Declarations of Interest and approval of minutes Discussion 2. Planning Report Banani provided the following updates: Heritage Permits Received & Issued 299 Plains Road West: - Heritage Permit application received for replacement of wooden storm windows with vinyl casement windows at the porch; - A second proposal was discussed for replacement of wooden sash windows with vinyl casement windows at the second level. No formal application has been submitted. Results/ Action Motion to approve the minutes of the July 14, 2015 Heritage Burlington meeting, Motion to approve heritage permit for 299 Plains Road West, Request for Designation: 1375 Ontario Street (A property/ MR) 4249 Appleby Line (A property/mr) Page 1 of 5

Heritage Property Tax Rebate Program Applications: 2014 HPTRP: Successfully completed HPTRP: Report to D & I Meeting on Nov. 9, Discussed further under item #4. Community Heritage Fund Program: 2477 Glenwood School Drive Applicant wants to proceed (Grant was approved by Council in 2013) Summer Student Project Research on Heritage Properties (Built circa ) has been completed; and was presented by the students on Aug. 26, 2015 Heritage Enquiries: 1437 Elgin St (Wigsville) - Proposal to relocate the building to 470 Maple Avenue; 3318 Dundas Street (St. Paul Church Designated Property) - Proposal to change the use to residential, and add a storage unit at the back of the church as an accessory use to the residential unit. Heritage Projects Mount Nemo HCD Study (Leah) update from Policy in the next HB meeting Official Plan Review Cultural Heritage Resources update from Policy in the next HB meeting Page 2 of 5

3 3. Heritage Designation Requests Subcommittee Report 4. Subcommittee Updates 2015 Development & Infrastructure Committee Dates: September 14: Council Sep. 28; October 13: Council Nov. 2; November 9; Special Council Meeting Nov. 9: (Council Nov. 23); Manager Oct. 5, Director Oct. 8, and GM Oct. 20; and December 7: Council Dec. 16. Jim presented consultant s reports on the six potential properties recommended for heritage designation. Information was provided regarding the designation approval process. The following heritage designation requests were discussed and approved: o 1375 Ontario Street o 4249 Appleby Line o 6201 Walkers Line o 1172/1040 Britannia Street o 1018 Greenwood Drive o 2085 Caroline Street Jim indicated that the planning department will ensure adjacent properties are mailed a notice regarding the designation approval at Council. This is not a legislative requirement. Discussion took place regarding the notice that will go out and the affects on the adjacent properties if a Heritage Impact Study was required. The planning department will provide a report with information on Heritage Impact Studies for discussion at a future meeting. Evaluation Criteria: nothing to report. Communications: nothing to report. Heritage Benefits: nothing to report. Motion to approve the recommendation that Council approve heritage designations for the following properties: 1375 Ontario Street, 4249 Appleby Line, 6201 Walkers Line, 1172/1040 Britannia Street, 1018 Greenwood Drive, 2085 Caroline Street, Motion to defer discussion on notices mailed to adjacent heritage properties after Council approval to an upcoming meeting when the planning department can provide further information, Incentives: Banani will supply Anne with Page 3 of 5

4 o o Anne has called numerous households to gain feedback on the tax rebate program. No complaints, but some recommendations have been provided. contacts for remaining households to speak with. Heritage Awards: o John resigned as subcommittee chair and offered support to whomever takes his place. John asked that committee members take information regarding the awards home for review and contact Jim, or Amber if they are interested in being the chair of the Heritage Awards Subcommittee. 5. Upcoming Events Culture Days September 27 th from 1-4 p.m. at BPAC Volunteer Open House October 22 at 6-8 p.m. at City Hall. 6. Other Business Jim provided information on a letter sent from Ed Keenleyside who is writing a book on the names listed on the Burlington cenotaph. Mr. Keenleyside asked for the committee s support. Committee discussed and approved delegating authority to the Chair and Vice Chair to act on behalf of the committee in routine approvals and spending up to $1000. Chair will make committee aware via of requests prior to a decision being made, and will inform committee of all spending. Heritage Awards subcommittee will be selected at the October meeting. Dorothy offered to help Kate at Culture Days Help at the volunteer open house will be requested at the October meeting. Jim will write a letter of support to Mr. Keenleyside. Motion to approve delegated authority to Chair and Vice Chair for routine heritage requests so long as they canvass the committee prior to a decision, Motion to approve delegated Page 4 of 5
