12 C. DECISIONS ON OTHER ISSUES C.1. Nomination of experts for hearing on tobacco products [ER] Decision: The coordinators bearing in mind the "Guidelines for implementation of Article 5.3 of the WHO ramework Convention on Tobacco Control on the protection of public health policies with respect to tobacco control from commercial and other vested interests of the tobacco industry" 1 held an exchange of views agreed that 8 speakers should be invited in total decided to invite the following 5 speakers (in alphabetical order) o Ms lorence Berteletti Kemp o Mr David Hammond o Ms Jean King o Mr Brendan Nelson o Ms Martina PötschkeLanger agreed to take a final decision at their next meeting after having received further proposals from the political groups with a view to appointing the remaining 3 speakers." 1 see in particular Conclusion 20: "20. In setting and implementing public health policies with respect to tobacco control, any necessary interaction with the tobacco industry should be carried out by Parties in such a way as to avoid the creation of any perception of a real or potential partnership or cooperation resulting from or on account of such interaction. In the event the tobacco industry engages in any conduct that may create such a perception, Parties should act to prevent or correct this perception. Recommendations 2.1 Parties should interact with the tobacco industry only when and to the extent strictly necessary to enable them to effectively regulate the tobacco industry and tobacco products. 2.2 Where interactions with the tobacco industry are necessary, Parties should ensure that such interactions are conducted transparently. Whenever possible, interactions should be conducted in public, for example through public hearings, public notice of interactions, disclosure of records of such interactions to the public." 13 C.2. Application of Rule 50 The papers for the meeting included a note dated 26 October 2012 with statistics on application of Rule 50. The papers for the meeting also included recent correspondence on Rule 50 issues. Decision: The Coordinators took note of the high number of requests for the application of Rule 50 directed against VI; invited the VI rapporteurs for (a) CO2 emissions from cars and (b) CO2 emissions from vans to examine with the respective ITRE rapporteurs for opinion ways and means of cooperation between the two committees. C.3. Revision of Rule 70 [ZL] The papers for the meeting included the Guerrero Salom report (A70281/2012). Decision: The Coordinators took note of the fact that the Guerrero Salom report was provisionally scheduled for adoption during the November partsession; discussed the potential implications of the proposed revision of Rule 70 for VI's legislative work until the end of the parliamentary term; instructed the chairman to write to the President of the European Parliament (cc to Mr Lehne, Chair of the CCC) so as to draw attention to the potential implications of the proposed changes and to suggest that the implementation of the new framework be postponed until the beginning of the next parliamentary term. Request for a workshop on medical devices [NK] Decision: The coordinators agreed in principle to the organisation of a workshop on medical devices, on the understanding that detailed specifications would be decided upon in close cooperation with the rapporteur. Invitation to VI Members to take part in highlevel visit from Swiss Parliament, 22 November 2012, Strasburg [JV] The papers for the meeting included invitation from Chair of SINEEA, Mr Gallagher, to VI Members to meet with representatives of the Swiss Parliament in Strasburg, 22 November 2012 from 10:30 to 12:00 Decision: The Coordinators invited Mr Seeber and Ms McAvan to represent the committee on that occasion; proposed 'priority substances in the field of water policy' as a subject for an exchange of views with Swiss MPs.
