1 ACP-EU JOINT PARLIAMENTARY ASSEMBLY Committee on Social Affairs and the Environment MINUTES of the meeting of Saturday 26 May 2012, Horsens (Denmark) The meeting opened at on Saturday 26 May 2012, with Edit Bauer (Vice Co-Chair) in the chair 1. Adoption of agenda (AP ) The agenda was adopted without modifications. 2. Approval of minutes of the meeting of 21 and 22 March 2012 (AP ) The minutes were approved. 3. Co-Chair's announcements The Co-Chair made a number of announcements which included information on the two workshops, 1) Democratic governance in development 2) Sustainable renewable energies Other announcements also included information on the opening of the 23 rd Session of the JPA and on the official reception. 4. The social and environmental impact of mining in ACP countries Co-rapporteurs: Job Ndugai (Tanzania) and Michèle Rivasi Consideration of amendments (AP /AA) Adoption of draft report (AP /A) Speaker: Horst Schnellhardt. Decision: The draft report, as amended, was adopted (18 in favour, 0 against, 3 abstentions). 5. Declaration on the reform of European fisheries policy and its impact on the ACP countries Consideration of amendments (AP /AA) Adoption of draft declaration (AP ) by Michèle Rivasi, Co-chair of the Committee on Social Affairs and the Environment Speakers: Mariya Nedelcheva, Catherine Bearder, Bauer. Jutta Haug and Edit The Committee proceeded to vote on the 19 amendments and the amended text of the Declaration, to be submitted to the JPA Bureau for further decision. Results of the vote: Amendments adopted: COMP1, 2, 3, COMP2, 7, 8, 9, 10, 11, 12, 14, 16, 17, 18, 19. Amendments rejected: 4, 6, 13. Amendments fallen : 1, 5, 15, paragraph 10 (original text) Decision: The draft declaration, as amended, was adopted unanimously. 3 Exchange of views on the basis of a working document (AP ) Manuel Jímenez (Dominican Republic) and Horst Schnellhardt presented their working document, underlining that access to energy is a requisite for development and emphasising the need to improve and decentralise energy distribution through clear national investment strategies. Members noted the need to improve access to energy for rural households in ACP countries with innovative solutions on cost and energy sources. The Committee emphasised that access to energy is crucial for the attainment of the Millennium Development Goals and that energy efficiency and security need to be adapted with new technological innovations. Decision regarding the title of the next report Speakers: Edit Bauer, Fiona Hall, Norbert Neuser, Olebile Gaborone (Botswana), Catherine Bearder, Abdourahamane Chegou (Niger), Mamy Rakotoarivelo (Madagascar) and Horst Schnellhardt. Decisions: a) the title of the next report will be "Human Resources for health in ACP Countries"; and b) the title of the report that will follow will be "The social and environmental impacts of Pastoralism in ACP Countries". 8. Urgent and topical subjects The meeting exchanged views on pastoralism in the ACP countries and the poaching of elephants. Speakers: Fiona Hall, Horst Schnellhardt, Bobo Hamatoukour (Cameroon), Abdourahamane Chegou (Niger), Catherine Bearder, Ajedoue Weidou (Tchad), Netty Baldeh (Gambia) and Catherine Metdepenningen (European Commission). Members noted that pastoralism is a huge resource which needs to be appropriately managed for its survival. Administrative procedures need to be put in place for the provision of medicines for animals and the marketing of animal products. Members highlighted the continuing decrease in elephants' population, globally, due to poaching. Poaching tends to be a low risk but highly profitable PV\908158EN.doc 3/5 AP

4 activity, which is driven by armed gangs that destabilise the livelihoods of affected communities. Members proposed that concerned Governments develop new interventions aimed at the fight against poaching of elephants. Decision: The Committee agreed unanimously to request the Bureau to authorise the drafting of a declaration on elephant poaching ahead of the 16th meeting of the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), to take place in March Any other business Mary Mwanjelwa (Tanzania) called for information sharing and joint research on the little known 'nodding disease', a mentally and physically disabling and fatal disease affecting children in certain areas in Tanzania, South Sudan, Uganda and Sierra Leone for which no causes are known, unlike the similar EU / China disease called narcolepsy and apparently linked to H1N1 virus, in order to find the appropriate interventions to mitigate the spread of the disease. Catherine Bearder informed the Members of the possibility for Non- Government Organisations (NGOs), to display their posters during the JPA Sessions. Speakers: Edit Bauer. 10.
