2 TC on Fire Department Rescue Tools April 13-14, 2008 Indianapolis IN Chair calls the meeting to order at 8:05 AM on April 13 th, 2008 Chairman Austin recognizes the passing of Dick Otte and speaks about some of his accomplishments in the industry and his long service to the committee. Mr. Otte was a pioneer in the field of hydraulic rescue tools and his contributions to the committee were significant. He will be missed. Introductions of those present were made and Mr. Sawyer circulated sign in sheets as well as a contact list. Members were asked to verify their contact information on the contact list. Members in Attendance Chairman Lewis Austin Secretary William G. Swayne Alan Painter John McCarthy Eric Marquess (Alternate to Mr. Swayne) Steven Sawyer Guests in Attendance Kevin Sullivan Tim Carlson Representing Concord Township Fire Department Holmatro, Inc. Amkus Rescue Systems Power Hawk technologies, Inc. Holmatro, Inc. NFPA Liaison Representing Hurst Jaws of Life Amkus Rescue Systems Chair indicates that John Marstiller had intended to come but was ill so no end users are in attendance. Chair calls for review and approval of minutes from Providence meeting. Motion to accept by - Mr. Swayne Second by - Mr. McCarthy Unanimous approval Mr. Sawyer provides a brief procedural statement to the Committee. We are in a 2009 cycle there are some slight changes in cycle procedure. If there are no motions to change then there is no need to present to the membership. If there are motions to change then the document would have to be presented in Committee balance is still an issue, manufacturers spaces are full but the committee needs end users, applied research/testing laboratory, or special experts in order to achieve the proper balance. Committee list has been cleaned for folks that have left
3 jobs or have left the industry and will be reviewed again by Chairman Austin for nonparticipating members. Once the committee list has been adjusted to reflect current active members we will need to seek out new committee members in categories other than manufacturers. Mr. Sawyer reviews the possible committee actions on proposals. These include: Accept The committee agrees with the proposal as written. Accept in Principal The committee agrees with the proposal but will make changes to it. Accept in Part The committee agrees with only part of the proposal. Accept in Part in Principal Accept in part with re-write of text. Reject Committee rejects the proposal entirely. Action on Proposals The committee has received 4 proposals and developed 2 committee proposals. Chair reads all proposals and there is open discussion on them. See ROP for action on the public proposals and committee proposals. Chair asks if any of the manufactures have problems with the standard Mr. Painter asks if the materials specified for cut tests are an issue due to the variation of availability of grades in the sizes specified. He also mentions that there is variation in tensile strength within the grade and could result in being able to cut one sample and not another. Mr. Marquess will research the grades and a possible solution for the variation in tensile strength of the sample material. One solution could be to specify minimum requirements for tensile strength and metallurgical properties and supply a certification to the test labs. If material becomes impossible to source we could use a TIA (emergency change). Mr. Painter would like to address new technologies that might need to be considered, new hose and coupler systems for example. Do these new technologies require a change in the standard? After some discussion it is felt that no action needs to be taken at this point. However the committee should be aware of new technologies and how they may impact future revisions of the Standard. Mr. Marquess raises the decal low temperature requirement. Minus 35 degrees C is currently called for and he would like to change it to minus 29 degrees C. Most label suppliers are tested to minus 29C but not minus 35C. The proposal would make it easier for manufacturers to find suppliers that are already recognized by UL 969.
4 We will need to have an ROC meeting sometime from the end of March 2009 to May It is possible that we could do it via conference call since there is only one issue before the committee (sound measurement). Chairman Austin and Mr. Sawyer will look into this and advise the committee. Should we need to hold an in-person meeting we will probably try to do it immediately after the FDIC in 2009 on April 26, 2009 in Indianapolis, IN as that might make it easier for End Users to attend.
