Box 2748 West Chester, PA (610) COMMISSIONERS MEETING MINUTES September 26, CALL MEETING TO ORDER CALL TO The public meeting of the Chester County Board of Commissioners was called to ORDER order at 7:00 p.m. on Thursday, September 26, 2013 at the East Whiteland Township Building by Chairman of the Board of Commissioners Ryan Costello. Commissioner Kathi Cozzone and Commissioner Terence Farrell were also present. 2. PLEDGE OF ALLEGIANCE PLEDGE OF Chairman Costello asked Terry Woodman, East Whiteland Township Manager, to lead ALLEGIANCE the Pledge. 3. MINUTES OF PREVIOUS MEETING MINUTES Following a Motion made by Commissioner Farrell, which was Seconded by APPROVED Commissioner Cozzone, the Board voted unanimously to accept the Minutes from the September 12, 2013 Commissioners Meeting. 4. OLD BUSINESS OLD BUSINESS There were no items of old business 5. NEW BUSINESS NEW BUSINESS a. Resolution Following a Motion made by Commissioner Cozzone, which was Seconded by Commissioner Farrell, the Board of Commissioners adopted Resolution #33-13 authorizing execution of supplemental federal aid reimbursement agreement no. 1 for Chester Valley Trail Phase II. b. Resolution Following a Motion made by Commissioner Cozzone, which was Seconded by Commissioner Farrell, the Board of Commissioners adopted Resolution #34-13 authorizing creation of a Keystone Opportunity Expansion Zone in Lincoln University, PA. c. Resolution Following a Motion made by Commissioner Costello, which was Seconded by Commissioner Farrell, the Board of Commissioners adopted Resolution #35-13 approving acquisition of a certain proportionate part of real estate for purposes of effecting bridge replacement (Bridge Number 260, Penn Township). d. Resolution Following a Motion made by Commissioner Cozzone, which was Seconded by Commissioner Costello, the Board of Commissioners adopted Resolution #36-13 approving acquisition of a certain proportionate part of real estate for purposes of effecting bridge replacement (Bridge Number 282, Tredyffrin Township). Resolution Following a Motion made by Commissioner Costello, which was Seconded by Commissioner Farrell, the Board of Commissioners adopted Resolution #37-13 amending Resolution which extended Downingtown Borough s Keystone Opportunity Expansion Zone/Keystone Opportunity Improvement Zone. Resolution f. County Strategic Plan Stephannie Philips, Managing for Results Project Manager, gave a presentation on updated goals for the County s Strategic Plan. After Commissioner Cozzone made a Motion, which was Seconded by Commissioner Farrell, the Board voted unanimously to approve the County Strategic Plan. g. Contracts Commissioner Farrell made a Motion, which was Seconded by Commissioner Cozzone, to approve the Contracts Agenda. The Board voted unanimously to approve the Contracts Agenda. h. Grants Commissioner Cozzone made a Motion, which was Seconded by Commissioner Farrell, to approve the Grants Agenda. The Board voted unanimously to approve the Grants Agenda. Contracts Grants 6. PERSONNEL MATTERS PERSONNEL Human Resources Agenda Commissioner Costello made a Motion to approve the Human Resources Agenda. Following a Second of the Motion by Commissioner Cozzone, the Board voted unanimously to approve the Human Resources Agenda. 7. FINANCIAL MATTERS FINANCE Finance Agenda Commissioner Farrell made a Motion to approve the Finance Agenda. Following a Second of the Motion by Commissioner Cozzone, the Board voted unanimously to approve the following: Budget Change Vouchers as submitted by the Controller. 8. PUBLIC COMMENT ON AGENDA PUBLIC Walter Lynn, East Whiteland resident, made comments on flood waters and traffic congestion COMMENT in the Malvern area. Commissioner Costello responded to his comments. 9. ANNOUNCEMENTS ANNOUNCEMENTS Commissioner Cozzone read a Proclamation for Fire Prevention Week. Neil Vaughn, Vice President of Chester County Fire Chiefs Association, accepted the Proclamation. Ed Mann, PA State Fire Commissioner, made additional comments. A Presentation of Community Revitalization Program funds to the Borough of Malvern was given by Pat Bokovitz, Director of Community Development. A check in the amount of $500,000 was presented to Woody Van Sciver, Malvern Borough Council President. Ronald Bailey, Executive Director of the Planning Commission, gave an update on the Paoli Transit Center. Robert O Leary from the Tredyffrin Township Planning Commission made additional comments. An update on Chester Valley Trail Phase 2 was presented by Chester County Park Superintendant Owen Prusack. Commissioners Meeting Minutes September 26, 2013 Page 2 of 3

