2 2017: New Administration, New Congress, New Priority Up-to-date information about the agenda of the Spring Policy Forum is available on the NPA website. The Spring Policy Forum brings together hundreds of PACE leaders and supporters from across the country to learn first-hand about the political and policy environments impacting their organizations and the people they serve. This year, a new administration has moved into the White House, and a new Congress has been sworn into office. The potential repeal of the Affordable Care Act, as well as possible Medicare and Medicaid changes, are in the spotlight. As we gather to discuss these issues, the range of possible changes to health care policy are greater than ever. The forum provides an opportunity to learn from policy and political experts about the potential scope and direction of the proposed changes that could reshape our health care system. Attendees also will interact with CMS, state agencies and others about more targeted federal and state initiatives impacting PACE. It has never been more important for the PACE community to make its presence known on Capitol Hill. Attendees will have the opportunity to educate members of Congress and their staff through in-person meetings. We invite you to participate in this year s conference to better understand the changing landscape. Network with your PACE peers, CMS and state agencies and hear from thought leaders and policy-makers about what s ahead. Capitol Hill Visits for NPA Members On March 22 PACE organization leaders will travel to Capitol Hill to meet with members of Congress and their staff to educate policy-makers about the PACE program and its participants and to build support for NPA federal policy initiatives. Prior to the start of the Spring Policy Forum, attendees will receive information about conducting Capitol Hill visits and communicating PACE policy priorities. Additional resources will be provided on the NPA website. Members of the NPA Policy Team are available to help you schedule meetings and to answer your questions. Session Highlights Broader Political Context With a new Congress and president, this year proposes to reshape the Medicare and Medicaid programs in fundamental ways that will be hotly debated. What happens and how it is implemented will develop in a broader political context that is hard to predict. The Spring Policy Forum is your chance to hear from policy experts about the competing goals guiding health care reform in this new context and the political factors that will shape the future. View from the Hill This panel discussion will allow participants to hear directly from key congressional health policy staffers about the latest developments on Capitol Hill. Representing both sides of the aisle, panelists will provide an overview of health care priorities and possible next steps by the House and Senate. Political Update This session will be led by the bipartisan duo of Dean Rosen and David Thomas from Mehlman Castagnetti Rosen & Thomas. These longtime politicos will inform us about the politics of Washington, both now and looking H 2

3 ahead. What dynamics are driving congressional priorities and actions? What does the next election hold for the balance of power in Congress? This panel will address the impact of the larger political environment on the White House, Congress, and the rest of the nation. The World Around Us: PACE in an Evolving Health Care System Understanding how PACE fits into an often complicated and rapidly changing health care landscape is challenging. Depending on where they are located, PACE organizations operate amidst a complex array of traditional fee-for-service providers, medical homes, managed care organizations and accountable care organizations of many types and descriptions. Payment approaches that reward value over volume are evolving rapidly, as evidenced by Medicare s new Quality Payment Program for physicians and other clinicians and value-based purchasing initiatives for hospitals and other providers. This session will provide an overview of major initiatives in delivery system and payment reform and their significance for PACE organizations as both integrated delivery systems and payers. Speakers will consider ways in which PACE organizations can continue to compete effectively and take advantage of new opportunities in their local marketplaces. CMS Updates This session affords attendees the opportunity to hear directly from CMS staff about recent guidance and important policy and regulatory issues impacting PACE organizations. State Policy Update Hear from officials of state administering agencies and representatives of PACE organizations as they discuss important issues facing PACE programs. They will report on how they are handling access, enrollment and rates. NPA also will provide a broad overview of these topics and what is happening across the country. Future of the Medicaid Program This session will take a deep dive into the future of Medicaid and what changes we may see over the next few years. Speakers will discuss issues such as block grants, per capita caps, waivers and spending trends. The speakers will talk about the goals of these changes, why some policy-makers support them, and what these changes could mean for PACE and the larger long-term services and supports marketplace. PACE Pilots and Integrated Care After the passage of the PACE Innovation Act, the Centers for Medicare & Medicaid Services (CMS) released the PACE Pilot Request for Information (RFI) in December, which brings us one step closer to the establishment of PACE-like pilots for new populations of participants. This session will provide an overview of the RFI, the response to it, and perspectives from organizations looking to establish Person-Centered Community Care (P3C) organizations. In addition, CMS will discuss the future of the PACE pilots and next steps.
