A s an anti - positive app roach, this app roach is used by A ron to exp lain the core issue of interna2 tional relations, peace and war. W ith a series of concep tual designs, levels of analysis, and variables, such an app roach is emp loyed due to A ron s distinctive correlation of historical philosophy and IR theory. The author analyzes the comp li2 cated connotations of the historical sociological app roach from the perspective of ep istemology and the reasons why this app roach cannot be app lied to other IR studies. Cogn itive - psychology, Bureaucra tic - organ iza tion, and Agenda - politics: Con struction and D evelopm en t of Three Explana tory Approaches to Cr isis D ec ision - mak ing Zhong Ka ib in( 38) This article exp lores the most significant advances in the field of crisis decision - making in the past decades, and cate2 gorizes them into three broad exp lanatory theories derived from the relevant interdiscip linary literature cognitive - p sychology, bureaucratic - organization, and agenda - politics. The article argues that the three broad app roaches are comp lementary, as they all help to exp lain the broad pattern of individual and collective p roblem avoidance and policy failure. The author review s the construction and development p rocess of crisis decision - making research in W estern so2 cieties, pointing out that the three exp lanatorycutsare lim ited in studies of crisis decision - making in non - W estern societies and m ay not be theoretically app licable to an analysis of the Chinese case. Finally, the author concludes that it is imperative that a more generic and generalizable app roach be built that can encompass a variety of political system s and can be app lied to analyzing cases involving different types of adversaries. By exam ining the reasons why this caucus was form ed, its functions, and its members, we can understand Congressional percep tions and policy orientations toward China. Furthermore, by comparing this caucuswith theu. S. - China Work2 ing Groupin the House, we can also analyze the internal debates inside Congress on issues related to China s rise. This paper argues that since its incep tion, thechina Caucushas been a loosely organized institution but its members have comp licated backgrounds. become either a friend or an enemy of the United States.
