CALL MEETING TO ORDER AND ROLL CALL The regular meeting of the City of Goleta Design Review Board was called to order by Chair Herrera at 3:00 p.m. in the Goleta City Hall, 130 Cremona Drive, Suite B, Goleta, California. Board Members present: Simon Herrera, Chair; *Chris Messner, Vice Chair; Scott Branch; Cecilia Brown; Carl Schneider; and Thomas Smith. *Member Messner entered the meeting at 3:10 p.m. Board Members absent: Bob Wignot. Design Review Board Minutes for May 10, 2011 MOTION: Brown moved, seconded by Smith, and carried by a 5 to 0 vote (Absent: *Messner, Wignot), to approve the Design Review Board Minutes for May 10, 2011, as amended. B.2. STREET TREE SUBCOMMITTEE REPORT Chair Messner reported that the Subcommittee met today, and that Bill Millar, City Arborist, provided an update on the Urban Forest Management Plan. The next Subcommittee meeting is scheduled for June 28, 2011, at 2:00 p.m. B.3. PLANNING DIRECTOR REPORT Shine Ling, Assistant Planner, reported: 1) The presentation by staff of the Approved vs. Built slideshow is tentatively scheduled for June 14, ) Copies of the City s Housing Element that has been recently updated are available for DRB members and the public. C. REVIEW OF AGENDA & PROJECTED AGENDA: A brief review of the agenda for requests for continuance and scheduled projects on the next agenda. 3 Sign Subcommittee Action on May 24, 2011: Site visits and ex-parte conversations: Site visits reported by Sign Subcommittee Members Brown, Schneider, and Smith. The plans were presented by agent Troy White of Dudek on behalf of Santa Barbara Realty Holding Company, LLC, property owner, and Steve Fedde of Sares-Regis Group. MOTION: Schneider moved, seconded by Brown, and carried by a 5 to 0 vote (Absent: *Messner, Wignot), to continue for Preliminary/Final review to June 14, 2011, Item F-1, DRB Review Board Permit No DRB, Cabrillo Business Park Overall Sign Plan Amendments, 6767 Hollister Avenue, with the following Conceptual comments: 1. The changes submitted by the applicant are acceptable. 2. The size of the main Deckers wall sign facing the intersection of Hollister and Los Carneros has been reduced to a 27 height for the bulk of the text, with the leg of the d and the k rising above the 27 height. 3. The size of the Deckers logo wall signs elsewhere on the site shall be a 24 height for the bulk of the text, with the leg of the d and the k rising above the 24 height. F.2. DESIGN REVIEW BOARD PERMIT NO DRB Moseley/Network Hardware Resale Monument Sign; 82 Coromar Drive (APN ) A request for Conceptual/Preliminary/Final review of an approximately 30-square foot doublesided monument sign for Moseley/Network Hardware Resale. Sign Subcommittee Action on May 24, 2011: Site visits and ex-parte conversations: Site visits reported by Sign Subcommittee Members Brown, Schneider, and Smith. The plans were presented by Mark Steinecker, representing Vogue Sign Company, agent, on behalf of Moseley/Network Hardware Resale. MOTION: Schneider moved, seconded by Smith, and carried by a 5 to 0 vote (Absent: *Messner, Wignot), to continue to June 14, 2011, for Conceptual/Preliminary/Final review, Item F-2, Design Review Board Permit No DRB, Moseley/Network Hardware Resale Monument Sign, 82 Coromar Drive, with the following Conceptual comments: 1. The applicant is requested to respond to comments relative to simplifying the shape of the monument sign. 2. Omit the fluting on either side of the columns. 3. The textures should match. 4. DESIGN REVIEW BOARD PERMIT NO DRB St. Athanasius Orthodox Church Signage; 5580 Calle Real (APN ) A request for Conceptual/Preliminary/Final review of a 55-square foot double-sided freestanding pole sign for St. Athanasius Orthodox Church. Sign Subcommittee Action on May 24, 2011: Site visits and ex-parte conversations: Site visits reported by Sign Subcommittee Members Brown, Schneider, and Smith. The plans were presented by Frank Rizzo and Jeff Stakee of Goleta Signs, agent, and Dean Bruner of St. Athanasius Orthodox Church, tenant, on behalf of William Meller, property owner. MOTION: Schneider moved, seconded by Brown, and carried by a 5 to 0 vote (Absent: *Messner, Wignot), to continue to June 14, 2011, for Conceptual/Preliminary/Final review, Item F-3, Design Review Permit No DRB, St. Anthanasius Orthodox Church Signage, 5580 Calle Real, with the following Conceptual comments: 1. The main line of text with the church name, and the cross and the logo, shall be applied to the sign as ½"-thick acrylic letters. 2. Study the color of the website text on the sign. 3. The sign shall all be done in matte white acrylic background. 4. The sign structure should be painted white to match the acrylic background. G. REVISED FINAL CALENDAR G.1. DESIGN REVIEW BOARD PERMIT NO DRB Network Hardware Resale Façade Improvements; 82 Coromar Drive (APN ) A request for Revised Final review of a revised façade improvement and landscaping changes for an industrial-research park property. (Scott Kolwitz) Site visits and ex-parte conversations: Site visits reported by Members Branch, Brown, Herrera, Messner, Schneider, and Smith. The plans were presented by Sachi Thompson, Network Hardware Resale. MOTION: Schneider moved, seconded by Branch, and carried by a 6 to 0 vote (Absent: Wignot), to grant Revised Final Approval of Item G-1, Design Review Board Permit No DRB, Network Hardware Resale Façade Improvements, 82 Coromar Drive, with the following conditions: 1. The frame of the garage doors shall be painted a dark bronze color rather than silver. 