6 Non-legislative Opinions I.3.1 Report from the Commission to the Council and the European Parliament - competition enforcement in the pharmaceutical sector ( ) - European ompetition authorities working together for affordable and innovative medicines - COM(2019) 17 final Resp.: ECON Opinion: IMCO (DA/AM), ENVI, ITRE Budget Decision: for information only. I.3.1a Budget procedure 2020 Decision: Coordinators endorsed the proposals from the secretariat to attribute responsibility for the 2020 budget procedure to ALDE and to submit an opinion (in the form of a letter) to BUDG on the mandate for the budgetary trilogue to be held in July The first key for pilot projects and preparatory actions (PP-PAs) are: 2 April 2019: last possible committee meeting for IMCO to endorse Members proposals for PP-Pas (to be pre-assessed by the Commission). 8 April 2019 at 12h: deadline for tabling proposals for PP-PAs through BUDG for pre-assessment by the Commission. The IMCO secretariat will circulate information on how to submit PP-PAs once we receive that information from BUDG. N.B. The attribution of the budgetary procedure is without points on the basis of a rotation order. The attribution would normally go to the GREENS, who preferred to leave it to ALDE. I.4.1 Miscellaneous Common chargers Radio Equipment Directive (MDB) In December 2018, the Commission published an inception impact assessment to inform citizens and stakeholders about the Commission s plans for possible legislation to implement common charging solutions for mobile telephones and other compatible devices. The feedback period is now closed and the next step would be a public consultation and possible adoption of the legislative measure in late PV\ docx 7/16 PE v01-00

8 The impact assessment indicates that no decision has yet been made on whether the legal basis for regulatory action would be Article 3(3)(a) of the Radio Equipment Directive (2014/53/EU) or some other legal basis. By way of background, IMCO last discussed this issue of the common charger in March 2018 when it voted to table a question for oral answer under Rule 128 of Parliament s Rules of Procedure. The Conference of Presidents, however, did not place the question on the plenary agenda and the question lapsed. Decision: for information only. PE v /16 PV\ docx
