Bubba Abernathy Commissioner, Precinct No. 2 Gary Nelson Commissioner, Precinct No. 3 A. R. Rusty Senac Commissioner, Precinct No. 4 Heather H. Hawthorne County Clerk and the following member absent, to-wit: Jimmy Sylvia County Judge met in a CALLED MEETING at which time the following items were discussed, considered, passed or adopted, to-wit: --- Judge Pro Tem Huddleston according to law at 9: 30 a.m., opened Court. --- Rev. Landry offered prayer and then Judge Pro Tem Huddleston led those attending Court today in the Pledge of Allegiance to the American flag and to the Texas flag.

2 Agenda item Citizens comments were made by Greg Angel regarding possible industrial waste by HPP in sand pit; Scott Blanchard, representative of APAC-Texas, Inc. regarding bids for Ranches of Turtle Bayou road; Judge Pro Tem Huddleston regarding Road & Bridge employee, Charlie Odom to keep him in their prayers; and other comments will be made when the Agenda items are brought before the Court for consideration. Judge Pro Tem Huddleston skipped down to Agenda item 1.5 regarding a presentation of Hart Netbooks and Absentee Ballot software by Ken Tretheway of Hart Graphics Motion by Nelson and seconded by Abernathy to authorize the purchase of the Hart Netbooks and to table the Absentee Ballot software. Subsidiary motion made to rescind and table until next Court in order to find all funds necessary for purchase. Receive into the Record continuing education certificate issued to Commissioner Nelson from County Judges & Commissioners; and continuing education certificate issued to Sheri L. Hemphill from V. G. Young Institute of County Government for County and District Clerks. -

3 Motion made by Senac and seconded by Abernathy and Nelson to approve the Minutes of Regular Meeting of February 12, 2013 and Called Meeting of February 26, Motion made by Nelson and seconded by Abernathy to approve the Official Bond and Oath of Ryan Holzaepfel Motion made by Nelson and seconded by Senac to renew the 312 Tax Abatement guidelines Presentation and update on United Way work to establish an ongoing presence in Chambers County by David Mohlman, Executive Director At this time, Judge Pro Tem Huddleston skipped down to Agenda item 16.1 regarding a donation from Shane Detwiler Foundation

4 Motion made and seconded by all members of Court to accept the donation of $12, from the Shane Detwiler Foundation for a K-9 patrol/narcotics dog with training Judge Pro Tem Huddleston skipped down to Agenda item 17.1 regarding payroll changes Motion made by Nelson and seconded by Abernathy to approve the reclassification of Angie Broussard from part time library technician to relief clerk for various offices; employment of Albert Dwayne Wright and Jay Lynn Hammes (SO); reclassification of Robby Bridwell (SO); open part time position for County Auditor s office; part time employment of Robert Carter Dunn (DClk); and part time custodial employment of Patrick Hulsey and Reyna Gonzales (Maint/Judge). Subsidiary motion made that the payroll request for Albert Dwayne Wright is contingent upon the Auditor s review of the budget amount for CID. -- Court recessed at 10:42 a.m. in order to change the CD recorder and reconvened at 10:57 a.m. into Open Session. --

5 At this time, Judge Pro Tem Huddleston returned to the Agenda item under Airport Motion made by Nelson and seconded by Abernathy to appoint members to the Airport Advisory Board Judge Pro Tem Huddleston returned back to the Agenda item under Safety and Emergency Management at this time. Citizen comments were made David Thruston, Jeff Steadham and Andy Maloy regarding the request from the City of Old River-Winfree to use the Mont Belvieu Emergency Fire Department for fire and EMS services within the City of Old River-Winfree Motion made by Nelson and seconded by Senac to table the request of the City of Old River-Winfree to use the Mont Belvieu Emergency Fire Department for fire and EMS services within the City of Old River-Winfree

6 At this time, Judge Pro Tem Huddleston returned to Agenda item 1.4 regarding County and District Clerk s court data on the internet Motion made by Abernathy and seconded by Senac to enter into a Contract with idocket.com, LLC to provide internet access to provide service to the public of the County and District Clerk s court docket data at no cost to the County Motion made by Senac and seconded by Abernathy to adopt a Resolution authorizing Jefferson County to seek funding to restore the dunes in Chambers County Agenda item Consideration of Johnson Controls to conduct at no cost to County a preliminary review of county facilities to determine potential efficiency measures and costs savings - tabled until next Court Motion made by Senac and seconded by Nelson to approve the claim docket beginning with check and ending with check

8 Agenda item Consideration of current and future billings on the Oak Island Volunteer Fire Department - tabled Motion made by Senac and seconded Abernathy to amend the utility construction permit issued to HSC Pipeline Partners for crossing East Needlepoint Road Motion made by Senac and seconded by Abernathy to table allowing DCP Sand Hills Pipeline to access their pipeline construction by crossing county tracts of land adjacent to Hatcherville Road and the Enterprise ditch in order to allow Bobby Hall and Commissioner Nelson to discuss and negotiate the matter Motion made by Nelson and seconded by Abernathy to accept and record the final plat of Sellers Station, Section 1, Phase 1 Subdivision. 9 Motion made by Nelson and seconded by Abernathy to vacate the plat of Pine Oak Village Section 2, Block 1 Subdivision, contingent upon not having to have a Public Hearing Motion made by Nelson and seconded by Abernathy to grant a utility permit to SAFE Chemicals to install water lines crossing Kilgore Parkway, Segment 2A, east of SH Motion made by Abernathy and seconded by Nelson to deny the request for a variance regarding additional driveway for Kirk Austin s duplex in Winnie and to amend the driveway policy pertaining to duplexes Motion made by Nelson and seconded by Abernathy to take in right-of-way on W. Elm in Winnie as a secondary road. ---
