If discussion is desired, that item may be removed and considered separately. 1. BOARD OF TRUSTEES MINUTES APPROVAL Approve the Library Board of Trustees meeting minutes of September 25, FINANCIAL REPORT Approve the Financial Report for the month of September GIFTS Accept gifts received by the San Mateo Public Library during the month of September PUBLIC COMMENT Persons wishing to comment on any item not appearing on the agenda may submit to the Executive Assistant a Request to Speak form. State law prevents the Board from taking action on any matter not on this agenda. Comments may be referred to staff for further review. COMMUNICATIONS 4. RECOGNITION FROM STATE ASSEMBLY MEMBER KEVIN MULLIN (22 nd Assembly District) Certificates of Recogntion were received from Kevin Mullin, State Assembly Member, for Don Hill, Kathy Shields and Elizabeth De Winter in appreciation of their service on the Library Board. [Note: Certificates for Dr. Lester Chen and Elizabeth Texeira were received earlier and have been distributed by City Clerk s office] OLD BUSINESS 5. COLLABORATION COMMITTEE UPDATE City Librarian Ben Ocón will share a draft of the charter guidelines for the Collaboration Committee.

LIBRARY PROGRAMS THAT PROMOTE CIVIL DISCOURSE ON TIMELY & DIFFICULT TOPICS Board members will conclude the brainstorming of program suggestions for staff to consider that promote civil discourse on timely and difficult topics. NEW BUSINESS 7. INTRODUCTION OF NEW LIBRARY STAFF Mr. Ocón will introduce Kristen Erbst, the Library s new Volunteer Coordinator. 8. ATTENDANCE BY LIBRARY TRUSTEES AT KEY EVENTS Library Board will review forthcoming library events and consider representation at select events by Trustees. 9. LIBRARY PROGRAMS THAT GENERATE REVENUE The Library Board will brainstorm library programs for staff to consider that generate revenue such as the Library s passport service. 10. AGREEMENT WITH TOWN OF HILLSBOROUGH FOR LIBRARY SERVICES Mr. Ocón will share an overview of the Agreement Between the Town of Hillsborough and the Cities of San Mateo and Burlingame for library services. Library Board members will propose new agenda topics for future Library Board meetings. A majority vote is necessary for a topic to be added to future agendas. 10 Collabortation Committee Charter Committee: Don Hill & Liz De Winter (Library Bd.); Sue Lempert & Ann Rarden (SMPLF Bd.) Sponsor: Ben Ocón (City Librarian) Purpose: To explore ways to strengthen the relationship between the Library Board and the San Mateo Public Library Foundation Board. Objectives: Objectives include: Plan and coordinate one or two projects during the fiscal year; Projects will bring awareness of the Library s important role to the general community; Projects will expand the Library Foundation s donor base; Projects will engage the respective Boards. Business Priority Defined as a priority by the City Librarian Budget: To be determined when project proposals are finalized; funding support will likely be drawn from unrestricted funds awarded to the Library by the Library Foundation. Success Criteria: Success criteria includes: Good attendance at activities planned by the Committee; Positive feedback from attendees; Engagement of Library Board and SMPLF Board; Broadening the community s awareness of Library and SMPLF; Generating goodwill in the community; Increase in the number of volunteer participation; Increase in the number of donors/donations to SMPLF Decision- Committee members will formulate project proposals that will be Making: presented to the respective Boards for input and to City Librarian for consideration. Final Approval: City Librarian will assess proposals to ensure that activities meet the objectives of the committee; and that activities do not overlap with the role of library staff nor delve into library operations Boundary Conditions: Structure: Review: Sponsor Approval: Parameters include: The committee has the flexibility to envision and coordinate activities that will promote the Library and cultivate support for the Library Foundation. a.) Committee will be comprised of Two members of the Library Board; Two members of the SMPLF Board; Members will serve through their term on the respective Board; Opportunity to serve on Committee will be made available to the respective Boards as the terms of current members end; b.) Committee meetings will be scheduled as necessary. c.) Updates will be presented to respective Boards after each meeting. The payment for library services for one-third of the population of Hillsborough to the City of San Mateo based at the per capita rate of $62.44 is $244,639.

14 Citizenship Corner City Librarian s Report October 2017 The Library s new Citizenship Corner was dedicated with a ribbon cutting ceremony on Friday, Oct. 6 th. Congresswoman Jackie Speier (14 th Congressional District) was on hand to share comments as was Deputy Mayor Rick Bonilla. Literacy volunteer tutor Joy Addison also shared insight of how the resources of the collection will help some of her literacy students who aspire to become U.S. citizens. Members of the media and press were present (KCBS; KPIX). Photo credit: Tom Jung Youth Services Update (PLS Libraries) Positive Impact of Eliminating Youth Overdue Fines: Since the elimination of charging youth with overdue fines (July 1, 2016), youth circulation went up a remarkable +33% at Peninsula Library System libraries; and nearly 5,500 more youths are able to use their library cards again. Summer Learning Program Update: PLS libraries collectively registered 110,713 youth this summer and exceeded the goal of 80,000 by nearly 28%! Charitable Giving at Library Each year, the San Mateo Public Library actively collaborates with select community organizations engaged in charitable giving projects during the holiday period. Coats for Kids: During the month of October, the Library partners with Recology s annual coat drive to help families in need. The Main Library serves as a drop off location. Food for Fines: During the months of November and December, the Library partners with the Second Harvest Food Bank in a concerted effort to replenish the food banks. The promotion is also a collaboration with other PLS libraries to clear library fines in return for food donations that are donated. Giving Tree Toy Drive: The Library also participates in the annual collection of toys in collaboration with the Samaritan House Holiday Toy Drive, a community program that distributes toys to children in our community. Community members can select an ornament with a child s age and gender; and then bring a new toy for that child. City Employees Charitable Giving Campaign: During the month of November, Library staff will join other City employees in the annual City employees Charitable Giving Campaign with payroll deduction pledges and donations that help charities in our community. City employees can designate donations to Project Read and the Library Foundation.

15 Dewey Award Winners (1 st Qtr., July-Sept.) Congratulations to the following library employees who were acknowledged by coworkers during the 1 st Quarter (Jul.-Sept.) with a Dewey Award for their exceptional work. The Dewey Award was established in 2013 as a way for library staff to recognize their fellow coworkers. The award is named in honor of Melvil Dewey ( ), the renown library pioneer and educator who invented the Dewey Decimal Classification system.
