3 her staff as well as the IT Department for their efforts to help achieve this award for the third year in a row for Victoria County. Moved by Kevin M. Janak and seconded by Clint C. Ives, the Commissioners Court received the 2012 Gold Leadership Circle Award from the Texas Comptroller of Public Accounts for financial transparency for Victoria County. RECEIVE DISCUSS EFFECTIVE AND ROLLBACK TAX RATE VICTORIA COUNTY: (10: :18) 8. August 27, Judge Pozzi received the effective tax rate at.03706/$100 and the rollback tax rate at /$100. He stated that the actual rate has been set at for the tenth year in a row. Moved by Kevin M. Janak and seconded by Clint C. Ives, the Commissioners Court received the effective and rollback tax rates. Commissioner Burns stated he would like to see some consideration to lower the tax rate and stated his opinion to shift the burden from the property tax payer to sales tax and sees opportunity to lower the rate. Judge Pozzi reviewed past history of the previous year s tax rates and the effects of each year. Discussion regarding the tax rate continued briefly between Commissioners Janak, Ives and Burns and each voiced their concerns. The Court voted as follows regarding receiving the effective and a rollback tax rate: Commissioners Kenny Spann, Kevin M. Janak, Donald R. Pozzi, Clint C. Ives voting aye and Commissioner Burns voted nay. DISCUSS PROPOSED TAX RATE RECORD VOTE VICTORIA COUNTY: (10: :41) 9. August 27, Judge Pozzi reviewed this year s proposed tax rate of /$100 and noted that this rate has been in effect since The Court voted as - continued -

4 follows regarding the proposed tax rate: Commissioners Kenny Spann, Kevin M. Janak, Donald R. Pozzi and Clint C. Ives voting aye. Commissioner Gary Burns voted nay. SET DATES PUBLIC HEARINGS ADOPTED OF PROPOSED VICTORIA COUNTY BUDGET TAX RATE 2013: (10: :20) 10. August 27, Judge Pozzi stated the public hearing dates are set as follows: First Public Hearing Second Public Hearing: Monday, September 10, 2012, at 10:30 a.m. (Or upon adjournment of Commissioners Court meeting.) Thursday, September 13, 2012, at 1:00 p.m. Adoption of Budget and Tax Rate: Monday, September 17, 2012, at 10:00 a.m. Moved by Gary Burns and seconded by Kevin M. Janak, the Commissioners Court approved and set the dates for public hearings and the adoption of the proposed 2013 Victoria County budget and tax rate. HOPWA PROGRAM MANAGEMENT AGREEMENT BEXAR COUNTY FY2012/2013 VCCHD-01 VICTORIA CITY/COUNTY HEALTH DEPARTMENT: (10:00-11a-23:41) 11a. August 27, Dr. Cate was in attendance to answer any questions for the Court and stated the term of the agreement is September 1, 2012 through August 31, 2013, with an award in the amount of $71,300.
