Exchange of views on the implementation of the conflict minerals regulation (Regulation (EU) 2017/821) and on the oral question on accompanying measures Linda McAvan (DEVE Chair), Bernd Lange (INTA Chair) and Regulation (EU) 2017/821 former rapporteurs Iuliu Winkler (INTA) and Bogdan Brunon Wenta (DEVE) presented their views. Signe Ratso (DG TRADE), Leonard Mizzi (DG DEVCO) and Guus Houttuin (EEAS) made comments. Speakers: Heidi Hautala, Judith Sargentini, Helmut Scholz, Norbert Neuser, Jan Zahradil Guus Houttuin (EEAS), Leonard Mizzi (DG DEVCO) and Signe Ratso (DG TRADE) replied to questions raised. 2 2. Adoption of agenda DEVE_OJ (2018)0219_1 Speakers: Bogdan Brunon Wenta, Charles Goerens, Linda McAvan. The agenda was adopted as shown in these minutes. 3. Chair's announcements The Chair welcomed Donatella Pribaz, the new Head of Unit of the Secretariat of the Committee on Development. The Chair informed Members that the HR/VP Federica Mogherini and Ekaterina Zaharieva, Deputy Prime Minister and Minister of Foreign Affairs of Bulgaria, President-in-Office of the Council, had invited her to participate in the informal meeting of the Council of Ministers of Development of 20 February 2018 and that DEVE Vice-Chair Paavo Väyrynen would thus replace her in the Chair during her absence. The Chair informed Members about two forthcoming DEVE meetings: a joint DEVE/AGRI public hearing on The impact of the Common Agricultural Policy on developing countries on 27 February 2018, and an extraordinary DEVE meeting devoted to the strategic dialogue with Commissioner Mimica on 6 March The Chair announced that an agenda item in a forthcoming DEVE meeting will be dedicated to the issue of funding to NGOs and staff in the field being suspended for improper behaviour. 4. Approval of minutes of meetings of 4 December 2017 PV PE v01-00 The minutes were approved. 5. Adoption of Coordinators' decisions and recommendations DEVE/8/01663 Consideration and adoption of Coordinators' decisions of 24 January 2018 The decisions and recommendations were adopted (see Annex). 6. Announcements by the Commission DEVE/8/01664 Statement by the Commission Carsten Sorensen (DG DEVCO) made a statement on the Commission s position on the scandal surrounding the aid charity Oxfam. 3 7. Hearing Public Hearing on 'Education and training: using EU aid to support youth' The chair made a presentation. Panel I: Reaching SDG4: Global state of play and EU support to education Bogdan Brunon Wenta, moderator, made some introductory remarks. Anna D Addio (UNESCO) and Aida Liha Matejicek (DG DEVCO) made their presentations. Speakers: Vincent Peillon, Željana Zovko, Charles Goerens, Norbert Neuser, Linda McAvan, Bogdan Brunon Wenta. Anna D Addio and Aida Liha Matejicek replied to the questions raised. Panel II: Challenges to the promotion of education and skills in developing countries Vincent Peillon, moderator, made some introductory remarks. Alexandra Makaroff (UNICEF Office for relations with EU Institutions), Karin Wedig (German Society for International Cooperation) and Inès Djemmali (Plan International) made their statements. 22 2. Strategy for the DEVE Committee 2018 : Coordinators approved a Strategy for the DEVE Committee in 2018 drafted by the Chair. Administrator: Pribaz The following additional elements were mentioned: Implementation of SDGs: the key meeting of the High Level Political Forum in July 2019 would fall around the time committees are constituted in the new parliamentary term following the 2019 elections, so DEVE participation will not be easy. DEVE should use 2018 to prepare for this meeting Administrator: Meseth Humanitarian Aid: The Committee should respond to the Staff Working Document to be published by the Commission in May following the external evaluation of humanitarian aid, and the Committee should seek to obtain more specific details of how the Commission will implement the commitments made at the World Humanitarian Summit. Strategic Dialogue and scrutiny: Mid-Term Review DCI Coordinators approved a note on how to conduct the Strategic Dialogue between end of January and March in the framework of the mid-term review of the DCI. Court of Auditors Work programme 2019 DEVE will propose to the Conference of Committee Chairs Committees the following subjects for the Court of Auditors Work programme 2019: The effectiveness of development cooperation programmes in support to security and justice systems in Africa. The effectiveness of the fight against corruption in the context of development cooperation programmes, with particular focus on budget support A study will be requested on the subject of: Using development funds for de-risking private investment: how effective is it in delivering development results? DEVE Work Programme 2018 a) Appointment of DEVE moderators for the hearing on Negotiating change: the future of EU-ACP relations' Coordinators appointed Norbert Neuser as a moderator for the hearing. 24 c) Delegations for the second half of 2018 Coordinators decided to send missions in the second half of 2018 to the following places: UN High Level Political Forum on Sustainable Development in New York on July Bolivia, to monitor the implementation of EU development assistance Coordinators agreed to decide at a later date which of the following destinations would be selected for a further mission in the second half of 2018: Ethiopia, to examine particularly the sectors of water, food and nutrition security and the situation of refugees and displaced people Zimbabwe, to look at the effects of recent political changes and the unstable economic situation on the development of the country, including food security. French National Council for Development and International Solidarity Coordinators decided to propose Frank Engel as the DEVE Member to participate in the French National Council for Development and International Solidarity (CNDSI). Requests for items on the Committee Agenda requests from Members and political groups a) Proposal by DEVE Chair Linda McAvan for committee action on the upcoming negotiations for a new Partnership Agreement between the EU and the ACP Group of States (S&D group also requested action on this subject) Coordinators decided that DEVE would prepare Oral Questions to Council and Commission with a wind-up resolution on this subject to be tabled to plenary.
