2 STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 9:30 a.m., October 22, 2018 in the County Commission Meeting Room. The meeting was called to order by President Craig Jennings who invited those present to join in the Pledge of Allegiance. Commissioner Jennings then declared the following Commissioners present: Don Smith, Craig Jennings and Dave Price. 3 Administrator s Report A. Request for Reimbursement West Virginia Spay/Neuter Grant Department of Agriculture Ms. Mace reported the spay/neuter program did not have a complete year but it was successful. She plans to apply again for next year. The amount of the grant was $5,000 for dogs. Of this amount, $3, was used to spay/neuter 22 dogs. An anonymous person donated $5,000 for the spay and neuter of cats. So far, $3, has been used of this amount to fix 36 cats. Commissioner Smith moved the President be authorized to sign the grant reimbursement for the WV Spay/Neuter Grant in the amount of $3, Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. (See attached)

4 B. Report from Commissioners on North Central Road Caucus Meeting Commissioner Jennings reported on the road caucus meeting from last week, a resolution is in place to be presented to the Legislature in January. This resolution would go out to every County Commission in District 4 to be signed off on. The resolution asks the state to hire out primary one roads which are 92, 50, 26 and 7 in Preston County for a 3-year maintenance of mowing ditching and patching roads. The contractors would follow state guide-lines. The next caucus meeting will be held in January at Mon County. C. Update on IT Circuit for Assessor s Office Kathy Mace has been having telephone conferencing with web net and doing some diagnostics and reporting and said they decided to go with a 50-meg line to increase the speed in the assessor s office. After a lot of research they have decided to stay local and

5 go with Prodigi. It has the capability to increase to 100-Meg if needed. This will increase the budget by $300 a month but was still cheaper than some of the alternatives. Preston County was awarded $91,000 from a Federal Grant for the door access and the cameras. We have been waiting for the historic preservation fees to come back. We received an extension until February We are hopeful to get the internal work done. May have to have one more extension to get the exterior work done. We have had some research done and have decided to do an ID with a chip to enter the buildings. This will remedy some of the other problems that have been occurred. There will be an amnesty on the return of the old FOB s. D. Update on Maintenance Management Tool Ms. Mace hopes to have a document for the Commissioners to look at in December with all the equipment, all the dates installed, ideas of replacement and cost estimates. She would like to have something by the second meeting in December for the Commissioners so that Commissioner Jennings can review it and give some feedback before his departure. E. Update on Paving Project Ms. Mace gave an update on the paving of Rich Wolfe Drive at the 911 Center. Everything should be done before Thanksgiving. She also mentioned that the road at the Animal Shelter is totally giving away on the one side. She will ask Rich Stone from Stone Paving to look at it to get an idea of what needs done to fix it. F. Preston County PSD #4 Emergency Generator Grant Public Service District #4 is wanting to get some emergency generators for their system. Ms. Mace was informed by Federal Government/Mitigation Program that the County Commission has to assist them with this. A resolution that will be presented on November 13, She will advertise this a few times. The publication will go out October 30, November 1, 2, 6 & 9, It s basically to let people know they are trying to acquire funding for emergency generators. G. Budget Revisions None. H. 6 Under NEW BUSINESS Commissioner Smith moved to dispense with the reading in open court of the proceedings of the Clerk of this Commission, had in vacation on October 12, 2018 thru October 16, 2018 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been no exception or objections filed thereto. (See attachment) Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Price, Jennings and Smith voting yes. Motion carried. Commissioner Price moved that the foregoing estate settlements and/or waivers thereof, having been filed for a period of ten (10) days prior to the commencements of this term and there being no exceptions or objections filed thereto, be approved and confirmed. 9 Mel Snyder and Bob Meissner, President of the Rotary Club of Kingwood, approached the Commissioners to declare Wednesday, October 24, 2018, World Polio Day. Commissioner Dave Price read the Proclamation. Commissioner Smith moved to approve this proclamation. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. (See Attached) 9:40 a.m. Executive Session Sheriff Loughrie Sheriff Loughrie stated the Executive Session was not needed, but spoke with the Commissioners about an odor coming from the drains in the basement of the Sheriff s building. He noted that the basement leaks and the odor was so bad the deputies are unable to use the offices there. He would like it to be researched to find what kind of gas is coming from the drains. The Commissioners agreed to ask the City of Kingwood for help and the use of their cameras to check out the drains. 9:45 a.m. Duane Hamilton, OEM/911 Award EMPG document Commissioner Price moved the President be authorized to sign the EMPG Grant in the amount of $54,468. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. (See attached)

10 9:50 a.m. Mary Hibbs, Main Street Kingwood and Jennifer Sapp, After School Explorers Proclamation- Keeping the Lights on After School Commissioner Jennings introduced Mary Hibbs and Jennifer Sapp with the After- School Explorers Proclamation-Keeping the Lights on After School. The proclamation was read by Mary Hibbs.
