Call to Order. Peter Willse, Chair, called the meeting to order at 8:00 AM and welcomed attendees to the meeting. 2. Introductions. Attendees introduced themselves and identified their affiliation. 3 3. Approval of Minutes. The minutes from November 16, 2016 were approved with one addition: The volunteers for interlock terminology task groups were asked to NFPA staff. 4. Staff Updates. Laura Moreno provided an overview of the Fall 2018 revision cycle schedule and the NFPA process. (attached) 5. Task Group Reports. Chapter 5 Reorganization. John Eibl (chair), David Bohling, Scott Matz, Ted Jablkowski, and Kevin Carlisle. The task group reported that they submitted Public Input to reorganize sections 5.6 through 5.9 to make the layout and format consistent throughout the chapter. They also submitted several Public Inputs to the Fundamentals Technical Committee to move general requirements to Chapter 4 and to provide new and revised definitions for various fuels. These Public Inputs were resolved. The Fundamentals Technical Committee proposed a task group to review all chapters for common requirements between the completion of this revision cycle and the start of the next, and noted that new definitions for fuel types can be added at the Second Draft stage if the Single Burner Boiler adds requirements to Chapter 5 that necessitate the new definitions. 6. Review of Public Inputs: NFPA 85 Chapter 5. The Technical Committee reviewed Public Inputs and developed First Revisions and Committee Inputs as necessary. 7. Review of Fundamentals Technical Committee actions. The committee members reviewed several items that were flagged by the Fundamentals Technical Committee for their review, and created First Revisions as necessary. John Eibl was tasked with reviewing First Revision 155, which adds overpressure protection requirements to Chapter 4. The Technical Committee reviewed First Revision 108, which removes the exceptions to section These requirements are essential for operation of these devices and they do not fit into Chapter 5 or Chapter 10. The exceptions need to be maintained, but could be rewritten so they are not in exception language if that is the intent of removing them. This should be brought to the attention of the Fundamentals Technical Committee and Correlating Committee. The committee members also reviewed Committee Input 135, which was based off of a Public Input to include additional fuels in the scope of Chapter 5. At this time, the committee does not have language to add the additional fuels to Chapter 5, but will form a task group at the Second Draft meeting to review additional fuels. It was noted that use of other fuels is covered by the equivalency clause in section New Business. No additional new business was discussed. Page 3 of 10

4 9. Next Meeting. The Technical Committee agreed to hold the Second Draft meeting on January 16, A decision will be made after the Public Comment closing date to determine if an in-person meeting is necessary, but the tentative in-person meeting will be hosted by the Zurich Services Corporation outside of Chicago, Illinois. 10. Committee must clearly indicate reasons for not accepting the recommendation in CS and/or point to a relevant First Revision PI does not get balloted Create a First Revision (FR) Committee wants to make a change to a current section or add new text. Committee develops a Committee Statement (CS) substantiating the change. (do not refer to PI as the reason) Ensure any associated PIs get a committee response, often simply referring to the relevant FR. Participants must adhere to the Regulations Governing the Development of NFPA Standards and the Guide for the Conduct of Participants in the NFPA Standards Development Process. The Guide of Conduct requires standards development activity to be conducted with openness, honesty and in good faith. Participants are not entitled to speak on behalf of NFPA. Participants must take appropriate steps to ensure their statements whether written or oral and regardless of the setting, are portrayed as personal opinions, not the position of NFPA. Be sure to ask questions if you have them. Legal Patents Disclosures of essential patent claims should be made by the patent holder. Patent disclosures should be made early in the process. Others may also notify NFPA if they believe that a proposed or existing NFPA standard includes an essential patent claim. NFPA has adopted and follows ANSI s Patent Policy.
