1 December 18, 2017 O Neill, Nebraska The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Connie Krotter and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section R.R.S Chairman Boshart convened the meeting at 9:30 A.M. with the flag salute. Motion by Hahlbeck, 2 nd by Paxton, to approve the minutes of the November 30, 2017 meeting as printed. Voting Aye: Paxton, Metschke, Tielke, Hahlbeck, Butterfield and Boshart. Voting Nay: None. Abstain: Snyder. Motion carried. Motion by Butterfield, 2 nd by Snyder, to approve the tax list corrections # through # as submitted by the Assessor. Voting Aye: Metshcke, Tielke, Hahlbeck, Snyder, Butterfield, Paxton and Boshart. Voting Nay: None. Motion carried. Motion by Butterfield, 2 nd by Snyder, to approve the refund request on parcel # for $19.00 for 2015 & $18.54 for 2016 due to clerical error. This meeting publicized pursuant to Section R.R.S Chairman Tielke convened the meeting at 9:50 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Metschke, 2 nd by Paxton, to approve the minutes of the November 30, 2017 meeting as printed. Voting Aye: Hahlbeck, Butterfield, Boshart, Paxton, Metschke and Tielke. Voting Nay: None. Abstain: Snyder. Motion carried. Correspondence was reviewed. RESOLUTION # Motion by Boshart, 2 nd by Hahlbeck, to approve the Hazard Mitigation Plan with Antelope, Holt and Boyd Counties. County Attorney Brent Kelly was present to discuss acres the county owns but no longer uses. The Return to Work Policy will be discussed at the December 29, 2017 meeting. The Board discussed the NRIN Tower Project in southern Holt County. Motion by Butterfield, 2 nd by Metschke, to proceed with the NRIN Tower Project to be located in southern Holt County. Voting Aye: Boshart, Paxton, Metschke, Hahlbeck, Snyder, Butterfield and Tielke. Voting Nay: None. Motion carried. Dana Paxton with Stuart Township was present to inquire if the County would exchange approximately 20 miles of comparable roads with Stuart Township. This would make the maintenance of these roads be grouped together and provide better efficiency for the county and the township. The Road Committee and Road Superintendent will review this request and report back to the Board. 11:00 A.M. being the time advertised bids were opened and read for one new dump truck. Bids were as follows: Company Make Bid Price Norfolk Truck Center, Norfolk 2019 Western Star 4900 SFG $183, with Crysteel Box Norfolk Truck Center, Norfolk 2019 Western Star 4900 SFG $182, with Galion Box Wick s Sterling Trucks, Omaha 2019 Western Star 4964 SFG $180, with Crysteel Box Wick s Sterling Trucks, Omaha 2019 Western Star 4964 SFG $179, with Galion Box Time was allowed for the one company representative present to answer questions from the Board. The Board directed the Road Superintendent and Truck Foreman to review and compare the bids and report back. James Olson and Calvin Dobias were present to discuss road mowing in the County. The Board recessed for lunch at 12:10 P.M. The Board reconvened the meeting at 1:17 P.M. with all members present. The Board discussed the bids for the one new dump truck with the Road Superintendent and Truck Foreman. Motion by Snyder, 2 nd by Hahlbeck, to accept the bid from Norfolk Truck Center, Norfolk NE for a 2019 Western Star 4900 SFG with Galion Box and sander for $182, Voting Aye: Paxton, Metschke, Hahlbeck, Snyder, Butterfield, Boshart and Tielke. Voting Nay: None. Motion carried. Motion by Boshart, 2 nd by Metschke, to set a bid date for CBMP BL 1709 Bridge Project, Project #C & C at 11:00 A.M. on January 16, Voting Aye: Metschke, Hahlbeck, Snyder, Butterfield, Boshart, Paxton and Tielke.
