PETITIONS 4.1. Petition No 2343/2014 by Stefanie Goertzen (German) on the bad conditions that prevail when transporting horses within the EU Decision: The AGRI Committee will take note of the above-mentioned petition and its Chair will inform the Chair of the PETI Committee that it has done so 5. COMAGRI RESEARCH PROGRAMME FOR THE 1ST HALF OF 2016 Decision: The AGRI Committee has endorsed the research programme as laid out in Annex I (1 external in-depth analysis and 2 external studies) for the 1st half of AGRI MISSIONS 6.1. AGRI Mission to the Netherlands (Week 13) Decision: Political groups are invited to send names of Members wishing to participate in this Mission by 18 December 6.2. EPP proposal for an AGRI Mission to the Green Week in Berlin Decision: Coordinators will give serious consideration to the possibility of organising an AGRI visit to the annual "Green Week" in Berlin (second half of January), e.g. by including such a visit in the AGRI Committee's programme of missions for the first half of MISCELLANEOUS DECISIONS Decision: On the basis of a proposal from Michel Dantin, contacts will be made with the Commission and the Council with a view to engaging an inter-institutional reflexion on the complexity and necessary simplification of the implementation of the second pillar of the CAP Decision: On the basis of a proposal from Michel Dantin, the Secretariat has been tasked with arranging a meeting with Political Advisors to discuss concrete ideas to give a more political dimension to the Committee's internal mechanisms for the scrutiny of Delegated Acts by appointing specific Members (rapporteurs) to follow this process. Decision: A letter will be sent by the Chair of the AGRI Committee to the Chair of the IMCO Committee to complain about the unilateral rescheduling of the IMCO report on Unfair Trading Practices (UTPs) in the food supply chain in violation of the associated status of the AGRI Committee under Rule 54. 7 Decision: At the invitation of the ALDE group (Jan Huitema), other political groups support (with their respective Secretaries General and Presidents) the inclusion on the agenda of the next plenary of the AGRI/JURI oral question on Plant Breeders' Rights as well as a possible resolution. Decision: As a matter of principle, AGRI Coordinators will not normally accommodate requests from rapporteurs to discuss the substance of specific files during Coordinators meetings, keeping in mind that the normal fora for such discussions are informal meetings of the rapporteur with shadow rapporteurs and full committee meetings **** ANNEX 1 COMAGRI RESEARCH PROGRAMME FOR THE 1ST HALF OF 2016 The three topics endorsed by the AGRI Committee for research to be carried out in the first half of the 2016 under the responsibility of Policy Department B are the following: a) The consequences of climate change policies for EU agriculture. Follow -up to the COP21 - UN Paris Climate Change Conference (external in-depth analysis). A number of public policies aimed at tackling the effects of climate change have been developed over the past few years, as climate change has been identified as one of the main challenges for humanity. Until recently, agriculture has been relatively little affected by such policies, compared to other sectors. However, it is widely recognised that this sector could be more impacted by climate change policies in coming years. For instance, at EU level a new Effort Sharing Decision will be put forward by the Commission in the coming months. In addition, the COP 21 conference in Paris will probably bring new developments concerning agriculture. b) The EU beef sector: challenges and opportunities (external study) The EU beef sector (meat and milk) has been faced with a number of challenges (international trade agreements, end of milk quotas, rising input costs, falling prices, Russian embargo, animal diseases, climate change, WHO report on the health impact of meat consumption, etc.). The September 2015 crisis and the aid package adopted by the Commission are an illustration of the difficulties experienced by the sector. In this context, it is important to analyse the situation and identify how to better support the sector. c) Productivity vs sustainability: towards better support for viable and sustainable EU farms (external study) One of the main challenges for EU agriculture it to ensure food security in a context where, for example, resources are becoming increasingly scarce. In addition, unlike in past decades, the productivity of EU agriculture has been rather stagnating. The aim of this research would be to give an overview of the issues at stake for EU agriculture PV\ doc 7/12 PE v01-00
