3 VIEWPOINT In the January 25, 2017 New Horizons Newsletter, there was a misleading article published. The Board of Directors have not been locked out of the Board room. All Board Members have a key to the Board Room. This is so they can use the computer, copy machine and check the inboxes regularly for important New Horizons information. Also noted in this article, indicated that the Board is not being transparent. Board meetings are defined by the Davis-Stirling Act as a gathering of a majority of directors at the same time and place to "hear, discuss, or deliberate upon any item of business that is within the authority of the board." The meeting agendas are put together based on all Board of Directors input at the E&R Meeting which takes place the first Tuesday of every month. If a resident attends committee meetings, Workshop, and/or Board meetings on a regular basis there would be more communication between residents and Board Directors. We all have an equal stake and interest in our association. With great friends, a golf course, 2 swimming pools, gym, etc, we love living here. Negative and false articles that pertain to New Horizons hurt us all. Come to meetings and voice your issues. Requests do get done, like extra signs, concerns about the trash, etc. All of us work hard. We volunteer with the best interest of New Horizons. I know that you are aware that I meant a key to the office. It is sad to call on a member of the Executive Committee to unlock the office when something is needed. In our case, it was a key to a closet. I gladly agree that residents should attend meetings and participate on committees. Thank you, Cita Young February FISCAL WORRIES CONTINUED In November, the Board wrote to you, the Associations reserves, which are used to repair, replace, restore and maintain the property are estimated to be only 39% funded. It s obvious that there is a serious shortfall that needs to be rectified. This is not chump change here. It easily amounts to hundreds of thousands of dollars. This happened because no independent reserve study was conducted since 2003, even though our rules require one every three years. And because for thirteen years we got too comfortable. Then the pipes, the sewers, the roofs, the fences, the walls, etc., all showed their age. Reserves could no longer be ignored. (Our auditors had no responsibility to fix this: that is beyond the scope of the engagement for which they were hired.) So, bottom line, once the analysis was submitted by the Reserve Study firm, the Budget Committee was required to comply and to add around $400,000 to the budget this year and for each of many years to come. This is ON TOP of the regular expenses we are used to. Where is this money going to come from? $348 will come from each of you -- that is the additional amount you are being assessed this year compared to The rest is from underfunding the insurance account -- by around $140,000, if my calculations are correct. Brace yourselves. We are going to be playing catch up. And it won t be cheap.
