HEARINGS AND MISSIONS 4.1. Missions for the 2nd half of 2017 The AGRI programme for the 2nd half of 2017 will include a mission to Croatia during the "green week" of September (18 to 22/9) The whole remaining quota (normally 11 seats) will be used for this mission 4.2. Hearings for the 2nd half of 2017 The AGRI programme for the 2nd half of 2017 will include the following hearings: - A comparative analysis of global agricultural policies. Lessons for Europe? (3 experts reimbursed) - Implementation of young farmers policies after the 2013 CAP reform (2 experts reimbursed) - Genetic diversity, conservation and crops wild relatives (2 experts reimbursed) In addition, the AGRI Committee will order a study on Urban agriculture and approach the VI and ITRE Committees with a view to organising a joint hearing on the EU Forest Strategy. 8 5. MISCELLANEOUS DECISIONS 5.1. INI reports The AGRI Committee will submit to the CCC requests for authorisation of INI reports on the following topics: - Prospects and challenges for the EU apiculture sector - Current situation and future prospects for the sheep and goat sectors in the EU - Proteins - Where is the protein plan for Europe? 5.2. BREXIT Consultations will continue between political groups concerning the allocation of these three reports and on possible other reports to be undertaken at a later stage (once quota slots become available) The informal AGRI contribution to the EP resolution on Brexit, as laid out in Annex I, will be submitted to the Chair of the CCC by the AGRI Chair 5.3. Invitation to Czech Republic and Slovenian Ministers on the issue of Unfair Trading Practices An invitation will be extended by the AGRI Chair to the Czech and Slovenian Ministers for Agriculture to appear before the AGRI Committee to present their non paper on Better functioning of the food supply chain: addressing unfair trading practices (UTPs) and improving the position of farmers 5.4. AGRI Oral Question on imports of rotten beef from Brazil Decision In view of the recent scandal concerning fraudulous imports of (rotten) beef from Brazil, a draft Oral Question (OQ) will be prepared by political groups (on the basis of a proposal to be provided by ECR), approved by Coordinators, and tabled for the next plenary session PE v /18 PV\ docx

9 Annex I AGRI informal contribution to an EP resolution on Brexit Insists that UK withdrawal from the EU should not compromise the EU-27 s ability to conduct an efficient Common Agricultural Policy in line with fundamental Treaty objectives; underlines that, for this purpose, the CAP needs to continue to benefit from appropriate levels of financing both under the current MFF and under the next one, irrespective of when the UK withdrawal will become effective; Recalls that work has already started, in the Commission, in the Council and in the Parliament, with a view to designing the CAP applicable after 2020; insists that UK withdrawal should not unduly delay this process nor serve as an excuse for less ambition by the EU-27 in finding convincing solutions to the numerous challenges of European agriculture; expects also that, in its consultations on the future of the CAP, the Commission will be able to differentiate between responses originating in the UK and in the EU 27; Stresses the need to organise a clean and orderly discontinuation of CAP in the UK, particularly in the fields direct payments, common market organisation and rural development; draws attention to the special difficulty of managing the termination of cofinanced, multi-annual rural development projects such as those under LEADER, and insists, in the interest of not wasting public money already invested in infrastructure or rural communities, on the due completion of those projects; calls for all accounts to be properly settled and outstanding debts recovered without excessive delays; Points out that the UK withdrawal from the EU single market might affect prices and quantities available on markets, especially in the dairy and sheep and goat sectors; insists therefore that crisis management tools (supporting prices or capping quantities) remain available for farmers of the EU-27; Insists, in general, that all efforts should be made to ensure that the UK withdrawal does not create any undue disruption in the continued proper implementation of all CAP mechanisms in the EU-27; Draws attention to the issues raised by UK withdrawal with respect to the application of the EU policy concerning quality schemes; suggests that arrangements between the EU-27 and the UK should ensure that geographical indications and designations of origin continue to receive appropriate protection on both sides; Underscores that the current uncertainties about the nature, content and modalities of the future EU-27 - UK trade relationship are particularly concerning with respect to trade in agricultural and agri-food products where the average level of protection under the Common Customs Tariff (and presumably under the new British tariff) is much higher than in other sectors; notes the current EU-27 - UK trade imbalance for food, with the UK as a net importer; invites therefore the EU-27 negotiators to negotiate a comprehensive and beneficial Free Trade Agreement with the UK which maintain current export opportunities for EU-27 exporters and avoid any excessive disruptions in this very important bilateral trade; PV\ docx 9/18 PE v02-00

10 Expresses serious concerns with respect to the risk of non-tariff obstacles to EU-27 - UK trade in agricultural and agri-food products resulting from the UK s non-participation in the EU single market and the possibility for it to diverge from sanitary, phytosanitary, food safety, animal welfare and environmental standards hitherto applicable on both sides, for example GMO and pesticide legislation; invites therefore the EU-27 negotiators to prevent such divergences and to ensure that both UK exporters to the EU-27 and EU-27 exporters to the UK will continue to abide by production standards guaranteeing high quality and good public and environmental health; Expresses concerns also with respect to the necessary application of rules of origin and customs controls resulting from the changing nature of the relationship between the EU-27 and the UK, from a customs union to a free trade area; invites therefore the EU-27 negotiators, while making sure that the UK will not become a platform for circumventing the EU protection applicable to third country products, to minimise, through close customs cooperation and state of the art risk assessment techniques, the administrative burden for trade operators on both sides arising from this new situation; Draws attention to the specific issues connected to the management of the Irish land border and the vital importance of designing arrangements which are satisfactory for both sides; considers that if there were to be a return to border controls then that would pose a serious threat to the agri-food sector in both the Republic of Ireland and Northern Ireland given the high level of integration of the industry and the existence of cross-border land holdings; stresses also the importance of the Common Travel Area (CTA) between the UK and the Republic of Ireland, which predates their accession to the EU and should be retained in light of close historical ties; Invites the Commission to carefully assess the implications of the UK withdrawal on the EU- 27 trade relations with the rest of the world both in the framework of the WTO and in the framework of bilateral and regional agreements; suspects that recalculation or modification of elements within existing trade agreements may be necessary for their continued good functioning; draws attention to the particular problems raised by the application to an EU internal market excluding the UK of Tariff Rate Quotas for sensitive agricultural products initially intended to apply to an EU internal market including the UK; reminds also of the possible need to modify EU offers in ongoing trade negotiations; Underlines the need to closely monitor the development of a new UK national agricultural policy to replace the CAP to ensure it remain compatible with the WTO Agreement on Agriculture and do not create unfair competition for EU-27 agricultural producers. *** PE v /18 PV\ docx
