13 C. DECISIONS ON OTHER ISSUES C.0. Procedural and institutional issues linked to the texts of certain 1st reading agreements [EI & GA] The papers for the meeting included information on new wording on delegated acts and in particular the consultation of experts, agreed provisionally in the context of the Urutchev report (implementation of the Kyoto Protocol), and the Poc report (invasive alien species Regulation). The Coordinators: heard Mr Urutchev and Mr Poc, rapporteurs respectively on the reports on the technical implementation of the Kyoto Protocol and the invasive alien species Regulation; held an exchange of views; noted that the votes on the outcome of the trilogue negotiations on the abovementioned two reports were due to take place in the VI Committee meeting at 15:00 that day, on the basis of texts to be transmitted by the Council later that morning following approval in COREPER; agreed to maintain on the agenda of the VI Committee meeting of that day the votes on the outcome of the trilogue negotiations on the abovementioned two reports (items 11 and 13 of the draft Committee agenda of 19 March 2014); those votes being held pursuant to Rule 70(5) of the Parliament's Rules of Procedure; having regard to the institutional nature of this issue, instructed the Chairman to write to the President of the Parliament, the Chair of the Conference of Committee Chairs (Mrs Pack) and the JURI Committee (Mrs Regner), to inform them of the outcome of the negotiations on these reports, as regards the provisions on delegated acts. C.1. Overview of the activities of the VI Committee The papers for the meeting included an overview of the activities of the VI Committee (German and English language versions). VI standing rapporteur for TTIP [NK] The papers for the meeting included the letters of 18 February 2014 from Mr Groote to Mr Moreira, Chairman of the Committee on International Trade (INTA), and the letter of 25 February 2014 from Mr Moreira to Mr Groote. The Coordinators: held an exchange of views; instructed the Chairman to write to Mr Moreira, emphasising the need for two VI representatives on the TTIP Monitoring Group, and requesting that the composition and functions of the Group be reviewed at the beginning of the new parliamentary term. C.3. Resource efficiency flagship target [MF, JV] The papers for the meeting included a draft letter from the Chairman to Commission President Barroso, cc Commissioner Potočnik. 15 agreed on the principle that a workshop (to be financed from VI's expertise budget) be organised after the elections, with the arrangements (including the date) subject to confirmation by the newly constituted VI Committee. C.5. Budgetary procedure in the election year [ER] The papers for the meeting included A letter from the rapporteur Ms Eider Gardizábal to all committee chairs; A draft calendar for the 2015 budgetary procedure; A financial programming table; A technical update on financial programming; A draft report. The Coordinators: Decided that the appointment of a new VI budget standing rapporteur would take place in July, once the new VI Committee is constituted; Agreed to the following timetable as regards VI amendments to the 2015 budgetary procedure: - Presentation by the Commission (budget 2015): July Deadline for budgetary amendments: 24 July 2014, 16:00 - Vote in VI: 3 September Instructed the Chairman to write to the BUDG Rapporteur setting out VI's priorities in the 2015 budgetary procedure (the details of the letter to be finalised by written procedure after consulting the political groups). Request from the Greens/EFA Group: study on possible international agreement on marine biodiversity beyond national jurisdictions [EC] The Coordinators decided to request from Policy Department A, a study on a possible international agreement on marine biodiversity in areas beyond national jurisdiction (the detailed specifications to be finalised by written procedure). C.7. Request from the EPP Group - complementary study in view of the TTIP negotiations [NK] The Coordinators decide to request from Policy Department A, a complementary study on TTIP-related issues (the detailed specifications to be finalised by written procedure). C.8. Comitology (RPS) measure - food additives in meat preparations [IF] The papers for the meeting included a request from the Greens/EFA group regarding a recently transmitted final Comitology measure (under the regulatory procedure with scrutiny (RPS)) concerning food additives in meat preparations. The Coordinators: held an exchange of views; noted that the RPS measure in question had been transmitted by the Commission to the European Parliament on 14 March 2014, the final day for transmission of such measures prior to the election recess period applicable to final draft RPS measures and delegated acts; noted furthermore that the final draft measure contained substantial changes as against previous drafts and that these changes had been agreed in the Standing Committee on 10 March 2014, prior to transmission of the final draft measure; having regard to the politically sensitive nature of the draft measure, instructed the Chairman to write to Commissioner Borg setting out their concerns regarding the measure, and urging the Commission to withdraw the measure and re-submit it after the election recess period.
