A key staff member from each committee will provide insights on legislation that will have an impact on NCBFAA members. 2 9:30 10:30 a.m. Streamlining Government Regulation of Exports: An Expanding Top Priority Précis: Expansion of exports is moving from the policy level to the operational level, as more agencies swing into action. CBP has its Commercial Operations Advisory Committee (COAC); Commerce has its President's Export Council Subcommittee on Export Administration (PECSEA); and, Executive Order has empowered the Border Interagency Executive Council (BIEC). Must be present to win so arrive early! 10:45 11:45 a.m. A New Imperative to Streamline the Import/Export Process Précis: While the NCBFAA has long been mindful of the importance of working with the regulatory agencies, the Executive Order signed on February 19, 2014, created a sense of urgency about facilitating trade. The Executive Order mandated completion of ITDS by the end of 2016, creating an electronic single window. It formalized the partnership with private sector stakeholders through the Border Interagency Executive Council (BIEC). It will modernize our way of conducting the business of trade. This committee has managed to pass substantial and important legislation in this and the past Congress -- including a Water Bill that will make the HMT fully available for port dredging operations phased-in over time; and MAP21 where NCBFAA's exemptions from FMCSA regulation still need to be clarified. Doyle is the newest Commissioner at the Federal Maritime Commission. 4 3 3:40 p.m. Key Issues on the Hill: How Others See Things Précis: As Congress winds down for the elections in November and prepares for a "lame duck" session in the late fall, a handful of issues dominate the landscape in September. In addition to continued funding for the government and the potential for trade legislation, we anticipate considerable discussion about the importance of the Ex-Im Bank to exports and the need to apply HMT funds to dredging. Representatives of the American Association of Port Authorities (AAPA) and the Ex-Im Bank coalition will provide their perspectives on these issues. This will be valuable information for your discussions when you travel to Capitol Hill on Tuesday. Panelist: John Young, American Association of Port Authorities Jim Walker, American Association of Port Authorities Lauren Airey, National Association of Manufacturers Moderator: Jon Kent, NCBFAA Legislative Counsel Immediately before session Raffle 3:45 5 p.m. The Business of Being a Customs Brokers: A Time of Change and Opportunity Précis: After many months of discussion about the interaction between CBP and the customs broker, that conversation is nearing completion: when ACE becomes mandatory, we are obliged to find alternatives to the current permit system; CBP is renewing its commitment to renewed broker management; and, applying customs business to more of the responsibilities of a customs broker needs to be put on the agenda.
