1 November 16, 2015 O Neill, Nebraska The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Connie Krotter and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section R.R.S Chairman Scholz convened the meeting at 9:32 A.M. with the flag salute. Motion by Tielke, 2 nd by Metschke, to approve the minutes of the October 30, 2015 meeting as printed. Voting Aye: Metschke, Tielke, Hahlbeck, Snyder, Butterfield, Boshart and Scholz. Voting Nay: None. Motion carried. Motion by Butterfield, 2 nd by Hahlbeck, to approve the tax list corrections # through # as submitted by the Assessor. Voting Aye: Tielke, Hahlbeck, Snyder, Butterfield, Boshart, Metschke and Scholz. Voting Nay: None. Motion carried. Supervisor Scholz adjourned the meeting at 9:42 A.M. This meeting publicized pursuant to Section R.R.S Chairman Tielke convened the meeting at 9:48 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Hahlbeck, 2 nd by Butterfield, to approve the minutes of the October 30, 2015 meeting as printed. Voting Aye: Hahlbeck, Snyder, Butterfield, Boshart, Scholz, Metschke and Tielke. Voting Nay: None. Motion carried. The Treasurers Report was presented and placed on file. The Board acknowledged receipt of the Uncollected Personal Property Report. The Board reviewed claims on file. ================================================================================== RESOLUTION # OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, the laws of the State of Nebraska require that the salaries of County Officials be established by the County Board at least 60 days prior to the closing of filings of Certificates of Nomination to place names on the Primary Ballot for the respective offices. NOW THEREFORE BE IT RESOLVED by the Holt County Board of Supervisors that the annual base salary for County Supervisor shall remain at Fourteen thousand and four hundred dollars ($14,400.00) annually, (plus the CPI accrued in 2016) plus an increase during the calendar year for 2017 & 2018 based on the Consumer Price Index as established by the Bureau of Labor Statistics, U.S. Department of Labor. The annual increase shall not be a negative number less than zero. BE IT FURTHER RESOLVED that in addition to the above salary each of the County Supervisors shall receive during their term of office an insurance program, said program to be the same as that provided all County employees. The foregoing resolution was introduced by Supervisor Scholz, who moved its adoption. Supervisor Butterfield seconded the motion. Voting Aye: Snyder, Butterfield, Boshart, Scholz, Metschke, Hahlbeck and Tielke. Voting Nay: None. Motion carried. The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required. Joshua Howard with BHE Renewables was present to update the Board on the progress on the wind farm. RESOLUTION # The Holt County Board of Supervisors granted Grande Prairie the use of 877 Road for one-half mile east of 500 Avenue and 883 Road for one-half mile east of 505 Avenue as haul routes for the Project, subject to all terms and conditions set forth in the July Resolution. The foregoing resolution was introduced by Supervisor Boshart, who moved its adoption. Supervisor Scholz seconded the motion. Voting Aye: Butterfield, Boshart, Scholz, Metschke, Hahlbeck, Snyder and Tielke. Voting Nay: None. Motion carried. The complete resolution will be printed in the official minutes. Motion by Boshart, 2 nd by Hahlbeck, to approve the Right-of-Way permits for Mortenson Construction/Grande Prairie Wind for electrical cable in Township 30 & Range 9, Township 30 & Range 10, Township 31 & Range 9, Township 31 & Range 10. Voting Aye: Boshart, Scholz, Metschke, Hahlbeck, Snyder, Butterfield and Tielke. Voting Nay: None. Motion carried. Motion by Snyder, 2 nd by Butterfield, to approve the Right-of-Way permit for Tim Pellatz for electrical cable for irrigation in NW ¼ Voting Aye: Scholz, Metschke, Hahlbeck, Snyder, Butterfield, Boshart and Tielke. Voting Nay: None. Motion carried. Motion by Boshart, 2 nd by Snyder, to direct the County Clerk to certify road mowing charges to the County Treasurer, for collection, as submitted by the Road Superintendent. Voting Aye: Metschke, Hahlbeck, Snyder, Butterfield, Boshart, Scholz, and Tielke. Voting Nay: None. Motion carried. The Board reviewed the bids for one new dump truck that were opened on October 30, Motion by Metschke, 2 nd by Snyder, to accept the bid from Wick s Trucks, Omaha NE for a 2017 Western Star 4700 SF with LCL Body Company for $144, Voting Aye: Hahlbeck, Snyder, Butterfield, Boshart, Scholz, Metschke and Tielke. Voting Nay: None. Motion carried.

2 Larry Shavlik, Tom Mlnarik, Bill Kaczor and David Ziems were present to discuss the sale of deeded land in the SE ¼ or 2.7 acres or vacating it as a public road. The Board recessed for lunch at 12:20 P.M. Chairman Tielke reconvened the meeting at 1:30 P.M. with all members present. The Board discussed respectful conduct during open meetings. 2:30 P.M. being the time advertised, bids were opened and read for one new mini-van.
