1 EUROPEAN PARLIAMT Delegation for relations with Canada D-CA_PV(2009)0210 MINUTES of the meeting of 10 February 2009, from to BRUSSELS The meeting opened at on Tuesday, 10 February 2009, with Seán Ó Neachtain (Chair) in the chair. 1. Adoption of the draft agenda (PE ) The draft agenda was adopted. 2. Adoption of the draft minutes of the meeting of 22 October 2008 (PE ) The draft minutes were adopted. 3. Communications by the Chairman The Chairman informed the Members on the First Northern Dimension Parliamentary Forum which would be held in the EP on 25 and 26 February in Brussels. The Northern Dimension as an important element of EU policy was first recognised at the Luxembourg European Council in December Over the years, enlargement of the Union has increased the presence of Northern and Baltic states in the EU, and substantially lengthened the common border of the EU and the Russian Federation. The Northern Dimension addresses the specific regional challenges of these regions and aims to strengthen dialogue and cooperation between the EU and its member states, the northern countries associated with the EU under the EEA (Norway and Iceland) and the Russian Federation. The Northern Dimension is implemented within the framework of the Partnership and Cooperation Agreement with Russia. The main theme of the Forum should be the development of the Northern Dimension Policy in the Baltic Sea region and in the Arctic region. The Forum aims at coordinating the policies of the parliamentary bodies within the Northern Dimension region. PV\ doc PE v01-00

2 The parliamentary assemblies invited to the Forum are representing all the national parliaments in the Northern Dimension Region, including Canada and the United States of America as well as the EU institutions and governmental bodies from the region. Members interested in taking part in this conference were welcomed to do so and were asked to inform the secretariat. More detailed information could be found in the files. Mr BRADBOURN and Ms SCHIERHUBER asked if their assistants were allowed to participate in the Forum. The Chair had no objections. 4. Report on the delegation visit to Canada (28 Oct. - 2 Nov. 2008) As the visit did not take place in the form of an Annual Interparliamentary Delegation visit the Chair informed members that the report could only be regarded as an unofficial document to be kept for the files. He regarded the visit as very successful and thanked the secretariat and the Canadian Mission for the good preparation. 5. Briefing by the European Commission on recent developments in Canada The Chair welcomed the desk officer of the Commission, M. Alex Loeber who informed the delegation on the following issues: - preparation of the EU-Canada Summit scheduled for 6 May, for which the two most important agenda items would be 1. Possible launch of negotiations on a deepened economic agreement, provided that negotiating mandates can be obtained by 6 May, which depends on the timely conclusion of the 'scoping exercise'. The conclusion of a trade agreement appeared to be more difficult than in the past as the provinces in Canada are more reluctant. 2. Signing of the Air Services Agreement The Air Safety Agreement has been translated into all EU languages but not yet signed. The Air Services Agreement foresees free cabotage which will enable all European and Canadian flight carriers to fly to destinations in Europe and Canada. - visit of Quebec's Premier Charest to Brussels and his meeting with President Barroso Mrs Van de Velde from the Directorate of Trade talked on the trade relations between Canada and the EU. On the political level Mr Loeber reported on the EU-Canadian cooperation in Afghanistan, Haiti and the election observations in Congo. 6. Any other business None. PE v /6 PV\ doc

3 7. Date and place of next meeting The Chair informed members that this was the last meeting before the elections. He thanked all those who contributed to the successful work of the delegation and underlined the fact that EU-Canada relations are characterized by a very strong partnership.
