2 STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 6:30 p.m., November 5, 2018 on the 2 nd floor of the Annex Building due to the election. The meeting was called to order by President Craig Jennings who invited those present to join in the Pledge of Allegiance. Commissioner Jennings then declared the following Commissioners present: Don Smith, Craig Jennings and Dave Price. Also, present was Kathy Mace, Administrator. The following persons registered their attendance during the meeting: Jennifer Graham The Dominion Post Samantha Stone Crystal Bolyard Connie Ervin, Assessor Nick Bolyard Theresa Marthey-Preston County News & Journal John Crippin Deanna Lively Dan Loughrie, Sheriff Rich Hopkins Commissioner Smith moved to authorize payment of all properly presented and approved invoices. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Jennings and Price voting yes. Motion carried. Commissioner Smith moved to approve the Preston County Tax Correction List dated November 5, 2018 in the amount of $ as presented and explained by Connie Ervin, Assessor. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Jennings and Price voting yes. Motion carried. There were no Consolidation of Land or County Court Splits presented.

3 Commissioner Jennings recognized Kathy Mace for the Administrators Report. Administrator s Report A. Approve Resolution North Central Road Caucus Kathy Mace presented the Commissioners with the North Central Road Caucus (NCRC) Resolution. This resolution will be presented to all 6 counties in District 4 to be approved by their County Commissioners. The resolution is expected to be back by December 1, 2018 so it can be presented to the Legislature in January Commissioner Price read the resolution aloud. Commissioner Smith moved to sign the Resolution. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. 4 B. Information from United State Census Bureau The U.S. Census Bureau is in need of census workers in the Preston County area. This is a temporary job. The census can be done online or by mail. Funding comes as a result of this. C. Budget Revisions None D. Miscellaneous Correspondence Kathy Mace read a News Release regarding the ringing of the bell on the Courthouse lawn to celebrate Election Day, November 6, 2018 at 8:00 a.m. The commission intends to ring the bell on other occasions in the future such as for election results, in honor of Veterans Day, Preston County s Birthday and West Virginia Day, and others. Kathy Mace presented a quote for the repair of the courthouse elevator. The cost for the cylinder and labor is $60, Commissioner Price moved to move forward with the repair of the courthouse elevator. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Price, Smith and Jennings voting yes. Motion carried. (See attached.)

9 Kathy Mace and President Jennings gave an overview of procedures to follow for the November 5, 2018 General Election and Canvas due to questions that were raised during the May 2018 Primary. President Jennings read through the procedures. No motion was taken. (See attached.) Approval of Minutes October 22, 2018 Commissioner Smith moved to approve the October 22, 2018 minutes. Commissioner Price seconded the motion. A roll call vote was taken with Commissioner Smith and Price voting yes. Motion carried.

10 New Business Consideration and/or action Under NEW BUSINESS Commissioner Smith moved to dispense with the reading in open court of the proceedings of the Clerk of this Commission, had in vacation on October 24, 2018 thru October 25, 2018 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been no exception or objections filed thereto. (See attachment) Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Price, Jennings and Smith voting yes. Motion carried.

11 Commissioner Price moved that the foregoing estate settlements and/or waivers thereof, having been filed for a period of ten (10) days prior to the commencements of this term and there being no exceptions or objections filed thereto, be approved and confirmed. Miscellaneous Correspondence Recognition of Scheduled Appointments 6:30 p.m. Tax Concern Pioneer Press of WV Inc. Commissioner Jennings recognized Rich Hopkins, the founder and President of Pioneer Press in Terra Alta with a personal property tax appraisal appeal for a reduction in the total amount or forgiveness of the entire amount. (See attached)

14 Commissioner Price made a motion to exonerate the entire amount of the tax in the amount of $4, Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Price, Smith and Jennings voting yes. Motion carried. 6:35 p.m. Sheriff Loughrie Employee Hire and Update on Basement Employee Hire - Smith moved to approve the hiring of Nicholas P. Bolyard as a utility officer for the Sheriff s Department to be paid $10.48/hour starting November 7, Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. Update on Basement - Sheriff Loughrie and Kathy Mace also gave an update on the odor coming from the drains in the basement of the Sheriff s office. They plan to have the City of Kingwood and their new field supervisor check it. Once they get a determination, they will move forward.

15 Vehicle Lease Commissioner Jennings explained that small towns will get grants to hire a town police officer for 6 month or a year and each time the commission lets a vehicle go to them for their use then it doesn t work out and the vehicle comes back to the commission and so to eliminate some of the paperwork they talked to the Insurance Company and they decided to lease the vehicles to the town so that all the towns have to do is sign paperwork with the commission and it will never leave being the counties vehicle but they will have to insure it. This decision has been approved by Mel Snyder, Prosecuting Attorney and the Risk Pool. COMMISSIONERS COMMENTS At 7:06 p.m. there being no further business to come before the Commission, President Jennings declared the Regular Session adjourned.
