1 The Marion County Commission sat in regular session pursuant to its adjournment on Wednesday, March 28 th, Present were Commissioner Elliott, Commissioner Garcia and Commissioner VanGilder. Father Vincy of Saint Patrick s Catholic Church in Mannington led the Court with a prayer. Ernie VanGilder led the Court with the Pledge of Allegiance. President VanGilder called the meeting to order. The proceedings of Wednesday, March 28 th, 2018 together with those had and done under the supervision of Janice Cosco, Clerk and Recorder for the Marion County Commission March 29 th, 30 th, April 2 nd, 3 rd, 4 th, 5 th, 6 th, 9 th and 10 th, 2018 were approved as submitted and signed. Commissioner Elliott moved to dispense with the reading of the minutes of Wednesday, March 28 th, 2018 and accept them as presented. Commissioner Garcia seconded. President VanGilder concurred. For the record, notes Mark Trach, Assessor presented to the County Commission the following Exonerations for approval. Dated April 11 th, 2018 Nos. # through # Pursuant to the recommendation of Mark Trach, Assessor and approval of Patrick Wilson, Prosecuting Attorney; Commissioner Elliott moved that the President sign Nos. # through # Commissioner Garcia seconded. President VanGilder concurred. The Commission received an Order of Probate of Wills from the County Clerk s Office for the month of March, County Administrator Kris Cinalli stated that this Order is a list of Estates in which have been admitted to Probate in the County Clerk s Office, in vacation of the Commission, from March 1, 2018 through March 31, 2018 pursuant to West Virginia Code , as amended. 1

4 Commissioner Elliott stated that hearing no objection moved that the Commission sign the Order. Commissioner Garcia seconded. President VanGilder concurred. This day came David A Glance, Fiduciary Supervisor for Marion County, West Virginia, and presented to the Commission His Report of Claims and First and Final Settlement Reports for the following estates which reports he has filed in the Office of the County Clerk of the County Commission, pending confirmation. There being no further objections received to these reports and no errors appearing, the Report of Claims and First and Final Settlement Reports are hereby ratified, confirmed and approved. 4

5 At a Regular Session of the County Commission of Marion County, West Virginia, continued and held April 11th, This day came David A. Glance, Fiduciary Supervisor for Marion County, and presented to the County Commission the Waivers and Applications for Short Form Settlements, Proposed Settlements and Annual Settlement Reports filed by the personal representatives of the following estates, which he has reviewed and approved and which are the same estates which were advertised for proposed settlement in the March 5th, 2018, issue of the Fairmont Times West Virginian, all in accordance with West Virginia Code 44-3A. 5

The Commission received a request for reimbursement from West Virginia Division of Justice and Community Services to cover expenditures from March 1, 2018 to March 31, 2018 and April 1, 2018 to April 30,

7 Commissioner Elliott moved that the Commission approved the request for reimbursement from West Virginia Division of Justice and Community Services to cover expenditures from March 1, 2018 to March 31, 2018 and April 1, 2018 to April 30, Commissioner Garcia seconded. President VanGilder concurred. The Commission received a request for advice and consent from Chris McIntire, OES Director, to hire dispatchers; they are as follows: Erin Ramsey, Forrest Moats and Dorothea Mayfield. Commissioner Elliott moved that the Commission grant its advice and consent to hire Erin Ramsey, Forrest Moats and Dorothea Mayfield as dispatchers. Commissioner Garcia seconded. President VanGilder concurred. The Commission received a request for funds for Relay for Life. Susie Knicely came to the Commission to present this request for funds. She thanked the Commission for their previous support and added that they raised $50, last year. She stated that they have combined both Relay for Life in Fairmont only. Commissioner Elliott moved that the Commission allocate $1, for Relay for Life at Palatine Park. Commissioner Garcia seconded. President VanGilder concurred. 7

8 The Commission presented the Opening of sealed bids for bathroom installation. The Commission received two bids via as follows: G A Brown bid amount - $165, Riffle Construction bid amount - $ 69, President VanGilder stated that we will review these bids and determine if both meet the qualifications and then decide the winner. Commissioner Elliott moved that the Commission contingent upon that the requirements are met that Riffle Construction, LLC will be awarded the bid. Commissioner Garcia seconded. President VanGilder concurred. Jesse Corley and Tony Golden from Marion County Solid Waste Authority gave an update that on April 21 st at Palatine Park Resolute will be shredding documents for free. No funding available for Electronic E-recycle day. Tony golden is the Litter control officer for Marion County. Mr. Golden stated working several litter control complaints this year and last year. Working with DEP at Weston for recycling tires. He added were cleanups have taken place. Goes to schools to promote recycling and litter control. He asked for groups to assist in area pickups. Eva Vito from West Virginia University Extension Office came before the Commission to present an update on their programs that they are continuing and working with Master Gardeners and she presented the details of programs. She introduced Tony Meluzio and he stated that this year the Tomato Festival at Palatine Park. He added other points of interest and programs that they work with throughout the County. Ricky Butler of the West Virginia Women for Cannabis came before the Commission and asked them to attend an anti-opioid rally an April 21 st at Palatine Park from 2 to 5 p.m. Topics will be addressing alternatives to opioid addiction, testimonials and some entertainment that will be taking place at the event. Commissioner Elliott stated that Marion County is 9 th in the State of West Virginia for health and 10 th in Marion County for new business startups in the State of West Virginia. D.D. Meighen added that Marion County is 6 th is education quality in the State of West Virginia. President VanGilder stated that our Regional Jail bill $186, for this past month which is the highest in the history of Marion County. There being no further business to come before the County Commission, it is ordered that this Commission do now recess until, Wednesday, April 25 th, 2018 at 10:00 a.m. for the next scheduled County Commission Meeting.
