Call to Order & Chairman s Opening Remarks. The meeting was called to order at 12:00 noon (ET) on Thursday, April 11, 2013 by the Technical Committee Chairman, James Rocco, Sage Risk Solutions, LLC. The purpose of the teleconference meeting was to consider and act on public input for the First Draft Report for two documents: NFPA 326, Standard for the Safeguarding of Tanks and Containers for Entry, Cleaning, or Repair NFPA 329, Recommended Practice for Handling Releases of Flammable and Combustible Liquids and Gases Mr. Rocco then welcomed the members of the Technical Committee and thanked them for participating in the meeting. 2. Introduction of Committee Members and Guests. The Staff Liaison read the names of the Committee members to identify who was participating in the teleconference. Approval of Prior Meeting Minutes. The minutes of the September 18, 2008 Report on Proposals (ROP) Teleconference and April 9, 2009 Report on Comments (ROC) were unanimously approved as issued. 4. Staff Liaison Report. Mr. Russell made a brief presentation on the applicable NFPA Regulations Governing Committee Projects, the new engineered process for the revision of NFPA Codes and Standards, the Fall 2014 revision cycle and the Document Information pages for NFPA 326 and NFPA 329 to the teleconference participants. The meeting procedures and agenda were reviewed. 5. NFPA 326 First Draft Preparation (formerly ROP). The Committee acted on three (3) Public Inputs. Fifteen (15) First Revisions were created by the Committee for NFPA 326. Details of these actions can be found in the First Draft Report for NFPA NFPA 329 First Draft Preparation (formerly ROP). The Committee acted on one (1) Public Input. Twelve (12) First Revisions were created by the Committee for NFPA 329. Details of these actions can be found in the First Draft Report for NFPA Other Business. There were two items of other business heard at this teleconference. The staff liaison explained the balloting procedures that occur following the First Draft meeting. Mr. Kraus asked for a copy of the draft document, NFPA 350, Guide for Safe Confined Space Entry and Work to be distributed to Committee Members for review and comment. 8. Adjournment. 12 Accept the Comment Action: The Technical Committee takes this Action when it decides to accept the text proposed in the Public Comment exactly as submitted. Result: The Public Comment is marked as Accept, and the proposed text is incorporated into one or more Second Revisions. Page 12 of 34

Action: The Technical Committee takes this Action when it agrees with the concept of the Public Comment in whole or in part but has developed related text in one or more Second Revisions that is different from the text in the Public Comment. 16 Criteria for Hold ( ) The Comment introduces a concept that has not had public review by being included in a related Input or First Revision as shown in the First Draft. The Comment changes the text from the First Draft to the point that the Technical Committee would have to restudy the text of the First Draft. The Comment proposes something that could not be properly handled within the timeframe for processing the Second Draft. Page 16 of 34

17 Basis for Reject But Hold ( ) The Committee may consider any relevant factors including but not limited to: the extent to which the Public Comment proposes a change that is new or substantial, the complexity of the issues raised, and whether sufficient debate and public review has taken place. Statements supporting Committee Actions shall be technical in nature and shall be sufficiently detailed so as to convey the Committee s rationale for its Action. 19 NFPA Second Draft Meeting Create a Second Revision (SR) Committee wants to make a change (to add, delete or modify) the First Draft. Committee develops a Committee Statement (CS) substantiating the change. Each SR gets balloted 4/2/2014 Page 19 of 34

What constitutes new material is decided by the TC or Correlating Committee.
