A motion to accept the minutes of the July 20, 2015 meeting was moved by Mr. Shay, seconded by Mrs. Dumas and adopted. DEPARTMENT REQUESTS/REPORTS: BUILDINGS & GROUNDS Harrison Steves, Superintendent, addressed the following items with the committee: Excess Davies Equipment Davies Equipment is willing to give us credit, approximately $65,000.00, for used furniture/product taken out of Public Health that they valued at about $80,000. He stated there are also more items stored in the former car wash property; possibly another ±$6,000 to $8,000. Discussed auctioning these items. These items are refurbished items to begin with; purchased refurbished. Roger Wickes, County Attorney, stated our policy has been to sell; not credit. Kevin Hayes, County Administrator, stated the need to go out to bid for furniture for the new Public Defender offices and include that we have used furniture in the bid. A motion to declare this surplus inventory was moved by Mr. Shay, seconded by Mrs. Dumas and adopted. Monthly Updates, handout on file: o Put deflectors on the Law Center Lights still have a complaint about one light. o New drive installed on air handler #8 - $3,705 o Fairgrounds have been cleaned and are ready to go. Painted two of the buildings. o New valves installed on Building A A/C and heat and have moved on the Annex I.

2 Government Operations Committee Meeting Minutes August 24, 2015 Page 2 o Biggest project for the summer Head Start work, mostly complete. o Starting to help DPW move their weld shop and car mechanics trade areas. o Repairing railing in the County Court 20 years old. o Developed a leak in the water main feeding B and C buildings. Will need to shut off the water to make repair. He stated we might want to have a plan if the water is shut down to the Jail and he will follow up with the Sheriff to see if there is a plan in place. Looking to buy a roll off container, twelve yards, for construction debris. He feels it would be more productive and economical to have a container to fill up and then have it emptied verses stock piling, load and unload, waiting until they have a pick up load to dispose of. He will look into options and report back to committee. INFORMATION TECHNOLOGY Karen Pratt, Director, addressed the following items with the committee: Request to Travel A motion to authorize travel, county car, to the Director s Association meeting on October 7 th though October 9 th in Syracuse and overnight stays at the University Sheridan at an all-inclusive cost of $100 was moved Mr. Shay, seconded by Mrs. Dumas and adopted. Project Updates Detailed handout distributed, attached. The summary shows current capital projects, 2015 work in progress and what is needed for known projects over the next several years. Other projects will come up and be added to this plan. This information will be useful in the budget process. The Treasurer asked the committee to consider closing Capital Projects #66, 69, 84 and 107 and return those funds to the General Fund to help fund the 2015 plan plus use the previously established funds ±$338,000 from Pleasant Valley funding the entire 2015 plan. A motion to close out Capital Projects #66, 69, 84 and 107 and forward to the Finance Committee for consideration was moved by Mr. Shay, seconded by Mrs. Dumas and adopted. A motion to transfer funds from closing out Capital Projects #66, 69, 84 and 107 to General Fund to Capital Project #116 and forward to the Finance Committee for consideration was moved by Mrs. Fedler seconded by Mrs. Shaw and adopted. The green portion of the handout will be discussed at budget time. REAL PROPERTY Laura Chadwick, Director, addressed the following items with the committee: Director s Fall Conference A motion to authorize attendance at Directors conference on October 18 th 21 st was moved by Mr. Shay, seconded by Mrs. Dumas and adopted. Director s Certification Reported that she has passed her last class and is certified. New York State Assessors Association has contacted her and she has agreed to host a one day ethics class. Time and date to be determined. Elected secretary of the Northeast Regional Directors Committee. Washington County Parcel in Fort Ann, former Bray Oil property DEC will commence cleanup work on the site within the next two weeks. Set up information at the Fair and mentioned how small the space is for County departments. Discussed a tax sale parcel in the Village of Whitehall with code issues (roof falling in), the first bidder did not follow through and there was no second bidder. The former owner had an order to remedy the violations. This property is owned by Washington County and is a potential liability. The Treasurer stated there are potentially going to be four parcels on the list and he has not brought them forward yet and planned to bring all four at once to committee.

3 Government Operations Committee Meeting Minutes August 24, 2015 Page 3 OLD BUSINESS: Argyle Land The Argyle land was not advertised at the Fair because it is still under discussion. Mr. Shaw asked if we want to consider officially asking Argyle if they are interested in the two parcels with the water wells; assessed valuation $28,000. Mr. Haff recommends putting the parcels out to bid. A motion to put PV parcels out to bid, ( ) acres, ( ) acres and ( ) 89.1 acres with an assessed value of $170,000 using Auctions International was moved by Mr. Shay and seconded by Mrs. Dumas. Discussion. Chairman Hicks stated we are required to sell this property by auction and a resolution will be presented to the full Board to hire Auctions International. Discussed selling these parcels in the same manner as the Hartford parcels. The motion to put PV parcels out to bid, ( ) acres, ( ) acres and ( ) 89.1 acres with an assessed value of $170,000 using Auctions International was moved by Mr. Shay, seconded by Mrs. Dumas and adopted. Gate Closure at Huletts Park Current status is closed during the off season. Liabilities with leaving the gate open. With the gate closed and the parking area not accessible, people park on other people s property. The town has been plowing the parking lot. Mr. Gang was asked to see if we leave the gate open will the Town of Dresden indemnify the County from any and all lawsuits arising from any and all actions that take place at that park. Gravity Renewables Update They plan to attend the next meeting. Mr. Shaw asked what is the difference between this proposal and the solar proposal. Roger Wickes, County Attorney, responded that we are not building anything on our property. Parameters of this proposal are missing and that is what we are waiting for. This will be discussed further at the next meeting. OTHER BUSINESS: None. A motion to adjourn was moved by Mrs. Fedler, seconded by Mr. Shay and adopted. The meeting adjourned at 11:44 A.M.