ANNOUNCEMENTS ANNOUNCEMENTS Chester County s Health Department Director Jeanne Casner and Immunization Program Coordinator Michele Steiner gave an update on the Chester County Health Department Flu Vaccine Campaign. Andrea Walker, Department of Aging Supervisor, gave a Presentation on the Chester County APPRISE Program. Volunteers Joyce Deyoung, Siu Pak, and Sue Clark made additional remarks. Chairman Costello announced that the Board of Commissioners met in Executive Session on Wednesday, September 25, 2013 and Thursday, September 26, 2013 to discuss personnel matters. 10. PUBLIC COMMENT PUBLIC Commissioner Costello reminded attendees of the purpose of the On the Road County COMMENT Commissioners meetings, including the openness and transparency of County government. He thanked County department heads and Commissioners Office staff for the preparation and planning of the meeting. Commissioner Farrell spoke about the County s website and how to easily navigate through the Sunshine and Commissioners Meeting videos. He also thanked Chester County s volunteer organizations for their support in helping the County meet the needs of citizens. Commissioner Cozzone spoke about the role and responsibilities of County government and the various avenues through which help is available. 11. ADJOURNMENT ADJOURNMENT The Meeting was adjourned at 8:36 p.m. following a Motion made by Commissioner Costello, and Seconded by Commissioner Farrell. The Motion passed unanimously. 8 RESOLUTION NO RESOLUTION APPROVING FEES FOR SERVICES PROVIDED BY THE CORONER S OFFICE WHEREAS, the County Coroner, subject to the approval by the Chester County Commissioners, shall establish fees as detailed below for services provided by the Coroner s Office. These fees are established under the authority of the County Code, 16 P.S. Section et. seq. ; and WHEREAS, these fees shall include the following items; Coroner s Report Cremains return with no initial next-of-kin Cremains return with initial next-of-kin sign-off Cremation Authorization submitted on line Cremation Authorization submitted by fax or delivery Photographs Pre-term Disposition $ ea. $ ea. $ ea. $45.00 ea. $90.00 ea. $25.00 ea. $ ea. 10 RESOLUTION NO RESOLUTION ESTABLISHING AN APPROVED METHOD OF THE CORONER S DISPOSITION OF UNCLAIMED DECEDENTS WHEREAS, the Chester County Coroner s jurisdiction and statutory duties are set forth in the County Code at Section 1237 et.seq.; and WHEREAS, among these duties, the Coroner, in exercising his or her investigatory authority and to the extent deemed necessary, can require bodies of deceased persons which are either unidentified or unclaimed to be transported to a morgue; and WHEREAS, the Coroner has determined that it is periodically necessary to properly dispose of unclaimed and unidentified bodies of decedents; and WHEREAS, this disposition shall occur after investigation to determine and contact any family members has been completed consistent with the Commonwealth of Pennsylvania rules and regulations and where possible, that the family has signed a release authorizing such disposition authorizing the Coroner s action; and WHEREAS, notification of family members or next of kin shall be sent via certified and regular mail and should there be a failure to respond or contact the Coroner s office within fourteen (14) days of the notice being sent, the Coroner may take action regarding the disposition of the body consistent with this Resolution; and WHEREAS, the fourteen (14) day notice period as set forth above may not be adhered to should the Coroner deem, in his or her professional discretion, that the decedent s body presents a health risk requiring sooner disposition; and Page 1 of 2

11 WHEREAS, the Coroner deems that it is in the County s best interest to utilize cremation as the proper disposition of unclaimed decedents.
