1 European Parliament Delegation for relations with the countries of the Andean Community DAND_PV(2016)1010 MINUTES of the meeting of 10 October 2016, Brussels The meeting opened at on 10 October 2016, with Luis de Grandes Pascual (Chair) in the chair. 1. Adoption of draft agenda (PE ) The draft agenda was adopted as shown in these minutes. 2. Approval of minutes of the meeting of 25 April 2016 (PE ) The minutes of the previous meeting were approved as they stood. The Chair left it open for members to inform the secretariat at a later date of any changes or clarifications. 3. Chair s announcements The Chair congratulated the Colombian people on the democratic and transparent running of the referendum on the Peace Agreements between the Government of Colombia and the FARC. Although the Colombian people had voted against the Agreements placed before them in the referendum, there was no doubt at all about their desire for peace. He considered it important therefore that negotiations involving all sides should continue as it was only in this way that peace could be achieved in Colombia. He reiterated the full and unconditional support for the Peace Process in Colombia of both the DAND delegation and Parliament, which he had represented in the plebiscite, and undertook to support too the continuance of the Trust Fund to support peace in Colombia. Next he said that owing to it being impossible to guarantee meetings with the Ecuadoran authorities at the highest level during DAND s visit to Ecuador, scheduled to take place on 2-4 November, and bearing in mind the problems in forming a delegation that would reflect Parliament s political plurality, this visit would be postponed to a date to be decided on later. Exchange of views on the situation following the elections in Peru and on implementation of the recommendations of the EU Election Observation Mission, with the members of the Peruvian Congress delegation Members held an exchange of views on the situation following the elections in Peru and on implementation of the recommendations of the EU Election Observation Mission (EOM) with a delegation of recently elected members of the Peruvian Congress. Mr Domenico Tuccinardi, Deputy Chief Observer, together with Mr Luis de Grandes Pascual and Mr Agustín Díaz de Mera, heads of Parliament s Observation Mission for the first and second rounds respectively of the presidential elections, congratulated Peru on holding democratic elections for the fourth consecutive time, highlighting the transparency, good organisation and exemplary development of the electoral process in both rounds of the elections. Nonetheless there were, in the opinion of the EU EOM, various factors that had hindered the electoral process, including the late enactment of amendments to the Ley de Organizaciones Políticas [Law on Political Organisations] by Congress and the lack of public funding for political parties, which was aggravated by there being no limits set to private funding of election campaigns. The recommendations made by the EOM included therefore the adoption of measures to strengthen political parties, so they could start to be once more a source of legislative proposals and regain the trust of the public. Likewise the EOM recommended reforming party funding in order to enhance oversight capacity, and encouraging more women and indigenous people to take part in politics. Furthermore, the EOM considered that the new electoral code should systematise rules for candidates and clarify the role of the special election juries, giving them a hierarchical structure. The Members of the Peruvian Congress warmly welcomed the recommendations made by the EU EOM, thanking them for the work done during the electoral process in Peru. The majority of the Members of the Peruvian Congress agreed that the electoral law reform, adopted after the start of the electoral process, had not been satisfactory and had on several occasions led to confusion and imprecise implementation. The new Congress had, therefore, already launched the debate on a new electoral law, which included the EOM s recommendations, so as to ensure that the next electoral process was equipped with clear rules from the start in order to guarantee equal opportunities for all candidates.
