10 No. 10, 2008 W orld Econom ics and Politics and all - inclusive Tianxia system, the author will exam ine some of the theoretical p roblem s raised by this reading of Tianxia, in particular how its app roach to O therness encourages a conversion of difference, if not a conquest of it. The author concludes that Tianxia s most important impact will not be on the world stage, but in China s do2 mestic politics where it blurs the concep tual boundaries between emp ire and globalism, nationalism and cosmopoli2 tanism. An In troduction to A ll - under - heaven System Zhao T ingyang ( 57) The author argues that the concep t of all - under - heaven imp lies, as the most important key word in Chinese polit2 ical thinking, an inclusive universalism or a compatible universalism as the fourth culture of greater potentialities to reduce global conflicts than the western three cultures asw endt describes. And the Chinese compatibale uni2 versalism could be found being theoretically supported by Chinese ontology of relations, which says coexistence is p rior to existence. The Con sistency O f Stra teg ic Culture w ith Confuc ian Culture In Ch ina s M ing D yna sty: A Respon se to Professor A la sta ir Ia in John ston s L i X iaoyan ( 66) A s a response to p rofessor A lastair Iain Johnston s strategic culture study, this article testifies the consistency of strategic culture with Confucian Culture in China s M ing Dynasty, and draw s the conclusion that the consistency relies upon the M ing Dynasty decision - makers internalization of Confucian Culture. There are three step s to testi2 fy this conclusion: firstly, to identify Confucian Culture s strategic p references; secondly, to exam ine the M ing Dy2 nasty decision - makers internalization degree of Confucian Culture; thirdly, to identify their strategic culture p ref2 erences. Nevertheless, using the same research m ethod of textual analysis as Professor Johnston, the author finds that the M ing Dynasty decision - makers had internalized Confucian Culture deep ly and shown consistent strategic p references for Confucian Culture. The findings demonstrate that Professor Johnston made a serious logic m istake as he judged the nature of strategic culture in China sm ing Dynasty in that he drew a general conclusion with unilat2 eral textual analysis. From W here W ar Beg in s: Thucyd ides Narra tion and IR Scholars In terpreta tion Chen Y udan ( 77) This article analyses Thucydides narration of the beginning of Peloponnesian W ar, compares it with IR scholars interp retation of Thucydides, and finds that the difference is evident. On the one hand, Thucydides focuses on the particularity of war and its beginning, while IR scholars tend to generalize some universal causes of war by reading Thucydides; On the other, Thucydides does not search cause or causality in modern sense, but record what he saw as the signs of war, while IR scholars try to p revent or controlwar by discovering the causes of war. The differ2 ences between Thucydides and modern scholars raises such a question: How should IR students read classics? 5
