour, 5 against and 2 abstentions) to change the draft agenda to remove Yessika Hoyos Morales, the representative of the José Alvear Restrepo lawyers association, from the list of speakers for the item on the peace process in Colombia. Election of members of the committee bureau Beatriz Becerra Basterrechea (ALDE, ES) and José Blanco López (S&D, ES) were elected co-vice-chairs by the European contingent. 3. Approval of minutes of meeting of: 18 March 2015 (Panama City, Panama) The minutes of the meeting were approved. AP v Co-chairs announcements Mr Pabriks (Co-chair) pointed out that this was the committee s second ordinary meeting of 2015 and outlined how the meeting would proceed. 5. Draft report: Financing of political parties in the European Union and Latin America EP co-rapporteur: LAC co-rapporteur: Beatriz Becerra Basterrechea (ALDE, ES) María de los Ángeles Higonet (Parlatino, Argentina) Consideration of a joint draft report The European co-rapporteur, Beatriz Becerra Basterrechea MEP (ALDE) thanked her Latin American co-rapporteur for her cooperation, emphasising the fact that the common approach that had been taken had made it possible to reach a broad consensus on the report. It was clear that the principal challenge was to achieve a better-quality democracy by strengthening democracy, the rule of law and governance by means of a mixed financing system with a balance between private and public finance, and a transparent regulatory framework. She emphasised the importance of parties being independent: they should not act on behalf of specific interest groups. It was also important for the public financing system to be consistent and allow new parties to appear on the scene. Strict transparency was essential to foster trust in the political system. The Latin American co-rapporteur, María de los Ángeles Higonet, also emphasised the importance of strengthening democracy by strengthening political parties, including by providing public funding for their activities. In that context, she alluded to the aim of helping women and young people to get involved in politics. All speakers in the debate agreed that the issue of party funding was vital in terms of democratic legitimacy and fair competition at the ballot box. 3 financial donations to parties; independent oversight and financial control of political parties; election campaign funding and the possibility of imposing penalties for breaches of the rules. At the end of the meeting, Mr Pabriks (Co-chair) announced that a deadline for tabling amendments to the joint motion for a resolution had been set for the end of 2015, and that the vote on the amendments and on the motion would take place at the next meeting of the Political Affairs Committee during the first half of 2016 (date and place to be confirmed). 6. Topic for debate: Organised crime and violence in Latin America and Europe Exchange of views with: Amado Philip de Andrés, Regional Representative for Central America, the Caribbean and the Bolivarian Republic of Venezuela, United Nations Office on Drugs and Crime (UNODC). Dr de Andrés outlined the new challenges that were emerging as a result of organised crime in Latin America, focusing on a number of key issues relating to the increasing role of trans-national criminal groups whose activities spanned Latin America, Europe and other areas of the world such as the Middle East and Asia. A matter of concern was the violence that occurred as a result of the wealth those groups accumulated through their involvement in the smuggling of drugs and weapons and in people trafficking. Other new concerns and challenges included: people-trafficking for the purposes of the illegal trade in human organs (particularly kidneys); the possible consequences of the extension of the Panama Canal, and the new challenges that posed in relation to the smuggling of drugs, chemicals and radioactive substances. Reference was also made to money laundering and the financing of terrorism in both regions, for example via the Hawala informal money transfer system, and to new kinds of drugs (new psychoactive substances, NPS) which were often sold via the internet. Among the responses to those challenges, Dr de Andrés highlighted the Global Container Control Programme and other cooperation programmes between national security and justice institutions and agencies and international organisations, such as the Airport Communication Programme (AIRCOP) and the Network of Prosecutors against Organized Crime (REFCO). He noted that the 13th United Nations Congress on Crime Prevention and Criminal Justice, which took place in Doha in April 2015, had decided to boost training activities and strengthen cooperation between specialist prosecutors, with a focus on Latin America. He also outlined the Blue Heart Campaign, the aim of which was to raise awareness in order to combat human trafficking and its impact on society. 4 7. Topic for debate: State of play in the Peace Process in Colombia Exchange of views with: H.E. Rodrigo Rivera, Colombia s Ambassador to the EU The Ambassador began by stating that the peace process in Colombia was not limited to the negotiations between the Colombian Government and the Revolutionary Armed Forces of Colombia (FARC) taking pl ace in Havana, and had to be seen in a comprehensive context. He pointed out that the peace process was in progress because an overwhelming majority of the Colombian people acknowledged that nothing could justify violence, crime and terrorism and because democratic institutions and the rule of law had been strengthened. The Ambassador focused on a number of the elements of the current peace process that, unlike those that had gone before, were designed to help put an end to the armed conflict one and for all: its rigorous, practical agenda; the involvement of local communities in securing peace throughout the country; and the public nature of the partial agreements that had been reached during the process. The progress made so far had been historic. The Ambassador also emphasised a number of key elements within the peace process, such as: the involvement of the public in the process; the absence of impunity; the recognition of victims rights; the reintegration of combatants; and the establishment of new fora for coexistence and reconciliation. In that regard he emphasised the importance of support from the international community. He noted that the political backing of the EU and its institutions during the peace process had been a determining factor in the progress Colombia had made over the past few years. Proposals for reports and topics for debate in committee meetings during 2016 It was suggested that at the next meeting there should be a debate on legislation as regards illegal drugs (whether or not to legalise). Gabriela Cuevas (Co-chair) proposed that a seminar on the subject be held in Mexico City, but no decision was taken on the matter. 9. Date and place of next meeting The next meeting of the Committee on Political Affairs, Security and Human Rights would take place in Europe during the first half of 2016 (date and place to be confirmed).
