2 STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 9:30 a.m., January 7, 2019 in the County Commission Meeting room. The meeting was called to order by President Dave Price who invited those present to join in the Pledge of Allegiance. Commissioner Price then declared the following Commissioners present: Don Smith, Dave Price and Samantha Stone. Also, present was Kathy Mace, Administrator and Linda Huggins, County Clerk. The following persons registered their attendance during the meeting: Connie Ervin-Assessor Kathy Plum The Dominion Post Duane Hamilton 911 Dan Loughrie-Sheriff Deanna Lively Theresa Marthey Preston County News & Journal Donnie L Tucker -U. Census Bureau Clark Nicklow-911 Megan Hudock-WBOY-TV Crystal Bolyard The following person registered their attendance to address the Commission: Allen Richards After the last meeting when he spoke with Commissioners, Mr. Richards received a certified mailing from Duane Hamilton requesting an application for a building permit and an elevation certificate. Mr. Richards doesn t feel these applications apply to him. Commissioner Price encouraged Mr. Richards to consult with his attorney about what the next step would be to proceed without an application. Duane Hamilton said Mr. Richards has received his third notice and from here on out he has 30 days to get applications back to them and after that it would be referred to the Prosecuting Attorney, Mel Snyder. Commissioner Smith moved to authorize payment of all properly presented and approved invoices. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. Commissioner Smith moved to approve the Preston County Tax Correction List, dated January 7, 2019 in the amount of $ as presented by Assessor Connie Ervin. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

3 There were no Notice of Apportionments, Consolidation of Land or County Court Splits. Recognition of Scheduled Appointments 9:35 a.m. Donnie Tucker, US Census Bureau Mr. Donnie Tucker, representative of the U. S. Census spoke with the Commissioners about the 2020 Census. He would like the Commissioners to be involved with forming a Complete Count Committee. This is a program that would create awareness in communities about the Census and help with getting a complete count and ensuring every Prestonian is counted in the 2020 Census. Preston County had a low response in the last census. West Virginia is in danger of losing a House of Representative member due to population count. Programs like SNAP, W.I.C, Education and Federal funding for roads is also impacted by the census. Commissioners agreed to have Mr. Tucker come back on February 7, 2019 at 12:30 at the 911 center. 9:40 a.m. Duane Hamilton, OEM-budget Revisions, FEMA Community Rating System (CRS) Budget Revision-See below Mr. Hamilton approached the commissioners about signing a letter of intent to move forward with FEMA Community Rating System (CRS). Commissioner Stone moved to sign the letter of support for the FEMA CRS. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Stone voting yes. 4 9:55 a.m. Sheriff Loughrie- Update on basement, Moving building at shooting range to E911 storage lot Sheriff Loughrie has a 12x30 building which was used to do certifications for hand guns and now is no longer being used since the Camp Dawson facility was opened up to them and he would like to move it back to the 911 Center and use it for dog training. Commissioners agreed it was okay to move. Sheriff Loughrie also gave an update on the basement. He would like the commission to hire a professional plumber to come in and check out the odor and add some vents. Ms. Mace stated there is an external problem as well at the same building with water coming down the stairwell. She would like to get everybody together, the Sheriff, and the utility company (water and sewer) to meet and find out what they re dealing with. 10:00 a.m. County Clerk Linda Huggins discuss increase in recording fee Linda Huggins requested the Commissioners consider raising the recording fees, that the law allows, to generate revenue which would go to the general county fund. Commissioner Smith moved to set February 19, 2019 at 10:00 a.m. for the date of consideration and/or action on the increase fees for the recording of deeds. Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried. Approval of Minutes December 17, 2018 Commissioner Smith moved to approve the December 17, 2018 minutes. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith and Price voting yes. Motion carried.

5 Proceedings in Vacation December 26, 2018 through December 28, 2018 Under New Business Commissioner Smith moved to dispense with the reading in open court of the Proceedings of the Clerk of this Commission, had in vacation on December 26, 2018 thru December 28, 2018 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been No exception or objections filed thereto. (See attachment) Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

6 Estate Settlements Commissioner Smith moved that the foregoing estate settlements and/or waivers thereof, having been filed for a period of ten (10) days prior to the commencements of this term and there being no exceptions or objections filed thereto, be approved and confirmed. (See attached) Commissioner Stone seconded the motion. A roll call vote was taken with Commissioners Smith, Stone and Price voting yes. Motion carried.

Request from State Auditor to change to Electronic transfer which comingles funds Spay/Neuter Grant is now available again. Ms. Mace plans to apply. Jan. 28, 2019 at 1:00 p.m. meeting confirmed with Judge to talk about home confinement, regional jail, alternative sentencing in the commission meeting room. Jan. 16, 2019-Commission meeting upstairs Jan. 15, 2019-tentative road caucus meeting at 9:00 a.m. (for public) Collection of Personal Property Tax- policy and procedures; equalization for all with regards to trailers and businesses to do it fairly, efficiently and effectively. Mat Club-asking for relief/help from utility bills. Information A. Minutes -January 2, 2019 B. Miscellaneous Correspondence Commissioners Comments Commissioner Smith will give an update at the next meeting on the Auditors Report from SWA. Commissioner Smith also attended the Broadband meeting from Region VI. They were pleased with the amount of surveys returned for residential and business customers. Only 16 % of those returned were satisfied with their internet service. At 11:15 there being no further business to come before the Commission, President Price declared the Regular Session adjourned.
