7 CO NTENTS I nternational Politics 1 Soft Powerin the Era of Globalization and Cultural Security Strategy by Zhao Gang With the rapid development of globalization and information technology, America makes all efforts to promote its soft power strategy, in the hope of assimilating other cultures by means ofattraction andpersuasion. To safe2 guard national cultural security in the trend of the global cultural integration, the proper countermeasures are to use Marxist dialectic analytical method and to approach from the height of national security strategy, to screen do2 mestic and western cult ures and to innovate and develop, in order to establish effective preventive warning mecha2 nism and develop t he advanced national cult ural system wit h Chinese characteristics. 5 The Principle of Global Governance : Democratic Governance by L in Qinping In the course of globalization, conflicts and integration occur in many fields, economic, political, and cultural, and other field, we are facing many unprecedented challenges in global governance. In order to deal with the glob2 al crisis and to coordinate effectively the interests and actions of the international actors, we should set up the uni2 versal principle based on democracy for global governance. 9 Japanese ODA Policy in the New Century and Comments on Japanese ODA Policies towards China by Zhu Yansheng The publication of newoda outline indicates the end of Japanπs adjustment of ODA policy in the new century. After adjustment, theoda outlineclearly points out that the aim of ODA is for Japanπs national interest and takes on greater political color. In a sense, the adjustment of ODA policy implies the adjustment of Japanπs strate2 gy and diplomacy. In the mean time, Japan also adjusted its ODA policy towards China. I nternational Relations 15 The Traditions and Transformations of Modern International Relations by Pan Yaling & Zhang Chun From it s very beginning, modern international relations have followed t hree t raditions : individualism, nation2 state, and progressivism or scientism. The t hree t raditions have always been playing very important roles in sys2 temic stability and durability in international relations. Wit h material and concept ual changes, t hese t raditions are facing challenges from various sides ; thegrand transformationof international society is approaching. 21 A Dilemma : U. S.2 Israel Military Aid Relationship and its Future by Chu Yongz heng & Zhang Qi m an The standstill of Middle East peace process and the growing rampancy of terrorism have put the military aid rela2 tionship between the United States and Israel in a dilemma. Under this relationship, Israel has a strong sense of insecurity by putting its security in the hands of the U. S., and a sense of restriction in decision2making while the U. S. realizes that the aid has not only strengthened consolidated the toughstand of the Israeli government on Middle East peace but also invited more terrorist attack against the U. S. as a result of increasing animosity of the Muslim world. Nevertheless, this military aid between the two countries will continue for some time. 79