2. The electrical transformer equipment shall be painted green and the switchgear shall be painted to match the color of the building. H. 5 I. PRELIMINARY CALENDAR I.1. DESIGN REVIEW BOARD PERMIT NO DRB Haskell s Landing (Onsite Development); Northwest corner of Hollister Avenue/Las Armas Road (APN ) A request for Preliminary review of onsite improvements for the Haskell s Landing 101 unit residential project and associated access, parking, amenities, support facilities, landscaping and infrastructure for a residential project. Continued from *, *, , , , , , , , Site visits and ex-parte conversations: Members Branch, Brown, Herrera, Messner, Schneider, and Smith reported that site visits were made when the project was previously reviewed by the DRB. Cindy Moore, Senior Planner, presented a brief overview of the purpose for today s review. The plans were presented by agent Mary Meaney Reichel, Lucon, Inc., on behalf of Chuck Lande, of Oly Chadmar Sandpiper General Partnership, property owner; and by Ricardo Castellanos of Katie O Reilly Rogers, Inc., project landscape architect. MOTION: Brown moved, seconded by Schneider, and carried by a 6 to 0 vote (Absent: Wignot), to continue to June 14, 2011, Item I-1, Design Review Board Permit No DRB, Haskell s Landing (Onsite Development); Northwest corner of Hollister Avenue/Las Armas Road, with the following comments: 1. The elevations as previously reviewed by the DRB are okay, including the notations regarding heights that were added to the elevations by the applicant. 2. The applicant is requested to submit the full site lighting plan to include photometrics showing all lighting on the bridge, play areas, bollards, and any other public lighting. The photometric plan should include foot candles because the DRB is concerned regarding security. 3. The applicant is requested to submit cut sheets for the pole lighting, bollards and bridge lights. 4. The DRB previously conducted Conceptual review of the solar shading study. 5. The DRB requests that the screening vines be planted all along the full length of the sound wall on the south side. 6. The applicant is requested to study the design of the sound wall and submit proposals with a slightly different design that would provide some variation and irregularity to the sound wall. 7. The Mutt Mitt dispenser locations are okay. 8. The DRB recommends using Trex or some other similar material for the walking surface on the pedestrian bridge rather than the proposed wood material. 9. The locations of the Goleta Water District backflow devices need to be confirmed and noted on the plans. The backflow devices shall be screened and painted green. J. DESIGN REVIEW BOARD PERMIT NO DRB South Fairview Commercial Center Project; 151 South Fairview Avenue (APN ) A request for Conceptual review of a 16,216-square foot mixed-use (commercial, office residential) building for a commercial property. Continued from *, , , , , Recused: Member Schneider recused himself because the applicant is one of his clients. Site visits and ex-parte conversations: Site visits reported by Members Branch, Brown, Herrera, Messner, and Smith. Member Brown reported that she had a conversation with the applicant who called her; she talked with principal project architect Bruce Bartlett; and she watched the entirety of the Planning Commission meeting of April 11, 2011, on the City s website last night. Patricia Miller, Current Planning Manager, introduced the agenda item. The plans were presented by Bruce Bartlett, principal architect with DesignARC; Kevin Dumain of Design ARC, project architect; and Sam Maphis, project landscape architect; on behalf of John and Janna Price, applicant. Speaker: Gary Vandeman, Goleta. MOTION: Branch moved, seconded by Smith, and carried by a 5 to 0 vote (Absent: Wignot; Recused: Schneider), that Conceptual/Advisory review has been completed of Item K-1, Design Review Board Permit No DRB, South Fairview Commercial Center Project, 151 South Fairview Avenue, with the following comments: 1. The DRB has conducted Conceptual/Advisory review with positive comments. 2. The applicant has demonstrated a competent conformance with the interpretation of the Goleta Old Town Heritage District Guidelines. 3. The DRB finds good cause for the heights noted on the plans. 4. The project integrates well within the site with relation to size, bulk, and scale of the surrounding area. 5. The height of the tower is acceptable to the DRB because of its successful context within the building design; and it seems appropriate in size, bulk, and scale with the rest of the architecture on the site. ACTION: There being no objections, the DRB designated Member Brown to represent the DRB at the Planning Commission hearing on June 13, 2011, regarding the South Fairview Commercial Center Project, 151 South Fairview Avenue. 7 L. ADVISORY CALENDAR M. DISCUSSION ITEMS M.1. REQUESTS FOR FUTURE AGENDA ITEMS BY MEMBERS Patricia Miller, Current Planning Manager, inquired whether a majority of the DRB members would agree to possibly rescheduling the DRB meeting of July 12, 2011, that was previously cancelled per the summer schedule. The majority of DRB members who were present indicated availability to attend a DRB meeting on July 12, M.2. ANNOUNCEMENTS BY MEMBERS Member Messner announced and showed a copy of the cover for his book. N. ADJOURNMENT: 5:20 P.M.
