County Assessor Tim Wallinger, County Treasurer Connie Krotter and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section R.R.S Chairman Scholz convened the meeting at 9:33 A.M. with the flag salute. Motion by Butterfield, 2 nd by Metschke, to approve the minutes of the December 30, 2015 meeting as printed. Voting Aye: Metschke, Tielke, Hahlbeck, Snyder, Butterfield, Boshart and Scholz. Voting Nay: None. Motion carried. Motion by Hahlbeck, 2 nd by Tielke, to approve the tax refund request on parcel # for $ in 2012, $ in 2013 & $ in Voting Aye: Tielke, Hahlbeck, Snyder, Butterfield, Boshart, Metschke and Scholz. This meeting publicized pursuant to Section R.R.S Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Scholz, 2 nd by Hahlbeck, to approve the minutes of the January 7, 2016 meeting as printed. Voting Aye: Hahlbeck, Snyder, Butterfield, Boshart, Scholz, Metschke and Tielke. Voting Nay: None. Motion carried. The Board acknowledged receipt of the Semi-Annual Statement from the Treasurer. The Treasurer s report was presented and placed on file. Correspondence was reviewed. The Board reviewed claims on file. The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required. The Special Designated Liquor License Application for Southside Mini Mart at the Wesleyan Church Camp was withdrawn. Arnold Hall Veterans Service Officer presented his Quarterly Department Activity Report. Chris Hall with Highmark Contractors, Bill Bendert with Western Area Power Administration (WAPA), Warren Barse & Dan Evangelista with Dakota Construction were present to discuss a road haul agreement with Holt County for the construction of the WAPA switching station for the Grande Prairie Wind farm. Motion by Scholz, 2 nd by Boshart, to set a public hearing on February 16, 2016 at 1:15 P.M. to receive public comment on the One & Six Year Road Improvement Hearing. Voting Aye: Snyder, Butterfield, Boshart, Scholz, Metschke, Hahlbeck and Tielke. Voting Nay: None. Motion carried. RESOLUTION # OF THE HOLT COUNTY BOARD OF SUPERVISORS SIGNING OF THE HRRR PROJECT PROGRAM AGREEMENT BL 1647 Whereas: Holt County is proposing a transportation project for which it would like to obtain Federal funds; Whereas: Holt County understands that it must strictly follow all Federal, State and local laws, rules, regulations, policies and guidelines applicable to the funding of the Federal-aid project; and Whereas: Holt County and Nebraska Department of Roads (NDOR) wish to enter into a new Project Program Agreement setting out the various duties and funding responsibilities for the Federal-aid project. Be it Resolved: by the Board of Supervisors of Holt County that: Chair of the Holt County Board of Supervisors is hereby authorized to sign the attached Project Program Agreement between the Holt County and the NDOR. Holt County is committed to providing local funds for the project as required by the Project Program Agreement. NDOR Project Number: HRRR-STWD(128) NDOR Control Number: NDOR Project Name: BRIDGE AND CULVERT OBJECT MARKER SIGNING PROJECT The foregoing resolution was introduced by Supervisor Hahlbeck, who moved its adoption. Voting Nay: None. Motion carried. The Board recessed for lunch at 12:06 P.M. Chairman Tielke reconvened the meeting at 12:59 P.M. with all members present. Sheriff Ben Matchett was present to discuss wages with the Board. Motion by Butterfield, 2 nd by Metschke, to increase the sheriff deputies and jailors wage $1.00 per hour. Voting Aye: Scholz, Metschke, Hahlbeck, Snyder, Butterfield, Boshart and Tielke. Voting Nay: None. Motion carried.

2 Motion by Scholz, 2 nd by Hahlbeck, to increase the monthly wage of Chief Deputy Ed Nordby $ for jail management and to increase the monthly wage of Jail Sargent Brenda Maloun $ Voting Aye: Metschke, Hahlbeck, Snyder, Butterfield, Boshart, Scholz and Tielke. Voting Nay: None. Motion carried. 2:00 P. M. being the time advertised to hold a public land sale on a tract of land + or 2.7 acres located in the SE ¼ Section 32, Township 25 N, Range 9 W of the 6 th P.M. in Holt County, Nebraska. Larry and Nancy Shavlik were present. Chairman Tielke stated that an appraisal company completed an appraisal of the parcel. At 2:30 P.M., Motion by Boshart, 2 nd by Scholz, to accept the bid from Larry and Nancy Shavlik for $1, per acre for a total of $4, on a tract of land + or 2.7 acres located in the SE ¼ Section 32, Township 25 N, Range 9 W of the 6 th P.M. in Holt County, Nebraska.
