As an important part of national modernization construction the rural revitalization strategy should obey the overall deployment of the national modernization strategy. From 2020 to 2035 the struggle objective of China is to basically realize modernization. During this period billions of small farmer families still exist in rural areas. And the typical characteristics of these small farmer families are that middle-aged and elderly parents who lack urban employment opportunities are engaged in agriculture production. The rural revitalization should be based on farmers focusing on providing service for agriculture production made by the elderly and treat the elderly as the basic labor force. After long-term construction China may basically realize modernization in 2035 which means a higher stage of rural revitalization strategy implementation phase. The agriculture production made by the elderly may begin to give way to the moderatescale agriculture production made by professional farmers. Therefore the rural revitalization strategy should be carried out in stages instead of being implemented for quick results. Then based on survey data the paper analyzes the characteristics of the resistance for rights and interests of middle class as follows Their resistance is mainly to safeguard their own developmental rights and interests They have the 90 expertise which makes their ability to resistance better They have more social capital for resistance Their resistance is more rational and law-abiding Their strategies of resistance focus more on the technology of organization and mobilization. Therefore detailed suggestions for governance of social contradictions are proposed Firstly developmental rights and interests of middle class should be protected Secondly the nature of resistance for rights and interests of middle class should be understood correctly Thirdly the resistance should be openly and transparently dealt with according to law Finally communication and negotiation should be paid more attention to during the process of solving problems.
