1 European Parliament Delegation to the Euro-Latin American Parliamentary Assembly DLAT_PV(2016)0314_1 MINUTES of the meeting of 14 March 2016, Brussels The meeting opened at on Monday, 14 March 2016, with Tomasz Piotr Poręba (Vice-Chair) presiding. 1. Adoption of draft agenda PE v01-00 The draft agenda is adopted. 2. Chair's announcement The Chair informs Members that the meeting will be entirely dedicated to the implementation of EUROsociAL programme, and to a debate on social cohesion in the EU and Latin America and Caribbean. To this end, a range of high level speakers will present today the results of the two phases of EUROsociAL programme ( and ) and prospects for the new phase to be launched in forthcoming months, as well as their views on the bi-regional cooperation in the area of social cohesion. 3. Implementation and monitoring of EUROsociAL (see separate programme) Introduction by Tomasz Piotr Poręba, first Vice-Chair of the European Parliament Delegation to the Euro-Latin American Parliamentary Assembly After the opening remarks, the Chair, Mr Tomasz Poreba, stresses the importance of social, economic and territorial cohesion to guarantee sustainable growth in Europe. The strategies adopted since the beginning of the economic crisis in 2008, contributed to mitigate the negative impact of the crisis on equality and distribution of income among EU countries and regions. EU's experiences in this area have actually become the cornerstone of EuroSocial, EU cooperation programme with ALC in the area of social cohesion. The programme, based on peer-to-peer learning, contributed in 10 years of its implementation to boost the exchange and transfer of knowledge, experiences and good practices in this field between the two regions. 2 Opening speech by Jolita Butkeviciene, Director for Latin America, DG DEVCO (European Commission) Ms Jolita Butkeviciene, DG DEVCO Director, recalls that despite a great progress achieved in the past years, LAC is a region where inequalities still persist. Therefore, both parts launched, in 2005, the EUROsociAL programme, with the aim to build more cohesive societies and reduce the disparities. The experience from the EU twinning programme has been chosen as a model for creating the EUROsociAL working strategy: peer-to-peer learning. From the first exchanges between the EU and LAC institutions, the countries moved to the South-South cooperation based on peerto-peer learning among the LAC countries. Stresses that contrarily to the traditional development cooperation, which not always cost-effective, the EUROsociAL programme results are excellent Presentation by Mario Cimoli, Chief of the Production, Productivity and Management Division of the Economic Commission for Latin America and the Caribbean (CEPAL), followed by an exchange of views Mr Mario Cimoli, ECLAC representative, presents the current social and economic situation in LAC, as well as the problems encountered by the Governments to put in place programs aimed at boosting social cohesion and reducing the inequalities. Low productivity and low economic output, low-skilled workers and absence of strategies to better match the labour markets needs and available skills, as well as inadequate fiscal policies, are some of the reasons for low public spending in social policies. The persisting inequalities are also exacerbated by huge gender gap and weak institutional capacity to tackle this issue : Presentation of the EUROsociAL Programme Presentation by Jolita Butkeviciene, Director for Latin America, DG DEVCO (European Commission), followed by an exchange of views Mr Marc Litvine, intervening on behalf of Ms Jolita Butkeviciene, presents the results of the EUROsociAL programme II, aimed at addressing the common EU-LAC concerns: social policies, inclusive tax system, democratic governance, justice and security, as well as reforms of the public institutions. In the framework of the second edition, around 30-40% of cooperation was implemented on the triangular basis, through networks operations. Subsequently, he also referred to the impact of EUROsociAL II in Europe (in particular in programmes on reinsertion of prisoners, fiscal administration and gender issues). Finally, he explained the major objectives of the future EUROsociAL+: tackle the root causes of inequalities and strengthening the institutions through 3 priority areas: social policies, good governance and gender equality : Exchange of views on expectations, results and lessons learned in connection with the EUROsociAL Programme, with: PE v /8 PV\ doc
