3 UNAPPROVED MINUTES OF THE 2 ND REGULAR MEETING OF THE HERITAGE PERMIT SUBCOMMITTEE HELD FRIDAY, FEBRUARY 24, 2017 AT 2:00 P.M. Disclosure of Pecuniary Interest & Nature Thereof Mr. Latreille made a disclosure of interest with regards to the minutes, specifically item 6, Applications / Pre-consultations. The nature of his disclosure was that he was the individual who submitted the application noted in the minutes. Mr. Latreille did not discuss the minutes nor did he vote on them. 3. Adoption of the Minutes i. Minutes of the 1 st Regular Meeting of the Heritage Permit Subcommittee held Tuesday, January 31, Errors and Omissions: Nil Committee Recommendation: Moved by: Peter Hvidsten THAT the Minutes of the 1 st Regular Meeting of the Heritage Permit Subcommittee held Tuesday, January 31, 2017 be approved. Carried 4. Business Arising Out of the Minutes - Nil 5. Applications / Pre-consultations i. Cindy Eden 261 Queen Street Wall Sign and Window Decals The application submitted by Cindy Eden on behalf of Abby Rose Florist at 261 Queen Street consists of a wall sign and window decals. The wall sign will be approximately 36 inches by 96 inches constructed of 5mm Alumacore with vinyl graphics and raised 1

4 Heritage Permit Subcommittee Meeting #2 February 24, 2017 lettering. Heritage colours are used throughout the sign. It was noted that sign will cover less than 10 percent of the unit façade. The window decals are also of heritage colours, however, they cover more than 30% of the window. The windows are 90 inches high and the combined height of the decals is 32 inches. In order to comply with the Sign By-law, the combined height of the window decals will need to be reduced to no more than 27 inches in height. Committee Recommendation: Moved by: Peter Hvidsten THAT the Heritage Permit application submitted by Cindy Eden, on behalf of Abby Rose Florist at 261 Queen Street, to install a wall sign and window decals be approved, subject to the following: THAT the combined height of the window decals be reduced to no more than 27 inches in height. Other Matters / New Business i Heritage Grant Intake One Four applications for a Heritage Grant were submitted by draft submission deadline, December 16, Of those four, three applicants attended scheduled preconsultation meetings, in early Of the three pre-consultation meetings, only two applications were deemed to be eligible for a Heritage Grant The Port Perry United Church submitted an application to replace damaged bricks as required and to repoint areas as necessary on the bell tower. This is on the south and west facing walls of the tower. The louvers on both the south and west sides will be painted, using the existing colour. The quotes received for this project ranged from $7,600 - $9,950. Based on the Program details, the maximum amount of a grant that can be given to this project is 50% of the lowest received bid, excluding HST, $3,800. The second application eligible for a Heritage Grant was submitted from Scugog Accounting at 250 Queen Street. This project has already received a Heritage Permit for the project, however the work has not started. The project consists of removing the existing porch and rebuilding it as a period porch. Detailed drawings were submitted with the Heritage Permit application. The quotes received for this project ranged from $46, $49,600. Based on the Program details, the maximum amount of a grant that can be given to this project is 50% of the lowest received bid, excluding HST, up to $15,000. Committee Recommendation: Moved by: Guy Latreille THAT; a Heritage Grant of $3,800 be provided to the Port Perry United Church to replace damaged bricks as required, and to repoint areas a necessary, and to repaint the louvers, on the bell tower; AND THAT. a Heritage Grant of $15,000 be provided to Scugog Accounting at 250 Queen Street, for the removal and rebuild of a period porch. 5 Heritage Permit Subcommittee Meeting #2 February 24, 2017 ii. Sign Applications There was a brief discussion on delegation of power to staff to approve Heritage Permits for signs. It was agreed that if Staff determines an application for a sign meets all the Sign By-law requirements, then Staff can approve the permit, and that approval from the Permit Subcommittee is not required. The members noted that if a sign application requires a variance from the Sign By-law, then the application would need approval of the Heritage Permit Subcommittee. Staff was requested to advise the Committee Coordinator of the Heritage and Museum Advisory Committee of any permits that are issued for signs in the Heritage Conservation District. Committee Recommendation: Moved by: Guy Latreille THAT approval of Heritage Permits for signs be delegated to Staff, if the application complies with the provisions of the Sign By-law; AND THAT if an application for a sign requires relief from the Sign By-law, then the Heritage Permit Subcommittee would be required to approve the application before a Heritage Permit is issued. 10 SUGGESTION FOR DISCUSSION Re: Marsh Hill Signage Scugog Heritage & Museum Advisory Committee March OUTSTANDING MATTERS i) Mr. Keith Bacon Marsh Hill Road Monument Mr. Bacon attended to discuss plans for a Marsh Hill Road monument, advising that he has been unable to determine the owner of the property. The Director of Community Services reported that assessment maps indicate the small parcel at the corner of the location and the surrounding 30 acre parcel are owned by the same person and that it could be private property. Various options were then discussed for locations and types of signs. Mr. Bacon agreed to return to the next Heritage and Museum Advisory Committee meeting after he has had further discussions with the residents involved and the Director of Community Services has confirmed the title of the property. Members of the Scugog Heritage & Museum A.C. After our Scugog Heritage Committee met with Keith Bacon on March 20, 2013, I drove to the former location of Marsh Hill, at the intersection of Marsh Hill Rd. and the 12th concession to see the area. It s a fairly clear area with good visibility but I came to the conclusion, erecting a plaque on the site might be a waste of funds. In order to see a plaque, you would have to get out of your car and walk across the property to view the plaque. I don t believe there would be any reason, or incentive for anyone to stop and walk onto the property to view a plaque, but think there is a need to recognize there was once a village on this location. I have taken the liberty to design a sign (attached), based on the current signs for other communities around Scugog Township, that would identify the location without the need to exit a vehicle. The suggested sign designs, in three colours, would immediately identify the corner as that having been the former hamlet or village of Marsh Hill. They could be erected on Township property in the same fashion as signage is placed in small hamlets like Epsom, Greenbank, etc. This is just a suggestion for consideration. Sincerely Peter Hvidsten.
