5 CO NTENTS I nternational Politics 1 A New Approach toward the Relations between Globalization and Neoliberalism by W u Huaiyou & Cao Xiuning Neoliberalism came before Globalization in it s contemporary sense. The globalization t heory of Neoliberalism is a product shaped by Neoliberalist s taking advarrtage of objective opport unities provided by t he changes of world sit2 uation. To reveal the relations between the two bears both theoretical and practical significance for the right un2 derstanding and grasp of a) the present situation of globalization ; b) the nature and actual predicament of global2 ization ; c) t he worldwide anti2globalization movement ; and for t he active promotion and const ruction of new glob2 alization t heory and model. 7 Transformation of the Japanese2American Alliance : frompost Cold War topost September 11 by X u W ansheng Since the September 11 incident, the Japanese2American alliance has evolved to a new stage, namely, frompost Cold War topost September 11. This paper, on the basis of a general survey of the different phases of the de2 velopment of the Japanese2American alliance, analyzes the fundamental traits of the post2september211 Japanese2 American alliance and the causes and impact of the transformation of the alliance from the angle of the triangular relations among China, Japan and the United States, and proposes some possible countermeasures by China. 12 The Course of Negotiation and Prospect of the Palestinian Refugee Problem by Y u Weiqing The Palestinian refugee problem is the result of the conflict and war between the Arab states and Israel and can only be resolved through peaceful negotiation. Up to now, the negotiation about the Palesintian refugee has gone through three stages : the negotiation between Israel and the Arab states ; the official negtiation between Israel and Palestine ; t he informal negotiation at t he unofficial level between Israel and Palestine. The negotiations have brought out t he complicated historical background and t he many- sided factors, and have revealed t he difficulties and the essence of the issue. They have also pointed to the principles that should be followed in order to reach final agreement. I nternationa Relations 17 Between Ideal and Reality : Inderstanding South Korean Diplomacy by W ang Yiwei Since the end of the Cold War, RO Kπs diplomacy has been subjected to a painful choice between ideal and reality. On the One hand, RO K is obsessed by the North process of unification ; on the other it is bogged down by the Ko2 rean nuclear issue and the U. S. South Korean cold war alliance and cannot get out of the shadow of the cold war system on t he Korean Peninsula. In March 2005, President Roh Moo2Hyun put forward t he idea t hat RO K should play the role ofregional balancer, an attempt to break away from the ideal2realitydiplomatis dilemma. However, in the face of strong internal reaction and pressure from international opinion headed by the United States, he has to chnage course. Obviously,regional balanceris not the appropriate role for South Korea to play. This paper analyses the contradiction of RO Kπs diplomacy between ideal and reality in terms of South Korea U. S. relations, South Koreaπs China relations, South Korea Japan relations and relations between Noth and South Koreas. The paper holds that RO Kπs diplomacy swinging between ideal and reality is actually the result of the trial of forces of ideal and reality in the fields of security, politics, economy and culture. 77
