1 June 19, 2017 O Neill, Nebraska The Holt County Board of Supervisors met as a Board of Equalization with all members present except Hahlbeck. County Assessor Tim Wallinger, County Treasurer Connie Krotter and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section R.R.S Chairman Boshart convened the meeting at 9:00 A.M. with the flag salute. Motion by Butterfield, 2 nd by Snyder, to approve the minutes of the May 30, 2017 meeting as printed. Voting Aye: Paxton, Metschke, Tielke, Snyder, Butterfield and Boshart. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Butterfield, 2 nd by Paxton, to approve the tax list corrections # through # as submitted by the Assessor. Voting Aye: Metschke, Tielke, Snyder, Butterfield, Paxton and Boshart. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Metschke, 2 nd by Paxton, to approve the valuation listing as submitted by the Assessor on the omitted parcel # of real estate in Holt County for Voting Aye: Tielke, Snyder, Butterfield, Paxton, Metschke and Boshart. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Tielke, 2 nd by Metschke, to approve the valuation listing as submitted by the Assessor, for the overvalued parcels of real estate in Holt County for Voting Aye: Snyder, Butterfield, Paxton, Metschke, Tielke and Boshart. Voting Nay: None. Absent: Hahlbeck. Motion carried. At 9:18 A.M. Chairman Boshart recessed as a Board of Equalization until 2:00 P.M. At 2:00 P.M. Chairman Boshart reconvened the Board of Equalization meeting with all members present except Hahlbeck. County Assessor Tim Wallinger and County Clerk Cathy Pavel were also in attendance. Time was allowed for the Board to review, hear and consider valuation protests for No one appeared to protest. Chairman Boshart adjourned the meeting at 2:08 P.M. This meeting publicized pursuant to Section R.R.S Chairman Tielke convened the meeting at 9:18 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Metschke, 2 nd by Hahlbeck, to approve the minutes of the May 30, 2017 meeting as printed. Voting Aye: Snyder, Butterfield, Boshart, Paxton, Metschke and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. The Treasurers Report was presented and placed on file. Motion by Butterfield, 2 nd by Boshart, to void check # for $ to Bright Horizons from the Visitors Promotion Fund due to the event being cancelled. Voting Aye: Butterfield, Boshart, Paxton, Metschke, Snyder and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Boshart, 2 nd by Paxton, to approve the Budget Calendar for as presented. Voting Aye: Boshart, Paxton, Metschke, Snyder, Butterfield and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Boshart, 2 nd by Paxton, to approve the zoning application on file for Gerald Soukup a tract in NE ¼ Voting Aye: Paxton, Metschke, Snyder, Butterfield, Boshart and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. Annette Sudbeck with Corps of Discovery Welcome Center on the Lewis and Clark Trail was present to explain their mission and to ask Holt County for annual funding support to continue services to travelers visiting Northeast Nebraska. The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required. On May 16, 2017 updates to the Employee Manual were approved by the Board. One of the changes was to increase the full time employee status from 24 hours weekly to 34 hours weekly. Due to the Affordable Health Care Act the full time weekly status, to receive health care benefits, has to be 30 hours or less. Motion by Butterfield, 2 nd by Metschke, to revise the Employee Manual to state that: Holt County contributes to the cost of group health insurance for all employees who average at least thirty (30) working hours per week during a full year of employment. Voting Aye: Metschke, Snyder, Butterfield, Boshart, Paxton and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. 32 interested residents were in attendance to discuss their concern and the need for the Holt County Board to write a letter to the Nebraska Public Service Commission in regards to the proposed TransCanada/Keystone XL Pipeline. Those speaking were: Dwain Marcellus, Diane Steskal, Mary Jean Adams, Paul Adams, Jeanne Crumly, Tom Genung, Barbara Steskal, Bonny Kilmurray, Bob Beelaert, Dick Pongratz, Robyn Kennedy, Oliver Horton, Charlene Paris, Terry Steskal and Terry Frisch. The Holt County Board will send a letter to the NPSC that will include the Resolution # that states: to oppose all crude oil and or tar sand pipelines across Holt County. Motion by Metschke, 2 nd by Snyder, to approve the amendment to the Interlocal Agreement with the City of O Neill and Holt County, for the construction phase on the Sale Barn Road. Snyder withdrew his second to the motion, the motion died for lack of a second. Motion by Metschke, 2 nd by Snyder, to approve the amendment to the Interlocal Agreement with the City of O Neill and Holt County, for the construction phase on the Sale Barn Road pending the engineering cost/fees. Motion by Boshart, 2 nd by Metschke, to accept the bid for 5 armor coat projects from The Road Guy Construction, Co., Yankton, SD, with estimated start date of August 15, Voting Aye: Boshart, Paxton, Metschke, Snyder, Butterfield and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Butterfield, 2 nd by Paxton, to consign a surplus 1985 chip spreader and used timber stringers to Wolf, Inc. Auctions. Voting Aye: Paxton, Metschke, Snyder, Butterfield, Boshart and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried.

Eddie Bomar with NMC, was present to discuss with the Board the purchase of a 2018 Cat Motorgrader off the State bid. Motion by Boshart, 2 nd by Paxton, to purchase a 2018 Caterpillar 12M3AWD for $306, off the State bid through the lease purchase program with NMC, to be delivered in December Voting Aye: Snyder, Butterfield, Boshart, Paxton, Metschke and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. Motion by Metschke, 2 nd by Boshart, to approve the Right of Way application for Elkhorn River Holdings for electrical cable in Sections 18 & Voting Aye: Butterfield, Boshart, Paxton, Metschke, Snyder and Tielke. Voting Nay: None. Absent: Hahlbeck. Motion carried. The Board recessed for lunch at 12:03 P.M. Chairman Tielke reconvened the meeting at 1:05 P.M. with all members present except Hahlbeck. The Road Committee presented their recommendation to the Board for the Holt County Asphalt Foreman position. Alicia Knapp with BHE Renewables was present to introduce Don Claussen to the Board as the new site manager for BHE Renewables at the Grande Prairie Wind Farm location. Brady Kerkman with Central Health Center, a nonprofit health and mental service clinic, gave a presentation to the Board and to ask for consideration for funding for a mobile health unit. Emergency Manager Deb Hilker gave a Department Activity Report. Chairman Tielke recessed at 2:00 P.M. to convene as a Board of Equalization. Chairman Tielke reconvened at 2:08 P.M. with all members present except Hahlbeck. Road Superintendent Gary Connot presented his Department Activity Report.
