Adoption of agenda DEVE_OJ (2018)0924_1 The agenda was adopted. 2. Chair's announcements The Vice-Chair announced that the presentation of this year s nominees for the Sakharov Prize would take place on 27 September jointly with the AFET Committee and the DROI Subcommittee. 3. Adoption of Coordinators' decisions and recommendations DEVE/8/01663 Consideration and adoption of Coordinators' decisions and recommendations of 29 August 2018 The decisions and recommendations were adopted (see Annex). 4. Announcements by the Commission DEVE/8/01664 Statement by the Commission (possibly) Carsten Sorensen (European Commission, DG DEVCO,) confirmed that the Commission had published a Communication on a more efficient financial architecture for investments outside the EU, and another on a new Africa - EU alliance for investments and jobs. Hearing Engaging the African diaspora in Europe to promote effective development cooperation policies Cécile Kashetu Kyenge, moderator, made introductory remarks. Marina Manke, Head of the Labour Mobility and Human Development Division, International Organization for Migration (IOM), Thierno Seydou Diop, Consultant, Schuman Associates, Marie Chantal Uwitonze, Founder and President of the African Diaspora Network in Europe (ADNE) and Hans Stausboll, Acting Director (European Commission, DG DEVCO), made presentations. Speakers: Mirja Vehkaperä, Norbert Neuser, Aissa Traoré (femme Plurie Elles, Femmes de la diaspora africaine), Damien Twambilangana (Girac), Marie-Pierre Nyatanyi (femme Plurie Elles, Femmes de la diaspora africaine), Kida Aminaa (Back Italians Rome), Divaika Kiemba (Centre Euro Africa) and Irene Hvass (EEAS). 4 9. The sustainable use of oceans (SDG 14) DEVE/8/14539 Exchange of views Thierry Lucas, Head of the UN Environment Programme office in Brussels, gave an overview on the situation of the oceans. 13 2. Delegations Decisions: Ad hoc DEVE-AGRI delegation to the Global Parliamentary Summit against Hunger and Malnutrition in Madrid, October 2018: DEVE Members: 1 S&D and 1 Greens/EFA. Request authorisation for a DEVE ad hoc delegation of 5 Members to Ethiopia and Eritrea in the turquoise week of 29 October Postpone the ad hoc delegation to Zimbabwe. Follow developments in the country with a view to an ad hoc delegation in the turquoise week of 17 December Hold a joint meeting with AFET on the Zimbabwe EU Election Observation Mission. Coordinators to send their proposals for possible missions inside the EU in the first half of 2019 by the end of September. 3. Hearings Decision: Associate AFET to the hearing on development cooperation in the new Multi- Annual Financial Framework: development-related financial instruments and Policy Coherence for Development after 2020, adapting the focus/title of the joint hearing. Coordinators to send their proposals for possible hearings in the first half of 2019 by the end of September. 4. Tools for NDICI preparatory work Decision: Carry out preparatory work to assess the future role of the EP in the NDICI instrument. 5. Requests for items on the Committee agenda Decisions: Organise: An exchange of views on Burundi, notably on the African Peace Facility and the financing of the government. An exchange of views on 19 November 2018 on food and nutrition security with the WFP Executive Director David Beasley and a presentation by DG DEVCO on the new progress report on nutrition.
