2 STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 9:30 a.m., January 16, 2019 in the County Commission Meeting room. The meeting was called to order by President Dave Price who invited those present to join in the Pledge of Allegiance. Commissioner Price then declared the following Commissioners present: Don Smith, Dave Price and Samantha Stone. Also, present was Kathy Mace, Administrator. The following persons registered their attendance during the meeting: Theresa Marthey Preston County News & Journal Martha Elliott-Assessor s Office Deanna Lively Kathy Plum The Dominion Post Crystal Bolyard Commissioner Stone moved to authorize payment of all properly presented and approved invoices. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. Commissioner Smith moved to approve the Preston County Tax Correction List dated January 16, 2019 in the amount of $ as presented and explained by Martha Elliott, from the Assessor s office. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. There were no Notice of Apportionments, Consolidation of Land or County Court Splits. Recognition of Scheduled Appointments None at this time

3 Approval of Minutes January 2, 2019 Commissioner Smith moved to approve the January 2, 2019 minutes. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. Proceedings in Vacation January 2, 2019 thru January 8, 2019 Under New Business Commissioner Smith moved to dispense with the reading in open court of the Proceedings of the Clerk of this Commission, had in vacation on January 2, 2019 thru January 8, 2019 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been no exception or objections filed thereto. (See attachment) Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

Update on Door Access and Cameras Project Kathy Mace gave an update on the Door Access and Cameras Project. She received four prebids, all from venders from the State of WV. Three are from the Morgantown area and one from Wheeling. All bids are due in by 1/25 and should be able to share with Commissioners on 1/28 for review and then present a recommendation on 2/4. This is a grant project with Homeland Security with $91,000 of funds coming from the Homeland Security Grant and $20,000 match coming from the general county budget. The new door access system is replacing the older analog/ digital equipment. It is security driven moving from an FOB device to a card device. B. Community Correction request for reimbursement-december Commissioner Smith made a motion for the President to be authorized to sign the Community Corrections reimbursement request for December 1, 2018 thru December 31, 2018 in the amount of $7, Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. (See attached)

5 C. Budget Revisions Assessor Decrease $1,000 Increase $1,000 Commissioner Smith moved to approve the budget revisions presented by Martha Elliott. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

Miscellaneous Correspondence January 16, 2019 EDA Meeting January 21, Preston County Day 7:30 p.m. January 22, 2019 Preston County Day Ms. Mace stated the Commissioners needed to go into an Executive Session for a personnel matter and for a legal matter. At 9:45 a.m. Commissioner Smith moved to go into Executive Session. Commissioner Stone seconded the motion. Those in attendance were Commissioners Smith, Stone and Price and Kathy Mace. At 9:50 Commissioner Smith moved to come out of Executive Session. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes.
