1 Page 1 of 5 Official Proceedings County of Codington, Watertown, South Dakota Codington County Courthouse October 8, 2013 The Codington County Commissioners met in regular session at 9:00 a.m., Tuesday, October 8 th, 2013, at the Codington County Courthouse. Commission members present were: George Heller, Tyler McElhany, Myron Johnson, Elmer Brinkman, and Brenda Hanten; Chairman Brinkman presiding. AGENDA APPROVED Motion by McElhany, second by Hanten, to approve the agenda, all present voted aye; motion carried. MINUTES APPROVED Motion by Hanten, second by McElhany, to approve the minutes of October 1 st, 2013; all present voted aye; motion carried. MONTHLY REPORTS Auditor, Cindy Brugman, reported on tax levy preparation and a mass mailing to inactive voters. Director of Equalization, Shawna Constant, reported the Appraisal staff is finishing up in the reappraisal area; the Office staff are working on flooded farmland applications, tax exempt applications, and entering sales data for submission to the Dept. of Revenue. HYVEE FOOD STORE HOLIDAY SHOWCASE Kim Nichols, representing the local HyVee Foods Store, met with the Board to request authorization to sample wine and spirits at Hy-Vee s Holiday Showcase to be held at the Codington County Extension Center Complex on November 7, Motion by Johnson, second by Hanten, to approve the request as presented by Ms. Nichols; all present vote aye; motion carried. HIGHWAY DEPT. TRUCK Motion by Johnson, second by Hanten, to authorize the purchase of a 2002 Ford F450 Super Duty XL, from SD Federal Surplus in the amount of $15,500.00, to replace a 1987 Dodge service truck as budgeted and requested by Highway Supt., Rick Small, all present voted aye; motion carried. COMMISSIONER EXCUSED Commissioner McElhany was excused at 9:08. AUDITORS ACCOUNT W/ TREASURER AND REGISTER OF DEEDS FEES Motion by Johnson, second by Heller, to approve the Auditor s Account of the cash and cash items in the hands of the County Treasurer as of the last day of September, 2013, all present voted aye; motion carried. SURPLUS RADIO EQUIPMENT Motion by Hanten, second by Heller, to declare the following Emergency Management fixed assets surplus, to be sent to Pierre as part of a radio collection project conducted by the SD Public Safety Communications Council. The purpose of this program is to inventory radios that are assigned to the state digital network and remove those that are no longer in working order or no longer being used to access the state digital network but are taking up identification space on the system. Upon vote of the Board; all present voted aye; motion carried: GEN01371, EF Johnson portable radio s/n 13153; GEN01374, EF Johnson portable radio s/n 14044; and GEN01375, EF Johnson portable radio s/n COURTHOUSE STORAGE SHED Motion by Hanten, second by Johnson, to approve the purchase of a 10x12 storage building, in the amount of $2,365.00, for use at the Courthouse, as budgeted and requested by Facilities Manager, Milo Ford; all present voted aye; motion carried. COUNTY ROAD 20-3 RIGHT OF WAY DOCUMENTS Motion by Johnson, second by Hanten, to authorize the Chairman to sign a temporary easement agreement with Todd & Connie Fuerstenau in the amount of $177.82; for 1.1 acres of land for the County Road 20-3 project; all present voted aye; motion carried. Motion by Johnson, second by Heller, to authorize the Chairman to sign a temporary easement agreement with Karl Kuhlman in the amount of $161.65; for 1 acre of land for the County Road 20-3 project; all present voted aye; motion carried. Motion by Hanten, second by Heller, to authorize the Chairman to sign a temporary easement agreement with Donald & Lyndren Kuhlman in the amount of $226.31; for 1.4 acres of land for the County Road 20-3 project; all present voted aye; motion carried. FEES NOT COVERED BY STATUTE Motion by Hanten, second by Johnson, to approve the following change in fees as submitted by the Sheriff s Office:.25 per page for documents ed to the Sheriff s Office $65.00 per day inmate cost with $25.00 paid by the inmate and $40.00 paid by the contracting County. HOLIDAY CLOSING The Board noted the Courthouse and all County Offices will be closed on Monday, October 14th, 2013, in observance of Native Americans Day. TRAVEL REQUESTS Motion by Johnson, second by Hanten, to approve the following travel request; all present voted aye; motion carried: Facility Manager, Safety Conference, in Mitchell.

5 Page 5 of 5 PERSONNEL CHANGES Motion by Hanten, second by Heller, to approve the following personnel change; all present voted aye; motion carried: Director of Equalization Clerk, Barb Martenson; anniversary step increase from step 6/$16.07 per hour to step 7/$16.58 per hour; effective date 10/15/2013; submitted and approved by Director of Equalization, Shawna Constant. BUILDING STUDY Discussion was held regarding available property south of the airport, currently owned by the City, for the County s proposed building project. ADJOURNMENT There being no further business to come before the Board a motion was made by Hanten, second by Johnson, to adjourn at 9:29 a.m., until 9:00 a.m., Tuesday, October 15 th, 2013; all present voted aye; motion carried.
