1 European Parliament Committee on Economic and Monetary Affairs ECON_PV(2018)0319_1 MINUTES Meeting of 19 March 2018, , and 20 March 2018, and BRUSSELS The meeting opened at 15:06 with Luděk Niedermayer. Fourth Vice-Chair, presiding. 1. Adoption of agenda Decision: The draft agenda was adopted in the form shown in these minutes. 2. Chair s announcements The Chair made the following announcements: Summary of recommendations and decisions of the Coordinators meeting of 26/27 February Follow-up to the Exchange of Views in ECON with the candidate for the position of ECB Vice-President: Following an exchange of views on the hearing with the candidate on 26 February, it was agreed to table an oral amendment before the committee vote on 27 February on the following issues: selection process, timing, gender diversity, independence of the candidates. It was also agreed that the Chair would send a letter to the President of the Eurogroup and the President of the European Council on the above-mentioned issues. 2. Scrutiny of delegated acts and other implementing measures: The following topics for the scrutiny slots were agreed: March: CRR/CRD May: Solvency II June: Benchmarks September: STS As regards IFRS 17, it was decided to invite EFRAG to a meeting of the IFRS permanent team in order to discuss the background to the planned resolution, which would be drafted with a view to being tabled to the September plenary. 4. Economic governance: Statistical dialogue: It was agreed to invite the newly-appointed DG of Eurostat to a meeting with ECON Members. EMU package: Coordinators discussed the process regarding future nominations for the 4 files. Meeting with VP Dombrovskis and Commissioner Moscovici on EMU package: This meeting is now scheduled in ECON on 27 March from to IMF Executive Directors: an in camera Open Coordinators meeting with 11 IMF Executive Directors will take place on 6 March from to (has taken place in the meantime). Art. 13 Conference: Following the issue of the overlapping of the mission to China with the Article 13 Conference in September, the Chair indicated that groups will have to plan for both missions taking place simultaneously. 5. Chair s announcements: ECON will not draft an opinion on charging of heavy goods vehicles for the use of certain infrastructures. 3. Report on ongoing interinstitutional negotiations: First trilogue on the Cash Control Regulation (Rule 55: ECON/LIBE) The first trilogue took place on 6 March. At this meeting, the three institutions explained their positions on the major issues that are addressed at political level, notably: - Penalties PE v /10 PV\ docx

3 - Pre-paid cards - Flow of information between Customs and FIUs and Between FIUs themselves - Risk based analysis vs spontaneous controls - Temporary retention period - Personal date retention period and remedy It was decided to give a mandate to staff to work at technical level on the other issues and to bring back the outcome of their discussions, to be validated at political level, at the next trilogue which will take place on 28 March. 4.
