Interpretation Interpretation was available in all languages except for Estonian and Latvian. Maltese was available for the meeting with National Parliaments on 19 April 2011 up to hrs. 2.2 Welcome to visitors: The chairman drew attention to a meeting with representatives from National Parliaments in the afternoon of 19 April 2011 and announced that the Committee would meet members of the Environment Committee of the German Bundestag on 23 May 2011, hrs. 3. 4 rapporteur of the S&D Group, made a procedural motion requesting that a separate vote be held on Amendment 214 (as an addition to Consolidated Amendment 4). Ms Renate Sommer, rapporteur, objected to that motion. The chair submitted the question to the committee for decision. The committee rejected Ms Willmott's request with 28 votes in favour, 34 against, without any abstentions. ollowing the rejection of Consolidated Amendment 6 and the subsequent adoption of Consolidated Amendment 7, Ms Sommer made a procedural motion saying that in these circumstances Amendment 291 should - contrary to the voting list - be considered as having fallen. Since Ms Willmott objected to that motion, the chairman submitted the question, whether a separate vote on Amendment 291 should be held or not, to the committee for decision. The committee decided with 30 votes in favour and 31 against, without any abstentions, that such a separate vote should not be held. C. DECISIONS ON OTHER ISSUES C.1. Structured dialogue implementation of the Commission Work Programme 2011, VI priorities for CWP 2012 The papers for the meeting include - a letter of 9 March 2011 from Mr Lehne - a draft dated 6 April 2011 with possible contributions, based on input from the political groups. As every year, the parliamentary committees are invited to make their contributions to the 'structured dialogue' exercise which is now taking place on the basis of the new ramework Agreement. Committees have been invited to i. submit their remarks on the implementation of the CWP for 2011 ii. identify a limited number of political or legislative priorities for 2012 iii. propose one item as a possible EP priority for 2012 Proposed action The coordinators examined the draft with the committee's priorities for the Structured Dialogue exercise and to approved it, with the following additions: call for a new Novel ood proposal call for a new Mercury Strategy call for legislative proposals tackling CO2 emissions from maritime transport and non-co2 emissions from aviation The amended draft shall be circulated for information before its being forwarded to the Conference of Committee Chairs. Delegation to Calabria - proposal to transform the request for an ad hoc delegation into an ordinary VI delegation Proposed action The coordinators decided that the request to send an ad hoc delegation to Calabria should be transformed into a request for an ordinary VI delegation (with the places to be allocated within the annual quota of the committee) and instructed the chairman to inform the Conference of Presidents of that decision. C.3. Delegation to EMA, London - final decision on composition Decision 1) The coordinators agreed that (i) 'local Members' and (ii) Members travelling at their own expenses should be authorised to join the VI delegation to the EMA, London, on June ) The chair was instructed to write to the President in order to reiterate the committee's request that additional Members should be allowed to travel (a) on the basis of the general committee quota and/or (b) on the basis of the Members' 'additional travel expenses allowance' pursuant to Article 22 of the Implementing Measures for the Members' Statute. C.4. irst reading agreements - practical implications of the decision of the Conference of Presidents of 10 March 2011 Decision The coordinators decided to maintain VI's current approach on the application of Rule 70 and to return to the matter when the Committee on Constitutional Affairs would have finalised its review of Rule 70. Correlation tables Decision ollowing an exchange of views, the coordinators agreed that all rapporteurs should be encouraged to defend Parliament's institutional position on the matter, that is to insist on the inclusion of mandatory correlation tables in negotiations on first and second reading agreements. C.5. Draft Voluntary Agreement to be concluded under the Ecodesign Directive The papers for the meeting included - a cover note and - a Voluntary Industry Agreement under Directive 2009/125/EC to improve the energy efficiency of Complex Set Top Boxes and the impact assessment thereof Decision The coordinators decided to invite the Commission (a) to present the draft voluntary agreement at a future committee meeting and (b) to submit the most recent version of the draft; decided to invite the Director-General of the responsible Commission DG to a future committee meeting in order to submit evidence as to the application of those provisions of the Ecodesign Directive which allow the conclusion of Voluntary Agreements; reserved their decision on the possible application of Rule 85(2) (preparation of a draft resolution). Oral Question on Chernobyl (Rule 115) The papers for the meeting include a draft Oral Question submitted by Mr Sonik as well as an amended version circulated by Ms Hassi Decision The coordinators invited Mr Sonik and Ms Hassi to submit a joint proposal for an Oral Question (Rule 115) and decided to put it on the agenda of the Committee meeting of 19 April for adoption, with a view to its inclusion on the agenda of the May part-session. C.7. Bluefin Tuna - ICCAT mandate for the establishment of the annual catch quota - invitation to Commissioner Damanaki - request from the S&D Group PV\ doc 13/49 PE v01

14 Proposed action The coordinators instructed the chairman to request a Legal Opinion from the Legal Service on the legal requirements governing the adoption of EU negotiation mandates under the ICCAT convention and decided to invite Commissioner Damanaki to the VI committee, in order to explain the process which led to the adoption of the catch quota for 2011 and to present the Commission's strategy with a view to setting a sustainable catch quota for C.8. Request by the EPP to organize a hearing on the own initiative report on the European disaster response Decision The coordinators decided that a workshop (to be financed from VI's expertise budget) on European Disaster Response be held outside a committee meeting. Rapporteurs from DEVE, REGI and AET should be involved. The detailed specifications shall be agreed in a follow-up written procedure. C.9. Request by the EPP to prepare an Oral Question with a resolution for plenary (Rule 115) on the "introduction of a comprehensive approach towards the reduction of climate-relevant gases emissions other than CO2" The papers for the meeting include a draft oral question from the EPP Group on the "Introduction of a comprehensive approach towards the reduction of climate-relevant gases emissions other than CO2". Decision The coordinators decided to include the draft Oral Question plus resolution (Rule 115) in the agenda of the next VI meeting for adoption. Request by ALDE to prepare an VI Oral Question in plenary (Rule 115) on environmentally harmful subsidies Decision The coordinators decided that the above Oral Question for debate in plenary (Rule 115) be submitted to the committee for adoption at its next meeting. C.11. Information of the EP about international negotiations - report by the Commission on the UNEP Mercury negotiation on a global legally binding instrument on mercury The papers for the meeting included - a cover letter of 21 March 2011 from Mr alkenberg and - a report by the Commission on the participation of the EU in the second session of the intergovernmental negotiating committee on a global legally binding instrument on mercury (INC-2, Chiba (Japan), January 2011) Decision The coordinators took note of the above report, submitted in accordance with Article 218(10) TEU and Annex III of the new ramework Agreement 1. The coordinators expressed the wish to be equally informed about other international negotiations (i) in the form of an overview rolling table and (ii) in the form of detailed reports where this is justified by the particular interest of the matter. The chairman was invited to write a letter in that sense to Mr alkenberg. C.12. Presentation on "how satellite observations can contribute to monitoring, verification and adaptation" Decision The coordinators agreed that a presentation on the possible contributions of satellite observations to MRV be given during a future VI meeting.
