1 European Parliament Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2017)0330_1 MINUTES Meeting of 30 March 2017, and BRUSSELS The meeting opened at 9.04 on Thursday, 30 March 2017, with Birgit Sippel presiding. 30 March 2017, Adoption of agenda The agenda was adopted with the following changes of the order of business: - Point 7 on the Agreement on Operational and Strategic Cooperation between the Kingdom of Denmark and Europol was to take place at 9.00 instead of Point 5 on the Protection of individuals with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data was to take place at 9.20 instead of Point 6 on the Agreement between the EU and the Kingdom of Norway on supplementary rules in relation to the instrument for financial support for external borders and visa, as part of the Internal Security Fund for the period 2014 to 2020 was to take place at 9.50 instead of Point 4 on the Mutual recognition of freezing and confiscation order was to take place at instead of Chair s announcements The Chair indicated that interpretation in Croatian, Latvian and Gaelic was not available the morning and Danish, Croatian and Gaelic was not available in the afternoon for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations for approval: PV\ docx PE v01-00 United in diversity

2 Appointment of Rapporteurs: - Mr GEL (EPP) has been designated rapporteur for the Annual Report on the Situation of Fundamental Rights (2016) - Ms POST (S&D) has been nominated Rapporteur on the own-initiative report on "Fundamental rights aspects in Roma integration in the EU: fighting anti-gypsyism" (2017/2038 (INI)) Appointment of Rapporteurs for opinion: - Mr BONI has been designated rapporteur for the Opinion on the proposal for a directive of the European Parliament and of the Council on copyright in the digital single market Delegated and implementing acts: The Chair informed that on 24 March 2017, Commissioner JOUROVÁ sent a letter to the Chairs of the ECON, LIBE and PANA committees following the EP resolution to object to Commission delegated regulation of 24 November 2016 supplementing Directive (EU) 2015/849 (4th anti-money laundering directive). The Commission adopted, on the same day, a new delegated act (C(2017)1951) on the revised list of high-risk countries. The delegated act removes Guyana from the July 2016 list and includes Ethiopia in that list. Parliament has 1 month in case it wants to object. LIBE and ECON have joint competence on this file and Rule 55 applies. The internal LIBE deadline for any member of LIBE to raise an objection, in the form of a draft motion for resolution, is set on 6 April 2017 at 12h00. ECON has set a similar deadline. In case a Member wants to object, a possible reasoned draft motion should be sent by to the Chair and LIBE secretariat before that deadline. 3.
