Robert Dole -- responding to the president's brief budget address Tuesday night at 9 -- compiled a cumulative 30.5 big-city rating and a 52 percent audience share on all four networks. -. Tuesday is an ABC night so it's no surprise that ABC's coverage of Mr. Clinton (the network bailed out on Dole) led with a 9.7 rating and a 17 share in Nielsen's 33 big cities. NBC was second with an 8.3/14, followed by a 6.4/11 on CBS and a 6.1/10 for Fox... In its regular "Prime Time Justice" highlights program tonight from 9 to 11, Court TV will include coverage of an evidentiary hearing in the case of California v. Snoop Doggy Dogg, which concerns the alleged destruction by police of physical evidence... Rap singer Snoop Doggy Dogg and two of his friends are facing murder charges in the August 1993 drive-by shooting death of Philip Woldemariam. The singer, who is accused of driving the car from which his bodyguard allegedly shot and killed Woldemariam, is charged with murder and conspiracy to commit an assault. His lawyers claim police destroyed a substantial part of the evidence, including the clothing of the victim... A White House spokesman for the first lady confirmed a report from CBS that first daughter Chelsea Clinton was at CBS News headquarters on West 57th Street in Manhattan yesterday morning and conjectured that she "probably" was attending a taping of the CBS soap opera "As the World Turns." "She's out of school," said Nee1 Lattimore, deputy press secretary to the first lady, "and like any well-behaved 15-year-old she's in New York seeing the sights"

2 .Our, "spy" reported that Chelsea, accompanied by "several Secret Service agents and an unidentified young man," was spotted getting into an elevator on the second floor about 9 in the morning, maybe headed toward the "As the World Turns" wardrobe department on the third floor, and that she was holding a straw hat and "looked very nice" in a black dress... Lattimore believes the Secret Service count was inflated and speculated the "young man" was also with the soap opera... Now This Fello-w staffers at "America's Most Wanted" here in Washington reported yesterday that program host John Walsh is "cautiously optimistic" that authorities are closer to solving the grisly 1981 murder of his son, 6-year-old Adam. Authorities announced in Hollywood, Fla., that they plan to interview a suspect and an arrest could he imminent... "There is new information and there is a suspect. The suspect is a stranger," Walsh said on Tuesday in a videotaped statement. "That's about all they've told us.... We have always prayed that Adam's killer would be caught and brought to justice because I believe my family and I need that closure"... "Mr. Walsh is more enthusiastic about the possibility the case can be solved than at any time in the past," one AMW staffer ventured yesterday. Walsh has declined to discuss the most recent developments... Joel Cantor, a lawyer for the Hollywood Police Department, said that Det. Mark Smith identified a main suspect in the past six months. Smith planned to interview the person, to whom investigators have not yet talked, and he. also was examining one or two other possible perpetrators, Cantor said.. Cantor suggested an arrest could be imminent. He said the person whom police plan to interview is not considered a new suspect... Police believe more than one person is responsible for the killing, Cantor said... Adam was abducted from a Sears store in a mall across from Hollywood police headquarters. His severed head was found two weeks later in Vero Beach, 120 miles north of the mall, but the body was never found... After the murder, Walsh became host of "AMW," which profiles fugitives, and set up the National Center for Missing and Exploited Children. The -2-

3 Walsh family also helped persuade Congress to pass the Missing Children's Act in 1982, urging local police to start searches more quickly... John Walsh also lobbied Congress to create an FBI computer database to track missing children; President Reagan signed the bill into law on Oct. 12, A TV movie about the case was broadcast in October of the next year... Police continue to investigate hundreds of leads. At one point, they even interviewed the late serial killer Jeffrey Dahmer in a Wisconsin prison because they had information Dahmer had been in the Hollywood area, Cantor said... From a PBS meeting in Chicago earlier this week, these notes: Elizabeth Farnsworth will be the principal substitute for anchor Jim Lehrer after he takes command of "The NewsHour With Jim Lehrer" as of Oct She's been with the program for six years, five of them based in San Francisco, whence she anchored major overseas documentary reports for the "NewsHour" from Haiti, Korea, Japan and other hot spots... The past year she's been subbing more and more for either Jim or Robin MacNeil -- whose last evening on the "NewsHour" will be Oct. 20, by the way... Though Farnsworth will be principal sub, Charlayne Hunter-Gault, Margaret Warner, Kwame Holman and others will, as they have in the past, be ready to step in when Jim wants a day off... With the change at the top in October, "a reportory company" comprising = eight correspondents will carry the bulk of the nightly broadcasts with discussions and interpretive reports, according to executive producer Les Crystal... The "NewsHour" and NBC News, by the way, are still in discussions over a joint coverage deal for the Democratic and Republican national conventions next summer, similar to the cooperative setup in NBC that year, you may remember, didn't begin its prime-time coverage until 9:30 or thereabouts so the two newscasts teamed on PBS for the first 90 minutes every night starting at 8... Apropos of which, a three-part series called "The American Promise" this fall will serve as the official launch pad for public television's Democracy Project election year coverage. The one-hour programs will air -3-

4 on consecutive nights on PBS starting Oct. 1 and concluding Oct Narrated by Joe Morton, from the cast of CBS's "Under One Roof," the programs look at some 200 Americans who in one way or another are-working to revitalize the political process by shifting the focus back to individuals and communities... The Democracy Project was announced in April 1994 as an initiative to develop new and innovative coverage of news and public affairs with a special emphasis on Election '96... The series is underwritten by Farmers Insurance Group and produced by High Road Productions. KQED in San Francisco is the presenting station... Wedding bells on Sunday at the Inn at Perry Cabin in St. Michaels, Md., for Karla Alwood and Richard Pollock. She's a nurse practitioner at Johns Hopkins Hospital in Baltimore, he's the Washington producer for ABC's - "Good Morning America"... Maggie Simpson, who has been senior publicist for "Larry King Live," has been promoted to director of CNN public relations in Washington. She came to CNN in 1993 after two years as manager of public relations for the National League of Women Voters... "The Welfare Debate: A War on Waste or a War on the Poor," moderated by Steven V. Roberts, will air next WGnesday evening starting at 8 on CNBC. The Democrats will be represented by Health and Human Services Secretary. Donna Shalala, New York Sen-Daniel Patrick Moynihan and Vermont Gov. Howard Dean... Republicans on the panel will include Michigan Gov. John Engler, Florida Rep. Clay Shaw and Kay Coles James, secretary of health and human resources for the state of Virginia... The debate, taped earlier that day, is another in the periodic "U.S. News Debate Series" and the first under a new agreement between the magazine, CNBC and WETA.
