1 European Parliament Committee on Fisheries PECH_PV(2017)0125_1 MINUTES Meeting of 25 January 2017, , and 26 January 2017, BRUSSELS Constituent meeting Opening of the meeting with the provisional Chair The meeting opened at on Wednesday, 25 January 2017, with the outgoing Chair, Alain Cadec presiding as provisional Chair. 1. Election of the Chair The provisional Chair welcomed the Members, recalled the purpose of the meeting, i.e. to elect the Chair and four Vice-Chairs, recalled the order of the election and noted the Substitute Members taking part in the vote (Mr Millan Mon replacing Ms Matera; Mr Blanco Lopez replacing Ms Aguilera Garcia; Ms Senra Rodriguez replacing Mr Ferreira). The provisional Chair invited Ms Linnéa Engström, outgoing 1st Vice-Chair, to oversee the election of the new Chair. After verification of the quorum needed to validly vote, she called for nominations for the election of the Chair. The EPP Group coordinator proposed Mr Alain Cadec as candidate for the post of Chair and the candidate consented to his nomination. It was duly noted that the candidate is a full Member of the Committee and had completed the declaration of financial interests. In the absence of any other candidate, Mr Alain Cadec was elected by acclamation Chair of the Committee on Fisheries, in accordance with Rule 204 (2). Under the newly elected Chair 2. Election of the 1st Vice-Chair The Chair called for nominations for the post of 1st Vice-Chair. The Greens/EFA Group nominated Ms Linnéa Engström candidate for the post. The EPP Group nominated Mr Jarosław Wałęsa candidate for the post. All legal requirements being fulfilled, and in the absence of any other candidate, Mr Jarosław Wałęsa was elected by acclamation 2nd Vice- Chair of the Committee on Fisheries. 4. Election of the 3rd Vice-Chair The Chair called for nominations for the post of 3rd Vice-Chair. The EPP Group nominated Mr Werner Kuhn candidate for the post. All legal requirements being fulfilled, and in the absence of any other candidate, Mr Werner Kuhn was elected by acclamation 3rd Vice-Chair of the Committee on Fisheries. 5. Election of the 4th Vice-Chair The Chair called for nominations for the post of 4th Vice-Chair. The S&D Group nominated Ms Renata Briano candidate for the post. All legal requirements being fulfilled, and in the absence of any other candidate, Mr Renata Briano was elected by acclamation 4th Vice-Chair of the Committee on Fisheries. The election of the PECH Committee Bureau completed, the Chair adjourned the meeting to 15:30. Delegated and implementing acts 4.1 Delegated acts under scrutiny The Coordinators took note that no new delegated act was received; they took note of the amendment providing for a derogation for coastal fishing for cod, proposed to the Regulation on the 2017 TACs and quotas in the Baltic Sea (2016/1903). Decision: The Coordinators mandated the Chair to address a firm letter to Commissioner Vella to express the Committee s disagreement with this procedure. 4.2 Implementing acts under preparation The Coordinators took note of the implementing acts under preparation Implementing Act on the EU Fishing Fleet Register Decision: The Coordinators took note of the reply letter from Commissioner Vella and decided to address to the Commission further questions for clarification. 5. Hearings 5.1. "Information on the state and development of the biomass of fish stocks managed by the CFP" on 27 February 2017, from to Decision: The Coordinators approved the final hearing programme. 6. Missions/Delegations Allocation of quotas for missions Decision: This item was postponed to the next meeting Mission to Vigo (20-22 February 2017) Decision: The draft programme of the mission was approved. The list of participants will be updated Missions for the 2nd half of 2017 Decision: The political groups are invited to send to the Secretariat by 10 February any new proposal for missions for the second half of 2017, in view of taking a final decision at the next Coordinators meeting. 14 7. Any other business 7.1. Ministerial Conference on Mediterranean Fisheries, Malta, March 2017 Decision: The Coordinators took note of the invitation letter by Commissioner Vella for this event. The Chair will appoint a Vice Chair in case he will not be able to attend Petition No 0741/2016 by Virginijus Kirsnickas (Lithuanian) on behalf of the Lithuanian Alternative Aquaculture Association on alleged corruption in the management of the European fisheries fund in Lithuania. Decision: No action Motions for Resolutions pursuant to Rule 133: The swordfish fisheries in the Mediterranean Sea (B8-1399/2016) A draft resolution was proposed by a group of S&D Members of the PECH Committee, calling on the Commission to use 2015 as the reference for swordfish catches in the distribution of TACs and quotas, to establish fair criteria that take into account the socio-economic aspects of the traditional swordfish fishery in the Mediterranean and to establish a period of closure of the fleet for surface longliners. Decision: The Coordinators decided to hold an exchange of views on this subject matter during the next Committee meeting Food of salmon from organic farming (B8-1397/2016) Decision: No action Priority areas for the 2018 ECA Work Programme On 14 February 2017, the CCC will meet with Mr LEHNE, President of the Court of Auditors and former MEP. The Committees are invited to suggest any priorities that could be included in the work program of the Court for Decision: The political groups are invited to send to the Secretariat any suggestion Information on the Ruling by the European Court of Justice of 21 December 2016 in the case C-104/16 P (Agreement between the EU and Morocco) Decision: The Coordinators took note of the note prepared by the Legal Service and decided to hold an exchange of views in the Committee, either in February or March TAC 2017 Baltic Sea - follow-up to Commission reply The reply from Commissioner Vella to the questions on scientific opinions for the Baltic Sea 2017 TAC decisions was circulated to coordinators on 5 January.
