Public comment on the draft framework for the ratings system end The first iteration of college ratings is scheduled to be published in advance of the school year. The department s thirdranking official, and the one in charge of the ratings system, will overview and discuss the plan. She will also touch on the Administration s proposed free community college plan. Then, a perspective from higher education institutions will be provided. Governor Angela McLean, Montana 10:00 10:45 am NLGA Panel: Increasing Diversity Participation in Clinical Trials NLGA members will work in 2015 to increase diversity participation in and awareness of clinical trials. This effort aims to improve public health, to decrease minority health disparities, and to foster successful innovation which yields constituent benefit through medical advancement and related bioscience commerce. As the first director of the new Office of Minority Health in the Food and Drug Administration (FDA), Dr. Jonca Bull will overview the lack of clinical participation in clinical trials, will discuss why increasing diversity participation is important, and will provide insight on federal government efforts on this issue. Dr. James Powell of the National Medical Association s Project I.M.P.A.C.T. (Increasing Minority Participation and Awareness of Clinical Trials) will describe this effort form the physician side and share lessons learned on how help overcome barriers to minority participation. Both speakers will conclude their

Noon 12:30 p NLGA All Attendee Lunch (salad, pasta, chicken) 12:30 1:15 pm NLGA CAPs planned Session: Potential Impacts on & Options for the States Regarding the proposed Clean Power Plan The EPA proposed Clean Power Plan (CPP) seeks to reduce carbon dioxide emissions from existing fossil fuel fired power plants by 30% from 2005 levels. In it, the EPA assigns 49 states (those with fossil fuel fired power plants) different carbon dioxide emissions limits to be implemented by 2020 and achieved by State emissions limits would vary based on the existing electric generating mix and an EPA assessment of each state s ability to implement four defined emission reduction measures. The EPA estimates compliance costs between $7 $8 billion with $31 billion in benefits, while industrial groups say compliance costs between $40 $366 billion with considerably less benefit. Other questions include that, as drafted, building codes would become federally enforceable in states which choose to meet goals via energy efficiency options. Final regulations are expected in June of 2015, but one Federal Energy Regulatory Commissioner (FERC), in his second term (appointed once by President Bush and once by President Obama) feels greater, more transparent discussion with states and stakeholders should be held. 7 will highlight concerns over potential impacts to markets, states real ability to meet the deadlines, and implications of the CPP on the reliability of the nation's electricity system. While federal and state debate continues, there are pending legal challenges and other legal options available for states at this stage and in stages to come which will be briefed by a former EPA General Counsel.
