Congressional Taiwan Caucus, established in 2002, has acted as an important conduit through which Congressional members influence U. S. China / Taiwan policy. This paper exp lains why some members join the caucus while oth2 ers do not by studying Taiwan caucusmembership in the House of the 110 th Congress. W e find that rep resentatives from the dis2 tricts of the South, with more A sian Americans, closer econom ic relationswith China, and /or the p resence of chap ters of the For2 mosan A ssociation for Public Affairs ( FAPA) are more likely to join the Caucus. In addition, membership s of the Foreign Af2 fairs Comm ittee and /or the GOP increase the likelihood of participation in the Taiwan Caucus. Finally but not the least, Caucus membership s are closely related to conservative ideology. Based on these findings, some suggestions about how to deal with the Congressional Taiwan Caucus are made.
